The international community has developed guidelines and standards for the maintenance of water and sanitation (WASH) in states from the end of the 20th century to present and have often been criticized for their lack of contextual adaptations in the standards that states are expected to implement universally. The research explored how international standards on WASH have applied decolonized methods of interventions to guide the development of culturally relevant national policies. Democracy cannot function without individuals stepping up to serve as representatives of their community. The presence and growth of threats and harassment directed towards elected representatives poses a direct risk to our democracy, weakening community cohesion and our ability to address collective challenges. While our research found threats and harassment to be present across political parties, it identified women as far more likely to be on the receiving end both in terms of quantity and severity. If under-represented groups are pushed out of the processes of debate and decision-making, solutions will not be oriented around the diversity of our society. …

Federal Climate Policy Successes: Co-Benefits, Business Acceptance, And Partisan Politics, Roger Karapin, David Vogel

While most literature on federal climate change policies has focused on failures to adopt broad policies, this article describes and explains successes in two important sectors. Regulations to improve the fuel economy of motor vehicles and efficiency standards for appliances and equipment have produced substantial reductions in greenhouse gas emissions although they largely have other goals and hence can be considered implicit climate policies.

We synthesize existing literature with our analyses of case studies to offer three explanations for the adoption of effective sectoral policies in these two sectors. First, the policies delivered politically popular co-benefits such as reducing consumers’ …

As the United States continues to restrict Puerto Rico’s self-determination and imposes oppressive institutions such as the Oversight Board, the people of the archipelago live in precarity and hopelessness. Limited psychological research on colonialism has focused on the detrimental impact of oppression and its influence on the development of fatalism and the inferiority complex. On the other hand, existing psychological theories of hope fail to describe how it is lived within the post-colonial context and to explain the ways in which this psychological phenomenon arises even in the face of systematic dehumanization. In this commentary, I examine the urban riots that took place in France at the end of June and early July 2023 to assess the levels of violence and the response of the French government. I argue that the unrest did not represent the brink of a civil war, as wrongly claimed by dark journalistic assessments and dominant right-wing political discourses, but pertained to a more profound condition of metacrisis (a state where a crisis enters a crisis of its own and a dangerous situation of social strife ensues). Do party elites use intersectionality as an electoral competition strategy? In this dissertation, I study this question in the context of mayoral elections in Turkey by focusing on the competition between the Justice and Development Party (AKP) and the People's Republican Party (CHP). Examining the gender and religious orientation of candidates from these parties, local variations in party affiliations, and partisan polarization that is decisive in vote choice at the district level, I argue that the Islamist AKP strategically selects secular-appearing women to leverage their intersecting identities in races where secularist partisan polarization against this party is high.

Choosing Sides: Military Behavior In Severely Polarized Democracies, Timothy W. Ford

Why does severe polarization result in military intervention in some cases but not others? I argue that the organizational culture unique to a particular military plays a critical role in influencing behavioral outcomes in severely polarized democracies. When faced with sovereign power disputes that arise as a result of severe polarization, military organizations are most likely to develop new strategies of action from the dominant practices, norms, and ideas of military leaders. Severe polarization presents a unique threat to civil-military relations and provides the type of unsettled social periods in which cultural ideologies express an observable influence on military behavior. …

This dissertation explores how the US government identifies and responds to the problem of illicit finance, specifically, why the US Treasury utilizes certain approaches over others. I employ a comparative case study of three relatively recent, non-traditional approaches in the Treasury’s anti-illicit finance repertoire: targeted financial sanctions (a case of strong policy action), anti-money laundering in real estate (a case of tentative policy action), and the proposed demonetization of high denomination notes (a case of policy inaction). This paper argues that the idea of “national security” is sometimes overwritten by “civilizational security” in security-related considerations. Civilizational security, as understood in this paper, refers to a country's security stemming from its belonging to a cultural zone or a civilization. The author clarifies the terms “a civilization,” “civilizational identity,” and “civilizational security.” Citing the examples of Poland, Ukraine, and Russia when considering the parameter of civilizational security allows us to better analyze and predict some processes, including geopolitical dilemmas and civilizational trends. Outsourcing Bureaucracy To Evade Accountability: How Public Servants Build Shadow State Capacity, Jessica Rich

The solution to weak bureaucratic capacity in developing countries is often presumed to be more accountability. This paper shows how accountability initiatives, intended to reduce corruption, can actually hinder the development of capable government agencies by making it harder for directors to recruit experts and spend their budgets. It further highlights a common way public servants escape the accountability rules that limit their effectiveness: outsourcing bureaucracies to nonstate organizations. This practice of outsourcing bureaucracy to avoid accountability rules creates what I call “shadow” state capacity and, paradoxically, it may help explain “pockets of effectiveness” among government social programs in developing …

This is a brief report of the results of an indirect psychodiagnostic assessment of the personality of Florida governor Ron DeSantis, a contender for the Republican nomination in the 2024 U.S. presidential election, from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data about DeSantis were collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM-III-R, DSM-IV, and DSM-5.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines …

This dissertation rediscovers the forgotten political philosophy of founding father James Wilson, revealing its alternative vision for American politics. Wilson interpreted popular sovereignty as both a political and moral principle. Borrowing heavily from Scottish philosopher Thomas Reid, Wilson adapted Reidian epistemology, philosophical psychology, and moral science to explain how “the people” acted simultaneously as political actors and moral agents. The people acted with the goal of achieving their happiness, which Wilson defined as moral excellence. With his moral definition of happiness, Wilson intentionally linked the Declaration of Independence with the US Constitution, understanding the latter as building on the foundation …

Why do anti-US-military protests occur in some host communities but not others? Using six cases in Japan, South Korea, and the Philippines, this project argues that a key explanatory factor in anti-US-military movement variability is the extent to which activists’ frames, or interpretations of an issue, resonate with the host community or nation. The concept of frame resonance reflects the interplay between framing by social movement leaders and the political opportunity structure (including framing by the US and host nation governments), which influences frames’ effectiveness at mobilizing potential protesters. This dissertation is centrally concerned with understanding how algorithmic harms evolve into legal claims in the context of automated public benefits determinations. Data collection consists of multiple source of data including semi-structured in-depth interviews, court opinions, expert witness reports, deposition transcripts, and investigative news reports. Analysis was conducted in parallel with data collection through iterative process of open coding.Results indicate that algorithmic errors are not merely technical glitches, they lead to cascading harms. To address this lack of affordable housing some municipalities have chosen to implement inclusionary zoning policies, also known as inclusionary housing ordinances. These policies require certain market-rate housing developments to set aside a percentage of units within the development to be priced at a level affordable to a low to moderate income household. Within Illinois seven municipalities have implemented inclusionary zoning policies to address local affordable housing shortages. This article inquires into the question of what is civilization. It considers that a sine qua non of a civilization is a non-violent culture. It investigates the concept of violence and extends the concept to cover examples of citizens who live in conditions of poverty, ill health, lack of food, lack of education, lack of adequate housing, and inadequate living conditions.
