The presidential campaign of 1964 became a significant turning point in Virginia politics as the 24th Amendment eliminated poll taxes, black political organizations organized voter registration drives, and suburbanites, newcomers, and recent college graduates were attracted to the Republican Party. Republican candidates had made strong showings in elections in 1962 and 1963, due in part to the policies of the Kennedy administration. Democratic Senator Harry F. Byrd, Sr., publicly opposed many of the fiscal and social policies of the Kennedy-Johnson administration, creating difficulty among Republicans in choosing someone to oppose him. In 1990, the United States Border Patrol arrested approximately one million illegals (Dillin, 1990). Significant as this number may seem, it parallels the rate of arrest that existed prior to the passage of the Immigration and Control Act of 1986 (IRCA). This phenomenon suggests that the Act has failed to accomplish one of its primary objectives: to control illegal immigration to the United States.

The IRCA represented the first major change in US immigration policy in twenty-two years. In seeking to prevent illegal entry and to gain control over the undocumented population already in the country, it contained two key …

The public policy benefits that parties-deliver are allocated by democratic procedures that devolve ultimately to majority rule. Majority-rule decision making, however, does not lead to consistent policy choices; it is "unstable." In this paper, we argue that institutions - and thereby policy coalitions -- can be stabilized by extra-legislative organization. The rules of the Democratic Caucus in the U.S. House of Representatives dictate that a requirement for continued membership is support on the floor of Caucus decisions for a variety of key structural matters. Because membership in the majority party’s caucus is valuable, it constitutes a bond, the posting of …

The Journal of Sociology & Social Welfare

This article reports the findings of a survey that examined the political activism of social workers and what changes may have occurred in their political participation during the Reagan years. Social workers are politically active largely by writing letters to public officials but also by discussing political issues with friends, by belonging to politically active organizations and by attending political meetings. In addition, a substantial proportion of social workers make campaign contributions and get involved in candidate elections. Among social workers, those with the highest educational degrees, those who are NASW members, those who are in macro type jobs, and …

This report from the United States (US) Senate Committee on Indian Affairs dated November 19, 1993, was written to accompany US Senate Bill 1654 which proposes technical corrections to Indian laws. The report specifies that US Senate Bill 1654 proposes to extend the deadline for the sale of lands to their former owners (per the specifications of US Public Law 102-575 which contains the “Three Affiliated Tribes and Standing Rock Sioux Tribe Equitable Compensation Act”). US Senate Bill 1654 became US Public Law 103-263 on May 31, 1994.

This article is based on interviews and research on the press and politicians, whose relationship is shown to be extremely controversial. Views held by members of the press, who see themselves as dutiful to their readers, are radically different from those held by politicians, who see reporters as money-hungry thieves who do not stop short of invasion of privacy for a story. The views of scholars — who attempt to make sense of the relationship — are different from both. The issue of campaign finance reform presents a complex problem for policy analysis; fortunately an understanding can be developed through statistical analysis of the variables involved in campaign spending. Multivariate statistical analyses are often a crucial element for use by a policy analyst to evaluate the relationship among variables affecting the particular problem being addressed. This study uses multiple regression techniques to look at what effect spending (as well as selected other variables) may have on the outcome of a U.S. House of Representatives election. This thesis examines the motivations of Central American Unionists and the failure of their movement in the early years of the twentieth century. The existing literature attributes the failure of Central American unification during this era to U.S. policies meant to maintain a divided isthmus in order to economically and politically exploit the region. A closer analysis of the primary sources, however, reveals that union failed because of internal factors, and that Washington's actions generally favored efforts to rejoin the nations to reduce isthmian tensions.
