This paper explores the current state of political left/right division in the United States and explores the use of Motivational Interviewing in “unfreezing” the two sides of this intractable conflict. The author interviewed four people (two conservatives and two liberals) as well as surveyed over one hundred and fifty respondents in an online survey exploring this theme. While the two sides differ in many ways, the evidence seems to show that both sides overwhelmingly admit that there is a problem, that both sides must get better, and that communication would be easier if both sides practiced more reflective listening. In 1961, when the Peace Corps was established, Colombia was the first country chosen to receive volunteers. The program ran for 20 years, with volunteers working all over the country in various sectors. Then in 1981, due to the increasing violence from the guerilla civil war, the US government decided to withdraw the volunteers and suspend the Colombia program. After a 29-year hiatus, at the request of the Colombian government, the Peace Corps was invited back to Colombia in 2010.

This thesis looks at the question of, “How can nations on the periphery of global capitalism sustainably negotiate with nations in the center of global capitalist power in the process of governance decentralization in violent conflict zones?” Decentralization here describes the process of power transfer of fiscal, political, and administrative duties from higher and more centralized entities to lower and more localized divisions. The process of decentralization is employed to cultivate participatory democratization, minority advocacy, peacebuilding, and development. In any given year in the United States of America at least 100,000 domestic youth are sexually exploited through the commercial sex industry. Current national and state laws do not adequately protect these children from being groomed, pimped, and exploited over and over again in their young lives. A majority of these children are trafficked from, into or within the nation’s most populated state of California. In 2003 the FBI identified three of the country’s 13 high-­‐intensity child sex trafficking cities as being in California.
