Without structural policy intervention, approximately 4.6 million Californians remain at risk of being uninsured by 2030, worsening racial and ethnic health disparities and hospital uncompensated care burdens. This policy analysis advocates for a hybrid universal coverage model combining sliding-scale subsidies (California Senate Bill 78) with full-scope Medi-Cal expansion for all income-eligible residents regardless of legal status (California Assembly Bill 133). The framework relies on existing funding mechanisms, including the Managed Care Organization tax and the Health Care Affordability Reserve Fund. This paper argues that modern warfare operates through an ethical infrastructure that enables, rather than restrains, the use of violence. Contrary to the common assumption that moral frameworks such as Just War Theory function as safeguards against harm, the historical record shows that ethical language, humanitarian rhetoric, and democratic narratives serve as mechanisms to legitimize intervention, manufacture consent, and naturalize civilian suffering. “Measure ULA,” named after United to House LA, was approved by voters in Los Angeles in 2022 to create a dedicated, long-term funding source for solutions to homelessness in LA, including funding the construction of affordable homes and preventing homelessness by helping tenants stay in their homes. The funding would come from a new tax on the most expensive real estate transactions in L.A. (i.e., mansion tax), and would affect fewer than 4% of all property transactions. Boundaries Of Inequality: The Political Economy Of Redlining And Modern Mortgage Credit, Kyle Guo

This paper investigates the legacy of historical redlining on contemporary access to mortgage credit across three distinct urban policy environments: Baltimore, Philadelphia, and Manhattan. I find that while historical redlining is associated with a statistically significant negative effect on mortgage approval rates, the magnitude of this direct effect is relatively small. In comparison, applicant race, particularly for Black applicants, is a stronger predictor of mortgage approval rates across cities and models. This study utilizes 1930s Home Owners’ Loan Corporation (HOLC) residential security maps and Home Mortgage Disclosure Act (HMDA) data from 2007 to 2017, and uses ordinary least squares (OLS) …

Evidence from the Weidenbaum Center Surveys (Waves 6–8) suggests that trust in institutions has not simply evaporated. Instead, it is being sorted along several cleavages, such as partisanship, geography, and personal economic security. While trust in the federal government remains relatively low yet stable from May 2025 to March 2026, trust in specific institutions varies across partisan, geographic, and economic cleavages. This fragmentation of trust points to a potential challenge to the stability of American democracy.

This project explores the question: what could and should be done to strengthen democracy in the United States? More specifically, it examines the role that large amounts of money in politics play in shaping political power and representation. The central argument of this project is that reducing the influence of big money in political campaigns and policymaking is necessary for creating a more fair and representative democratic system. When wealthy donors, corporations, and special interest groups are able to spend large amounts of money to influence elections and policy decisions, it can limit the political voice of ordinary citizens.

This essay argues that Trump’s triumph in the 2024 presidential contest represents the consolidation of an oligarchical authoritarian project, backed by a multi-class and (surprisingly, for some) multi-racial electorate. It brought intensified state and freelance attacks on immigrants, labor unions, women, LGBTQ+ people, journalists, civil servants, assorted “political enemies,” and other groups that the MAGA movement targets. What effect has Citizens United v. FEC had on state-level partisanship and the policy outcomes that follow from it? Scholarship on the influence of corporate and union spending in political campaigns has largely centered on federal elections. In this paper, I extend the analysis to the state level, leveraging the fact that Citizens United created a natural experiment across the states. Prior to the Supreme Court ruling, roughly half of the states prohibited corporate and union independent expenditures in state elections (including for governor, state senate, state house, and state supreme court races). This paper explores the origins of the student loan debt crisis and proposes tying university incentives to graduates' repayment plans and disclosing median earnings for degrees before students apply. This thesis proposes the conversion of the Social Security Trust Fund into a sovereign wealth fund (SWF), paired with the phased creation of a mandatory retirement savings system for all working-age Americans. In response to forecasts projecting Trust Fund depletion by 2034, the proposed portfolio shift would diversify assets beyond U.S. Treasuries into global equities, real estate, alternatives, and fixed income, with the goal of enhancing long-term returns while remaining passively managed. I argue that Bitcoin is the latest expression of the recurring American conflict over who controls the terms of money and property, and that the political coalition formed around Bitcoin shares the same characteristics as earlier coalitions formed around this struggle. I review three historical cases that each produced a coalition opposing the existing monetary order: the Bank War of the 1830s, the Free Silver movement of the 1890s, and the populist backlash against the Federal Reserve during the 1979 Farm Crisis and the 2008 Great Recession. From Candidates To Coalitions: How Citizens United Changed Electoral Influence, Marc J. Broadhead

This study investigates the relationship between campaign fundraising and electoral success in the United States House of Representatives, with a specific focus on the period surrounding the Citizens United v. FEC (2010) Supreme Court decision. Using a robust dataset of 30,539 observations from 2002 to 2024, I analyze the ability of total candidate receipts and individual contributions on the probability of victory. Using a Difference-in-Differences (DiD) framework and logistic regression models, the results demonstrate that while fundraising remains a highly significant predictor of winning ($p < 0.001$), the "return on investment" for direct candidate fundraising has significantly decreased in the post-Citizens United era. Specifically, the advantage held by "High Funders" decreased by 8.1% after 2010, suggesting a financial saturation effect where direct receipts are increasingly diluted by the increase of outside expenditures. Partisan disaggregation reveals a "Partisan Efficacy Gap," where Democratic candidates experienced a statistically significant decline in the effectiveness of their fundraising post-2010, while Republican candidates' effectiveness remained relatively stable. These findings suggest that the deregulation of campaign finance has not only increased the total volume of money in politics but has fundamentally altered the marginal utility of a candidate’s campaign war chest, shifting the levers of electoral influence toward outside spending and institutional actors.

This paper examines the economic effects of the United States' immigration policy under President Barack Obama and President Donald Trump. Between 2009 and 2017, the Obama administration introduced programs such as Deferred Action for Childhood Arrivals (DACA) and expanded access to student and work visas. These actions coincided with steady GDP growth averaging about 2 percent per year and a decline in unemployment from 9.9 percent in 2009 to 4.7 percent in 2016. The Trump administration, in office from 2017 to 2021, implemented more restrictive immigration measures, including the 2017 travel ban, reduced refugee admissions, increased H1B visa scrutiny, and …

This dissertation consists of three essays in economic history, unified by a focus on one of America's earliest transportation infrastructures, the canal system, in nineteenth-century New York. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.

The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. In Chapter 1, I demonstrate that political polarization can intensify due to innovations in the information market even if a population's ideological distribution is fixed. Viewership-maximizing news firms cater to a diverse audience who assess source accuracy using noisy private signals that vary in precision and ideological bias. If better-informed consumers disproportionately migrate to newer platforms for news (e.g., the Internet), traditional media firms increase news slant to appeal more to less-informed partisans on both sides of the ideological spectrum. From here, college athletes have been able to benefit from opportunities regarding their brand as an athlete. This dissertation aims to investigate the impact of state-level family policies on women's participation in the labor force in the United States, focusing specifically on the rise of self-employment and solopreneurship among women. The research seeks to answer the following question: "How do family policies at the state level impact participation of American women in the labor force?"
