“As The Developing Situation Warrants”: U.S. Counterterrorism Policy Considered Through The 1994 Gerry Adams Visa Debate, Olivia T. Sullivan

This thesis analyzes the 1994 U.S. decision to grant Sinn Féin leader Gerry Adams a visa and what it reveals about American counterterrorism policy in the immediate post–Cold War period. Long suspected of senior involvement in the Provisional Irish Republican Army during the Troubles (1968–1998), Adams had previously been denied entry under terrorism-related immigration provisions. His case became a flashpoint inside the U.S. government: officials debated whether diplomatic opportunity, domestic political incentives, and momentum toward peace in Northern Ireland warranted a departure from the prior “no concessions” posture toward IRA-linked figures. The Mexico–United States border is politicized and perceived as an undesirable, violent place and simultaneously a desirable cultural location rich in tradition. This study aimed to develop a comprehensive understanding of the dynamic nature of the Tijuana–California border by exploring the performance of culture in a geopolitical border place. So far, most border research has concentrated on negative portrayals of cities and the border rather than on the joyful and festive lived experiences. Theorists and advocates of air power argued that aircraft, not ground forces, would become the dominant platform for victory in war. They promoted the concept of strategic bombing, using aircraft to bypass ground forces and directly attack a nation's industrial capacity to wage war, hoping to ensure quick victory and avoid a repeat of the prolonged slaughter in the trenches of WWI. This research investigates the paradox of nuclear peace theory: the idea that nuclear weapons, despite their destructive capacity, have contributed to a more stable global order. By tracing the historical development of nuclear arsenals and the strategic logic of deterrence, the project examines whether the post-1945 decline in large-scale wars between superpowers and wartime deaths can be attributed to the threat of mutual annihilation. It also explores the psychological and cultural consequences of this deterrence-based peace, including the normalization of fear and its potential link to desensitization toward violence in younger generations. This thesis examines two different nonviolent civil rights marches: Selma’s march for voting rights in 1965 in the United States and Derry’s march to end internment without trial in 1972 in Northern Ireland. The two marches yielded drastically different outcomes despite employing the shared tactic of nonviolence. This research addresses the vital role that the political opportunity structure, rather than tactical repertoire alone, plays in determining whether state repression leads to reform or further conflict. This thesis explores Alexis de Tocqueville's theory of democratic armies through the lens of the Mexican-American War (1846-1848), testing his predictions about how democratic social conditions influence military institutions and performance. Tocqueville argued that armies in democratic societies would face tensions between egalitarian ideals and military discipline, with citizen-soldiers resisting hierarchy while professional officers, often isolated from civil society, grew dangerously ambitious for war. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. Reassessing Policy Responses To Irregular Migration In Receiving Democracies: A Process-Tracing Analysis Of Transactional Migration Governance, Otoniel Ramos

This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. I analyze to what degree American political forces shape Canadian elections. Due to the unique economic and cultural relationship between the countries, U.S. political and policy changes impact the Canadian political landscape. I examine this relationship with a comparative study using the Canadian Election Study of the 2021 federal election. This data enables analysis of voter behaviour within a wide variety of voters. Ideological and financial motivations have undermined science for decades. In this narrative review, we explore how organizations and governments used misinformation, disinformation, censorship, and secrecy to manage the COVID-19 pandemic. Various rationales for employing censorship and secrecy during the COVID-19 pandemic are examined including how organizations and governments create confusion about the risks associated with their products and blame avoidance to shift responsibility and to avoid accountability for their actions. Civil society is often regarded as an essential foundation for democratic consolidation, but in Thailand, civil society also plays a crucial role in maintaining authoritarian rule. This article analyzes how pro-authoritarian civil society movements—Thai Bhakdi and “We Support Prayuth”—emerged and operated in the context of the historical relationship between the military and the monarchy and political polarisation since the 2006 coup. Using the authoritarian civil society (ACS) framework and a comparative historical analysis approach, this study traces how the long-standing divide between reformist and conservative forces created fertile ground for these movements. Euphemism In Ai Discourse As Colonial Harm & Effect: Learnings From Subaltern Puerto Rico, Jacqueline Oquendo

Through three integrated studies, this dissertation explores complex human-AI interactions by comparing the perceptions of two groups of U.S. citizens: subaltern Puerto Ricans and stateside Americans’ interactions with ChatGPT. This corpus-assisted Critical Discourse Analysis or CLCDA, triangulated with 1:1 semi-structured interviews, validates scholars’ concerns about the biases inherent in generative AI. Contributing to those concerns, this dissertation reveals that ChatGPT deploys discourse strategies that, when executed, facilitate digital colonialism. Euphemistic language is prominent among its discourse strategies, replacing controversial words, phrases, and topics with more palatable ones. When prompted on events of historical significance, I find that ChatGPT’s discourse obscures …

This research aims to analyse the factors contributing to the ongoing conflict in the South China Sea between China, Indonesia, and the United States. China's aspiration to control the Natuna Islands has been evident since the 1990s, with a marked escalation since 2009. The authors used a mixed methods approach, including a literature review and bibliometric analysis, to analyse 49 documents from the Scopus database. Data were analysed using the 50 Conflict Resolution Activities framework by Jonamay Lambert and Selma Meyers.
