The US Army War College Quarterly: Parameters

While the Antarctic Treaty of 1961 largely prevented conflicts on the continent, growing challenges to the treaty system could affect the United States and the global community. Through historical documents and press reports, this article examines ice deterioration, unreported and unregulated fishing, resource extraction preparation, hostilities between treaty members, and the roles of China and Russia in the region. It provides recommendations for policymakers and military strategists on how the United States can maintain global security and treaty interests—and the potential request for intervention—within the guidelines of the National Security Strategy.

Taiwan has become increasingly important to the United States and its allies as the Russia-Ukraine War has united democracies against authoritarian expansionism and indeed has developed an international democracy-authoritarianism dynamic in global affairs. Part one of this article clearly outlined the geopolitical, economic, and soft-power reasons why Taiwan is strategically important. Part two reviews the development of US and allied policy statements on Taiwan—from the invasion of Ukraine in 2022 to the present—and provides policymakers and military strategists with incremental but realistic recommendations for understanding the current dynamic of the region and fashioning responses to deter further authoritarian aggression.

Russia pioneered exploiting civilian inequalities to maximize military effectiveness in Chechnya, contributing to the Kadyrovtsy blocking detachments observed in Ukraine. Kadyrovtsy, pro-Russian Chechens, are drawn from a unique political order enabling this specialized military role. Military inequality literature typically ignores how minority-ethnic forces often serve in specialized combat roles. Understanding the Chechen Wars, the Kadyrov regime, and living standards in Russia helps explain these minority-ethnic blocking detachments in Ukraine. Analysis of this vital section of Putin’s regime offers actionable recommendations for Western actors to undermine Russian military efforts and identifies the potential risks of those actions.

This article analyzes the US Army’s successive recruiting crises, identifying their consistent patterns and the efforts to resolve them, and makes three provocative arguments. First, there is a long-standing institutional tension between recruiting personnel for the combat arms and technical and administrative specialists. Second, many of today’s talent management problems were first identified in a 1907 General Staff report and reiterated in subsequent studies. Third, the Army has pursued innovative recruitment strategies, but much of their success depended on factors outside the service’s control. The United States must place Russia’s focus on geographic concerns at the center of future strategy development to build a constructive relationship with Russia and achieve US regional goals. This article analyzes Russia’s geography and historical impact on Russian foreign policy, outlines Moscow’s current foreign policy goals, and highlights underlying concerns for US policymakers and military practitioners. By pursuing policies that support Russian goals of economic integration, mitigation of demographic concerns, and security of national borders, the United States can set the foundation for productive engagement on critical issues.

This thesis uses reality television and the parasocial relationships it cultivates as a microcosm to better understand the current form of neoliberalism as well as the implications it has for democracy. I extend the preexisting scholarship surrounding neoliberalism and reality television by emphasizing the importance of social media in understanding that link. By conducting a case study of Netflix's Love is Blind, I demonstrate how both reality television content and the reality-television-participant-to-influencer pipeline serve to reinforce neoliberal values by constructing powerful cultural imaginaries such as a model of care and self-sufficiency that centers marriage and the household. Twitter is a vast source of qualitative and quantitative data on human interaction. This proposed study examines group identity strength (GIS), measured as how strongly one identifies with a group, as a factor of positive and negative partisanship in the US by observing tweets and follower interactions. The top 10 words collocated with “love” and “hate” will be analyzed for each level of GIS for liberals and conservatives. Expected findings are that those with stronger GIS will display more in-group favoritism than out-group animosity, and that the top collocates of love and hate will be different for liberals and conservatives.

Beginning in the summer of 2020, an activist movement has arisen in opposition to Critical Race Theory (CRT). This movement has mobilized tens of thousands of Americans and passed policy curtailing the discussion of race in classrooms despite a lack of evidence that CRT has any meaningful presence in many of the public institutions targeted. This movement challenges logic-based conceptions of rhetorical persuasion and demands an alternative model. This article contributes to ongoing attempts to broaden out theorizations of secrecy from an intentional and willful act of concealment to a cultural and structural process. We do so by fostering a conversation between secrecy and curiosity. This conversation is enabled through a review of central themes in secrecy studies and curiosity studies, but also through an examination of a collaboration between the science center “We the Curious” and a network of academic researchers. This article discusses how to deal with secrecy and limited access in ethnographically inspired research of security fields. Drawing inspiration from recent debates about secrecy in Critical Security Research and from Franz Kafka’s The Castle, we propose to treat access limitations and the secrecy we encounter as methodological tools that provide insights into social relations and power structures of security fields. State secrecy and disclosure practices are often treated as processes of intentional and strategic human agency, and as forms of political time management (Bok 1982; Horn 2011). Through a critical analysis of the United States government’s disclosure practices in the context of their discourse around the cybersecurity “Vulnerabilities Equities Process” (VEP), this paper will present a two-fold argument against these conventional treatments of secrecy and disclosure.
