The Bush Doctrine, which was installed after the 9-11 attacks on the United States under the guise of the war on terrorism, postulated a vision of the United States as the world’s unchallenged superpower and the invasion of Iraq became one of the central fronts of this war. After failing to get approval by the United Nations for the invasion, the Bush Administration’s attempt to assemble a coalition of the willing became critical to the battle for public opinion to back the war. Systems thinking and the use of modelling to assist in natural resources decision making started in the early 1960’s (Forrester, 1961). In the early 1970’s a multidisciplinary program was established in CSIRO’s Division of Land Resources Management to, among other issues, research and develop models to assist in the resolution of persistent and multi-faceted environmental issues. The authors of this paper were members of that group. We recently decided to look at what has been learned about these reasonably intractable problems over the more than 30 years period since. Citizen engagement and performance measurement are concepts inherently in conflict with each other. Local government values citizen input and good governance. Simultaneously, the pressure of local government to be efficient and effective utilizing managerial techniques common in the private sector is intense. Due to challenges associated with the integration of performance measurement and active citizen involvement, initiatives in this area are sparse.

This study, using a mixed methods analysis, explored the research questions through examination of thirty-six units of local government that participated in the Alfred P. Sloan Foundation‘s Government Trailblazer Program. This program provided a unique opportunity for exploratory …

This paper will attempt to identify the extent to which the Torres Strait Islanders traditional hunting practices have been disrupted by the overall decline in dugong and sea turtle populations, which has directly correlated to an increase in hunting restrictions put in place by the Australian Government. The traditional hunting of dugongs and sea turtles provides not only a food source, but brings prestige to the men who catch them and serves as an educational platform to teach the younger generations about their culture. This study explored the attitudes of political and civic engagement among Asian American college students. Previous research suggests that young people are increasingly more inclined to participate in civic activities over traditional forms of political participation. The researcher considered this trend by examining the views of Asian American students, a group whose political behavior has not been largely investigated.

This study employed a qualitative research design. Students from public institutions of higher education in Las Vegas were interviewed using an in-depth and semi-structured format. Findings suggest that there is a general willingness to become involved in civic activity such as …

In his introduction to this volume, Weyland locates the administrations of Socialist Presidents Ricardo Lagos (2000-06) and Michelle Bachelet (2006- 2010) closest to the moderate pole among current leftist governments in Latin America. We concur and hope to contribute to the discussion by elucidating the sources of this moderation and examining the performance of these governments in the areas of political management, economic policies, and social policies and labor market reforms. The Lagos and Bachelet governments have pursued similar market-friendly economic policies to their predecessors.
