From 1978 on there have been a series of legislative acts that have placed substantial protectionist burdens on the American taxpayer to provide incentives, credits and mandates for the production and use of ethanol under the rationale of reducing U.S. dependence on foreign sources of oil while purporting to economically benefit the American economy and strengthening American security. While there has been much discussion about the economic benefits of ethanol policy, there is growing literature suggesting that in addition to being neither economically nor environmentally beneficial, ethanol policy may not be achieving its intended goals. United Nations (UN) Charter Article 42 authorizes the Security Council to take military action by air, sea or land if non-armed solutions fail to restore international peace and Article 43 states that UN members will keep troops and equipment available for the use of the Security Council. However, Article 43 never went into effect, leaving the UN without an alternative to diplomatic solutions. The argument of this dissertation is that a critical reading of the concept of "covenant" in early American writings is instrumental to understanding the paradoxes in the American political concepts of freedom and equality. Following Slavoj Zizek's theoretical approach to theology, I trace the covenant concept in early American literature from the theological expressions and disputes in Puritan Massachusetts through Jonathan Edwards's Freedom of Will and the essays of Ralph Waldo Emerson, showing how the covenant theology of colonial New England dispersed into more "secular" forms of what may be called an American political theology. Using the theory on Representative Bureaucracy, this study considers the minority representative role, which suggests that administrators who are minorities are more inclined to represent minority interests. This study examined whether officers perceive themselves as advocates based on shared demographics and whether they develop attitudes toward reducing youth violence. Considerably more researchers conduct studies in adult prisons than juvenile correctional facilities, which focus on rehabilitation for youth. Therefore, this study further examines youth correctional staff attitudes toward inmates. The way correctional officers' treat minors may impact the amount of violence in juvenile detention facilities.

This study inquires as to whether Walmart’s sustainability campaign represents a sincere and holistic change throughout the company’s global supply chain or if it is simply a public relations campaign which caters to the growing target market of “next-generation” consumers and justifies further expansion into “emerging markets”. A critical analysis of Walmart’s sustainability discourse is presented, using transcribed texts of various corporate and publicitygeared publications. The purpose of this study is to examine the relationship between trade liberalization, measured using the Heritage Foundation’s Trade Freedom indicator, and human development, measured using the United Nations Development Program’s Human Development Index, in subSaharan Africa’s Least Developed Countries between 1990 and 2011 as data allows. Every year members of Congress vote on numerous bills that will have an impact on the vitality of our environment. But what factors, if any, contribute to the way in which Members of the House vote on environmental legislation? In this paper, we postulate that religion has a large role in influencing the voting habits of Representatives. In order to test for religion’s impact, we examined the roll call voting of Members of the House of Representatives spread over nine years from 1970-2010. The contest-theoretic literature on the attack and defense of networks of targets focuses primarily on pure-strategy Nash equilibria. Hausken's 2008 European Journal of Operational Research article typifies this approach, and many of the models in this literature either build upon this model or utilize similar techniques. We show that Hausken's characterization of Nash equilibrium is invalid for much of the parameter space examined and provides necessary conditions for his solution to hold. The complete characterization of mixed-strategy equilibria remains an open problem, although there exist solutions in the literature for special prominent cases.

When we think about environmental policy and regulation in the U.S., our attention invariably falls on the federal level and, more specifically, the U.S. Environmental Protection Agency. Although such a focus is understandable, it neglects the actors most responsible for the implementation and maintenance of the nation's environmental laws — the states. Recognition of the importance of the states still ignores an even smaller subsection of actors, inspectors. American state legislatures have evolved dramatically throughout their history. In particular, the structures, rules and procedures governing the operations legislatures have changed significantly over the course of the 20th and 21st Centuries. The purpose of this paper is to present a theoretical framework for studying the development and evolution of American state legislatures. We then apply that framework to the case of constitutional provisions impacting the legislative branch in Ohio and conclude that the initial decision to invest significant authority in the legislative branch significantly impacted the evolution of legislative evolution and development in the state.

In 1963, President John F. Kennedy signed the Mental Retardation and Community Mental Health Centers Construction Act, establishing the beginnings of deinstitutionalization in the United States. By some counts, this Act was a stupendous policy success—by others, a dismal failure. 50 years later, no cohesive national mental health care policy has emerged to deal with increased rates of mental illness among the homeless and the incarcerated. This work explores how authors employ literary modes to persuade readers towards one side or another of the environmental debate and whether the works promote constructive discourse on environmental issues. In 2004, a French law went into effect banning girls in state sponsored schools from wearing the hijab, a Muslim head covering. While the law also banned the Jewish kippa and large cross necklaces from being worn in public schools, the hijab took center stage in what became a worldwide media frenzy.
