Redescription Of Anaschisma (Temnospondyli: Metoposauridae) From The Late Triassic Of Wyoming And The Phylogeny Of The Metoposauridae, Bryan M. Gee, William G. Parker, Adam D. Marsh

Metoposaurids are non-marine temnospondyls that are among the most common constituents of Late Triassic deposits, but despite their abundance, the evolutionary relationships of the group are poorly resolved and have not been fully addressed with modern phylogenetic methods. The genus Anaschisma is one of a number of poorly resolved metoposaurid taxa and was erected to describe two species from the Popo Agie Formation (Carnian) in Wyoming: Anaschisma browni and Anaschisma brachygnatha. Since being named, the genus has been repeatedly synonymized and separated with other taxa in the context of broader revisions of the Metoposauridae. At present, Anaschisma is considered …

More than half of the population of the continental United States resides in coastal communities, which are increasingly home to commercial shellfish aquaculture operations. Consequently, a variety of user conflicts can arise as states seek to encourage the development or expansion of shellfish aquaculture. Each of these conflicts creates the potential for opposition and legal challenges to the industry.
An understanding of the legal and regulatory context governing shellfish aquaculture can assist in managing conflicts related to the industry. Laws and regulations in some cases create or can be perceived as impediments to the growth or success of the aquaculture …

Abstract
This report presents the results of vegetation monitoring efforts in 2018 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Fire Ecology Program (NGPFire). This was the eighth year of combined monitoring efforts.
Crew members from NGPN visited eight long-term monitoring plots to collect data on the plant communities at SCBL. This work is part of a long-term monitoring effort designed to provide a better understanding of the condition of the vegetation community and how it changes over time. Abstract
Jewel Cave National Monument and Wind Cave National Park in South Dakota contain two of the six longest caves worldwide. These caves contain subterranean lakes that are important points of intersection between the water table of the Madison aquifer and the caves. During 2015 to 2017, several subterranean lakes were discovered in Jewel Cave, which previously was thought to be above the regional water table. Evolutionary game theory (EGT) provides a powerful tool with which to unpack the interactive strategies of polluting enterprises (PEs), local government regulators (LG), and central government planners (CG) in China. Here, the prevailing institutional system of fiscal decentralization sees regulatory mandates set by the CG and enforced at the LG level. This delegation shapes managers' incentives when deciding the degree to which firms will incur costs to reduce pollution and comply with state directives. Manager's choice sets draw shape from decisions at the LG level, where regulators balance the pursuit of environmental quality with the economic payoffs of tacit collusion …

The Green New Deal (GND) is a U.S. resolution that aims to address economic inequality and global warming through a set of proposed economic stimulus projects. As nearly half of the U.S. populace lives in or near coastal areas, the GND needs to prioritize the sustainable use and preservation of the marine environment – called the “blue economy.” David Helvarg of Blue Frontier and Jason Scorse of the International Environmental Policy Program and the Middlebury Institute of International Studies suggest a series of policy and investment priorities for incorporation of the blue economy into the GND.

The conflict in the Pacific Northwest between competing visions of how federal forests should be managed resulted in a political stalemate in the early 1990s. The Northwest Forest Plan (NWFP) was initiated to resolve the demands for maintaining ecosystem processes and biological diversity with the social and economic needs for timber harvest. The foundation for the plan rested with the development of ecosystem management. The recent Space Policy Directive-3, issued on June 18th, 2018, commands several sectors of the federal executive apparatus to reassess their current and future efforts to address space traffic management and space situational awareness issues. In the High Plains, U.S., native prairie conversion to cropland agriculture has resulted in a loss of service delivery capabilities from most depressional wet-lands as a result of sedimentation. Restoring historic hydrological conditions to affected wetlands may rejuvenate some services, however, there may be tradeoffs due to emissions of CH4 and N2O. We evaluated the influence of two predominant conservation programs (Wetlands Reserve Program, WRP and Conservation Reserve Program, CRP) on gas emissions (CO2, CH4, N2O) from 42 playas and uplands in the High Plains of Nebraska. U.S.Environmental Protection Agency (EPA) set the nationwide emission standard policy, but each state in the U.S. has an option to follow the higher emission standard policy set by CARB (California Air Resources Board) in 2004. There are 14 “CARB states” that follow California’s more restrictive standards. The purpose of this paper is to examine the impact of CARB’s tailpipe emission standard policy. Using the panel dataset for 49 U.S. states over a 28-year study period (1987–2015), this paper found the long-term policy effect in reducing CO2 emission from CARB’s tailpipe standard, and its long-run effect is 5.4 times higher than …

Because of its environmental damage and now often being the most expensive source for electricity production, coal use is declining throughout the United States. Michigan has no active coal mining and seemingly supportive legislation for distributed generation (DG) and renewable energy (RE) technologies. However, Michigan still derives approximately half of its power production from large centralized coal plants, despite the availability of much lower cost RE DG technologies. This paper analyzes International Environmental Agreements (IEAs) as tools to fight the threat climate change poses on the environment and sustainable development. The paper reviews the literature that provides a theoretical foundation for the IEAs. Particularly, the issues such as the greenhouse gas emissions levels, investments in green technology, the duration of agreements, and the process of negotiation that goes behind these agreements are reviewed. Past agreements (such as the Kyoto Protocol, Copenhagen Accord, and Paris Agreement) are studied to determine their effectiveness and potential problematic aspects related to the contracts.

In 2009, the Heartland Inventory and Monitoring (I&M) Network) initiated breeding bird surveys on Effigy Mounds National Monument (NM), Iowa, to address two objectives: (1) to monitor changes in bird community composition and abundance, and (2) to improve our understanding of relationships between breeding birds and habitat and the effects of management actions on such relationships. Studies examining the costs of coastal habitat restoration have focused on the cost per acre of restoration or on cost efficiency of various restoration methods. On the other hand, studies examining the benefits of restoration have focused on various ecosystem services that more directly affect welfare including amenity value, storm protection, nutrient retention and biodiversity. We examine a set of 133 Gulf of Mexico coastal habitat restoration projects to estimate the cost of obtaining average annual habitat units (AAHUs), a measure which captures the quantity and, importantly, quality of habitat restored, which is one of the more direct ecosystem service …

Climate Change, Agriculture, And Adaptations: Policy Recommendations For Conservation Agriculture, Sydney Abraham, Mel Dollison

This paper examines the intersection of climate change and agriculture with a focus on possibilities for sustainable agriculture in a warmer world. The authors consider the impacts (both positive and detrimental) of climate change on food production systems before engaging with a variety of adaptive strategies including crop diversification, genetically modified organisms (GMOs), and conservation agriculture (CA). These strategies are then applied within the context of sub-Saharan agricultural policy. Ultimately, the authors suggest that policymakers should support rural agriculture by prioritizing conservation agriculture as a critical piece of both mitigation and adaptation policy.

This paper considers the role of local government entities as actors in global climate governance regimes. The authors review traditional state-based climate governance efforts and existing attempts to engage municipal and local actors through transnational municipal networks (TMNs). Arguing for the importance of TMNs to effective and time-sensitive climate action, the authors then show how and why TMNs are crucial to future efforts to address climate mitigation as part of multi-level, holistic plans for global climate governance.

As coastal cities around the world identify and implement adaptations to sea level rise, they are faced with competing interests around what should be done and how to prioritize actions. Often, environmental problems--like confronting the challenge of sea level rise--are posed as requiring expert driven, technical solutions to identify and mitigate risks across the landscape. This framing, however, ignores the way in which diverse knowledge can help inform long-term planning horizons that address complex ways that sea level rise affects communities. Migratory birds like endangered whooping cranes (Grus americana) require suitable nocturnal roost sites during twice annual migrations. Whooping cranes primarily roost in shallow surface water wetlands, ponds, and rivers. All these features have been greatly impacted by human activities, which present threats to the continued recovery of the species. A portion of one such river, the central Platte River, has been identified as critical habitat for the survival of the endangered whooping crane. Birds are essential components of most ecosystems and provide many services valued by society. However, many populations have undergone striking declines as their habitats have been lost or degraded by human activities. Terrestrial grasslands are vital habitat for birds in the North American Prairie Pothole Region (PPR), but grassland conversion and fragmentation from agriculture and energy-production activities have destroyed or degraded millions of hectares. Conservation grasslands can provide alternate habitat. Available stopover habitats with quality foraging opportunities are essential for migrating waterbirds, including Whooping Crane (Grus americana). Several studies have evaluated habitats used by Whooping Crane for roosting throughout its migration corridor; however, habitats associated with foraging and other diurnal activities have received less attention. We used data collected from 42 Whooping Crane individuals that included 2169 diurnal use locations within 395 stopover sites evaluated during spring 2013 to fall 2015 to assess diurnal habitat selection throughout the U.S. portion of the migration corridor. Understanding the historic range and habitats of an endangered species can assist in conservation and reintroduction efforts for that species. Individuals reintroduced into a species’ historic core range have a higher survival rate compared to individuals introduced near the periphery or outside the historic range (Falk and Olwell, 1992; Griffith et al., 1989). Individuals on the periphery of a species’ range tend to occupy less favorable habitats and have lower and more variable densities than those near the core of their range (Brown, 1984; Brown et al., 1995, 1996). The Aransas-Wood Buffalo Population (AWBP) of Whooping Cranes (Grus americana) has experienced a population growth rate of approximately 4% for multiple decades (Butler et al., 2014a; Miller et al., 1974). Population growth for long-lived species of birds is generally highly sensitive to variation in adult mortality rates (Sæther and Bakke, 2000). A population model for endangered Red-crowned Cranes (Grus japonensis) in Japan conforms to this pattern, where growth rate is most sensitive to adult mortality (Masatomi et al., 2007). However, the importance of place-based resources such as peripheral coastlines and Harbour areas are less understood. This research provides insights into an industry based on its region’s natural resource and the value it generates for sustainable economic development. Natural resource development has tremendous potential to create inclusive economic growth in countries well-endowed with oil, mineral, and agricultural resources. At the same time, natural resource development can cause negative environmental externalities, and, in several cases, extractives companies can engage in labor abuse.
The intersection of the government’s and the corporation’s interest can lie in Corporate Social Responsibility Projects.This thesis will analyze an alternative model of CSR: community development agreements (CDAs).
