Latinos and Latinas comprise an increasing share of eligible voters in the Commonwealth of Massachusetts, yet their political leadership at all levels of government is less than proportionate to Latino populations across the state. 82 Latinos and Latinas hold seats in local elected governing bodies and offices and in the Massachusetts Legislature. However, significant leadership gaps persist at the state level and in the state’s congressional delegation. In addition, leadership gaps at the local level remain a reality in most Latino communities across the state.
Currently, more Latinas than Latinos serve in local offices (city council and school committee), while …

The Increasing Latino Vote In Massachusetts: Results From The 2020 Presidential Election, Phillip Granberry, Luis F. Jiménez

During the early 21st century, Latinos have grown as a part of the Massachusetts population. To a considerable extent, this growth is reflected in Latinos’ political participation, as shown by voting statistics. For example, the number of Latinos voting in presidential elections rose from 51,000 in 2000 to 227,000 in 2020, a remarkable increase of 345%. Similarly, the percentage of votes for president that were cast by Latinos rose from 1.8% in 2000 to 7.0% in 2020. However, Latino voting is still not fully proportionate to Latinos’ share of the statewide population. Both of these phenomena – the growth of …

In 2015, UMass Boston’s Center for Women in Politics and Public Policy released the first-ever publication exploring the elected leadership of women of color in the Commonwealth of Massachusetts largely to make known the contributions of female electeds of color across the Commonwealth. The publication also aimed to delve into what hinders and what facilitates the elected leadership of women of color. This 2021 updated publication contains profiles of the 174 women of color who have been elected to key policymaking positions and offers quantitative analysis to better understand office-holding patterns.

The 1963 murder of President John F. Kennedy led to a reconsideration of the 1947 Presidential Succession Act, which mandated that the Speaker of the US House of Representatives was next in line to the vice president and the Senate president pro tempore was next in line to the Speaker. The new president, Lyndon B. Johnson, was only fifty-five when he took the oath of office on November 22, 1963, but he had a well-known heart condition that would end his life nine years later. This report analyzes Current Population Survey data from 2002 to 2018. The data are generated from replies to survey questions about whether individuals were registered and/or voted in specific national elections. The Census Bureau releases the data on the federal and state level in tabular form.
This report examines the Latino vote in national midterm and presidential elections from 2002 to 2018. Voter turnout typically is higher in presidential than in midterm elections. In Massachusetts, elections for governor occur in midterm election years, and this could increase the voter turnout compared to other states that do not have the same …

Data intermediaries have a symbiotic relationship with government as the source of most of their information. The open-data movement in government and development of software-as-a-service technologies shaped the data landscape after Katrina. Through relationships and talent transfers with The Data Center, the City of New Orleans went from having its chief technology officer in federal prison and its data systems in shambles to being a nationally recognized leader in open and accountable government. Having an accurate count of the city of Chelsea’s Latino population will require strategic organizing by government officials and community leaders. If there is an undercount of the population, especially of immigrants who live in Chelsea, there will be long-term and potentially devastating effects on the city’s political power and less federal funding to address the needs of its Latino majority. We hope the results from this qualitative study will inform policies and recommendations to increase the participation of Chelsea residents in the upcoming 2020 Census. In 1971, the Congressional Black Caucus (CBC) began its seminal investigation of racism in the military. A year into the investigation, the caucus reported the military had done little, if anything, to address racism in the ranks (188 Cong. Rec., 6739-6744, 1972). The problem continued as one of the most critical issues for the CBC during the latter years of the Vietnam War (188 Cong. Rec. pp. E8674-8688).

The Institute for Asian American Studies’ report on political contributions by Asian Americans in the 2002 Massachusetts gubernatorial campaign represented the first time that these contributions were systematically reported and analyzed.1 In that election, Asian Americans constituted 1.0% of all individual contributions. In terms of dollar value, those contributions accounted for 1.1% of the total dollar amount contributed. This report follows that initial study by examining Asian American political contributions to candidates for governor in 2014.

A psychosocial approach to national behavior, emphasizing the foreign policy roles selected by states, has proven to be a fertile source of insights into the ways states respond to their external environment. Disaggregating the phenomenon of role into several distinct processes—e.g., roletaking, role contestation, role enactment, and role transition—highlights interactions across different levels of analysis as part of a general process of role location. We focus in this paper specifically on the process of role-taking leading to role selection and conceive of this process as operating simultaneously at the state, domestic, and individual levels of analysis. The Silent Crisis: Involving Latinos in Decision-Making & Why Latino Representation Matters provides a measure of the economic, social, and political inclusion of Latinos at mid-decade in three cities of the Commonwealth where about one fourth of the state’s Latino population lives. Often wrongly referred to as a “new population,” Latinos have been present in Massachusetts since the end of the 19th century, arriving in large numbers beginning in the 1960s and 1970s and growing to nearly 630,000 persons (9.6% of the population) by 2010. This research partnership was formed to better understand what motivates and sustains−as well as prevents−Asian American women, Latinas, and African American women from achieving greater rates of political leadership in Massachusetts. Five women of color leaders became research fellows and explored pressing issues such as family and cultural expectations, financial resources and fundraising, and the potential for compromised values. After two years of training, data collection, and analysis, online resources were developed and are now hosted on UMass Boston’s website.

In foreign policy, role transition as a process of role change implies at least two roles (a state'ʹs old role and its new role) and a dynamic process of role location in which Ego’s role changes over time. If every role for Ego presumes a counter-role for Alter, a pattern of role transition for Ego implies as well a potential process of role transition for Alter. In recent years there has been a dramatic increase in state legislation likely to reduce access for some voters, including photo identification and proof of citizenship requirements, registration restrictions, absentee ballot voting restrictions, and reductions in early voting. Political operatives often ascribe malicious motives when their opponents either endorse or oppose such legislation.
