This article examines the following question: What characterizes Puerto Rican political development and what promise does electoral politics hold for Puerto Ricans in the United States? Its central premise is that an analytical framework which focuses on economic deprivation and racial prejudice is partial and inadequate to an understanding of the political experience of Puerto Ricans. Throughout the years, mainland Puerto Ricans have moved in and out of the political stage holding the banners of anti-colonialism, separatism, incorporation, and ethnic identity in search of vantage points from which they can satisfy their cultural, social, and economic needs. This article examines the political attitudes and participation of Mexican-Americans in the context of Milton Gordon's assimilation theory and William Julius Wilson's analyses of bifurcated economic structures resulting in middle-class and lower- or underclass populations. For Gordon, civic assimilation was a step toward complete assimilation. After demonstrating that the Mexican-American population has not achieved parity with the Anglo population even when controlling for generational differences over five decades, the author specifically examines the political attitudes and practices of lower-class (high school dropouts) and middle-class (high school graduates) third-generation Mexican-Americans. Latinos became the largest "minority" group and significantly increased their political representation in Massachusetts in the past decade. Even with these gains, their political power is not nearly commensurate with the size of their population. Many aspects of Latino political demographics, including a large immigrant population with low citizenship rates, high poverty rates, and dispersion across many electoral districts, contribute to their underrepresentation. The political demographics facing Massachusetts Latinos have led many analysts to prescribe alternative electoral systems as avenues to achieve increased political representation. Mainstream studies of Latino politics have tended to reflect a primarily male view of political participation and political leadership. In such a view, the study of Latino political leadership continues the tradition of viewing leadership as derived from official positions in elected or appointed office and informal organizations. In 1959, political scientist David Truman described the complexity of congressional leadership: "Everyone knows something of leaders and leadership of various sorts, but no one knows very much. Leadership, especially in the political realm, unavoidably or by design often is suffused .by an atmosphere of the mystic and the magical, and these have been little penetrated by systematic observation" (Truman, 1959, p. 94). House leadership remains a complex concept, but it has been defined more clearly and more systematically in the years· since Truman's observation.

This study focuses on the character attributes, philosophy, political skills, policy agenda, and administrative activities of William A. Ryan, Speaker of the Michigan House of Representatives from 1969 through 1974 and a House member from 1958 through 1982. The case study is embedded in a history of Michigan’s political culture, which is characterized by moralistic and individualistic strands often in conflict with one another.

The research hypothesis was that administrative virtue in legislative leadership is best described in terms of utilitarian ethics, the ability to control and manage factionalism in the interest of incremental change. The rival hypothesis was that …

This court case, decided on June 8, 1994, was the result of an appeal of an earlier decision made on September 28, 1992. This suit was initially filed by Duncan Energy (and others) who were operating oil and gas wells in the northeast quadrant of the Fort Berthold Reservation. They contended that the northeast quadrant of land was not part of the Reservation per the act of 1910 and as such they were not subject to taxation and employment ordinances set by the Three Affiliated Tribes. The 1992 ruling found that act of 1910 did not diminish the Reservation and …

This United States (US) House report from the Committee on Natural Resources, dated April 19, 1994, was written to accompany US Senate Bill 1654 which proposed technical corrections to existing Indian laws. This report provides a background on US Senate Bill 1654 and proposes amendments. Among other corrections, the bill proposes to amend the White Earth Reservation Land Settlement Act of 1985 and to extend the allotted time for land transfers as written in the Three Affiliated Tribes and the Standing Rock Sioux Tribe Equitable Compensation Act. US Senate Bill 1654 became US Public Law 103-263 on May 31, 1994.

Interest groups and other “group concepts” of politics dominated explanations of American government and policy-making in the 1950s and early 1960s and, as filtered through the concept of pluralism, have provided what is arguably the most lasting and perhaps the most persuasive theorizing on political decision-making in the United States. Representing Interests and Interest Group Representation explores both the strengths and weaknesses of the current research on interest groups. It points to what needs to be done, the major intellectual concerns that should guide the research, and some of the more productive ways to approach the significant research questions.

Becoming A Dove: Senator Claiborne Pell's Opposition To The Vietnam War, Kevin C. Klyberg

Master's Theses

This study examines the opposition of Senator Claiborne de Borda Pell to the Vietnam War and his role as a member of the United States Senate’s anti-war movement. Pell’s speeches, Senate statements, and correspondence reveal his criticism of the Vietnam policies of Presidents Lyndon Johnson and Richard Nixon and his attempts to alter them. Also, this study traces the influences which shaped Pell’s decisions, including his own experience in the United States Foreign Service, his theory about the forming of foreign policy, the opinions of his Rhode Island constituents, and his relationship with other Senate "Doves" who opposed the war.

The Speakers of the House, from Carl Albert to Tom Foley, have faced various challenges in the budgetary process since the passage of the Budget Act in 1974. That act required the Congress to fix budget targets in authorizations and outlays in each of thirteen functional categories for each fiscal year and to reconcile annual authorizations and appropriations to those targets. It created separate budget committees in each chamber and altered the legislative process in an attempt to enforce budget discipline. Some challenges have been defined by the individual Speakers themselves; others have emerged from institutional changes in the budget …
