Oil and gas development and hydraulic fracturing have received enormous attention over the past few years, and most of that attention has focused on the potential impacts of such development on water quality. However, the potential impacts on air quality from oil and gas development have received far less public and media attention and discussion. This two-hour program will assess the current scientific knowledge, regulatory requirements and policies regarding the impacts on air quality from oil and gas development and will address current initiatives at the state and national levels to further regulate and control those impacts.

There is a commonly held view that forms of private regulation and governance arise when intergovernmental cooperation fails. While we do not dispute that this is sometimes the case, this paper focuses on the longer-term effects of private authority—namely, the ways that public and private authority interact over time. We argue that a more complete understanding of regime complexity must include private authority, which we define as situations in which non-state actors make rules or set standards that other actors in world politics adopt, and its interactions with public authority. Across sectors of the global economy, private governance has emerged as a new instrument for addressing pressing social and environmental problems. Although better suited for tackling the challenge of reaching agreements among states to address problems transcending national borders, these initiatives create new boundaries based on what problems they choose to focus on and which actors they choose to regulate – that is, the different policy foci of individual programs. Specialization is not inherently problematic. Private governance can focus attention on the problems of a single-issue area and build capacity among actors to resolve its problems, but equally a particular …

Geography

Calls for cross-scalar theoretical and methodological approaches are not new to commons scholarship. Such efforts might be hastened by channelling poststructuralist and critical theory perspectives through the geographic subfield of political ecology, including attention to political scales and subjects. Toward this end, this paper reconsiders Maine’s lobster fishery. This case has provided rich material for watershed commons scholarship, demonstrating the ability of social groups to conserve resources independent of government or markets, and it continues to offer new findings. Despite the popular view that social predators live in groups because group hunting facilitates prey capture, the apparent tendency for hunting success to peak at small group sizes suggests that the formation of large groups is unrelated to prey capture. Few empirical studies, however, have tested for nonlinear relationships between hunting success and group size, and none have demonstrated why success trails off after peaking. Here, we use a unique dataset of observations of individually known wolves (Canis lupus) hunting elk (Cervus elaphus) in Yellowstone National Park to show that the relationship between success and group …

This paper investigates the inner workings of the Bagmati Action Plan and how the implementation of this project impacts the established squatter communities that reside in the city’s floodplains. This article discusses some emerging models of Indigenous engagement in environmental management in New South Wales and urges expansion of such engagement. NSW Aboriginal people own only around one per cent of the state’s land, which suggests that land ownership and rights-based approaches to Aboriginal participation in environmental management are insufficient in NSW. Alternative approaches that recognise Aboriginal responsibilities to ‘care for country’ are needed. This article reviews opportunities for Aboriginal people to be involved in environmental and natural resource management activities, noting some of the constraints. Indigenous ecological knowledge can inform contemporary water manage- ment activities including water allocation planning. This paper draws on results obtained from a 3-year study to reveal the connection between Indigenous socio-economic values and river flows in the Daly River, Northern Territory. Qualitative phenological knowledge was analysed and compared to quantitative resource-use data, obtained through a large household survey of Indigenous harvesting and fishing effort. A more complete picture of Indigenous resource- use and management strategies was found to be provided by the adoption of mixed methods. The quantitative data revealed resource-use patterns including when and where species are harvested. The …

The effects of climate change are expected to be very severe in arid regions. The Sonora River Basin, in the northwestern state of Sonora, Mexico, is likely to be severely affected. Some of the anticipated effects include precipitation variability, intense storm events, higher overall temperatures, and less available water. In addition, population in Sonora, specifically the capital city of Hermosillo, is increasing at a 1.5% rate and current populations are near 700,000. With the reduction in water availability and an increase in population, Sonora, Mexico is expected to experience severe water resource issues in the near future.

Public participation is an important component of Michigan’s Part 632 Nonferrous Mining law and is identified by researchers as important to decision-making processes. The Kennecott Eagle Project, which is located near Marquette, Michigan, is the first mine permitted under Michigan’s new mining regulation, and this research examines how public participation is structured in regulations, how the permitting process occurred during the permitting of the Eagle Project, and how participants in the permitting process perceived their participation. More Than A One-Trick Pony: Exploring The Contours Of A Multi-Sector Covener, Madeleine W. Mcnamara, John C. Morris

Today's managers must find ways to identify and sustain productive relationships within multi-sector collaborative arrangements. This paper explores empirically the activities of a convener based on tasks identified by Agranoff and McGuire (2001) and applies this framework to the case of Virginia's Coastal Zone Management Program (VCZMP). We find that the convener displays characteristics described by Agranoff and McGuire, as well as characteristics of traditional hierarchical managers. This research suggests that both sets of skills are necessary for effective multi-sector collaborative governance.

California has one highly-coveted possession: the Bay-Delta, which is the second largest estuary in the United States. Today, tensions are higher than ever as Southern California continues to grow and demand water from the Delta, agriculture suffers from drought and less-than-promised water allocations, and aquatic life diminishes due to environmentally damaging processes like pumping and exporting of water elsewhere.
