Assessing The Timing Of One-Sided Violence In Civil Conflict, Nicholas Christopher Galanos

In times of civil conflict, civilians often attempt to distance themselves from the horrors of combat. However, noncombatants play an integral role in the prospects of victory for both an incumbent and an insurgency. By choosing to support a belligerent in times of civil conflict, civilians can become targets. This thesis looks to determine at what points during civil conflict are noncombatants likely to be targeted by either an incumbent or an insurgent group. Through logistic regression, using Uppsala Conflict Data Program data, this thesis finds that insurgents increase the likelihood of committing one-sided violence after the initial months of …

This work draws on Deleuze and Guattari's image of the ‘rhizome’ to develop a framework for mapping and understanding the global social forum process and its implications for the broader global left. The image of the rhizome is insightful for analytically accentuating the nature and workings, as well as the challenges and contemporary shortcomings, of the social forum process and more generally the broader global movement(s). Thriving on multiplicity and thus lacking a dominant core or main axis, the social forum-as-rhizome emphasizes the multi-connectivity and heterogeneity of this process, which has no central actor, issue, strategy, or ideology, beyond the …

Using Self Organizing Maps To Analyze Demographics And Swing State Voting In The 2008 U.S. Presidential Election, Paul T. Pearson, Cameron I. Cooper

Emergent self-organizing maps (ESOMs) and k-means clustering are used to cluster counties in each of the states of Florida, Pennsylvania, and Ohio by demographic data from the 2010 United States census. The counties in these clusters are then analyzed for how they voted in the 2008 U.S. Presidential election, and political strategies are discussed that target demographically similar geographical regions based on ESOM results. The ESOM and k-means clusterings are compared and found to be dissimilar by the variation of information distance function.

Revisiting The Ungovernability Debate: Regional Governance And Sprawl In The Usa And Uk, Carol Hager

This article links contemporary critiques of regional governance to the crisis of the state in the 1970s and 1980s. Using the example of the politics of sprawl, I explain why collaborative regional planning institutions in New Jersey and the East of England have received such low marks from government participants and local populations, despite their success in completing land-use plans. I argue that these new governance institutions inadvertently revive issues of power, accountability and democratic legitimacy stemming from the crisis of the state. In my dissertation, I examine two main research questions: 1. Can we regard democracy as the new standard of civilization and the new wave expansion of international society in the post-Cold War era and in the 21st century? and 2. Should we think that each path toward democracy is relatively different based on the characteristics of each international society and the internal and external variables of each state? The emergence of Thailand’s treaty reform has not only brought change to its legal landscape, but also significant social, political and economic implications within the governing process. Religious movements have long been challenging the modernist and secularist ideas around the world. Within the last decade or so, pro-religious parties made significant electoral advances in various countries, including India, Sudan, Algeria, and the Palestinian territories. In this article, we focus on the rise of the pro-religious Justice and Development Party (Adalet ve Kalkinma Partisi- AKP) to power in the 2002 elections in Turkey. Using the Turkish experience with political Islam, we evaluate the explanatory value of Mark Juergensmeyer's rise of religious nationalism theory, with a special emphasis on the "failed secularism" argument. When faced with an international security crisis, the policymakers of great powers are forced into difficult circumstances in a short period of time. The states that embroil the great powers in these crises force upon those policymakers tough decisions in regards to finding an acceptable resolution to the crisis. The decision making process must be quick, as excessive deliberations could have negative effects on the outcome of the crisis. Although the Religious Right has largely dominated the discourse on religion and politics in America, recent political changes suggest that there may be new opportunities for Christian groups with a social justice perspective to shape policy debates. Using qualitative case studies that include interviews and framing analysis, this project examines how these organizations have adapted to a changing political environment, and the ways they have successfully engaged diverse faith communities in grassroots action. The economic reforms in China, Vietnam and Laos have not been carried out without a series of corresponding political reforms being conducted throughout. While significant political reforms to democratize the general political system have not been seen, there is a trend towards liberalization of the legislature through the legislative reforms. This paper compares the legislative reforms in China, Vietnam and Laos, examining the rationales behind the reforms, how these socialist countries' legislatures are structured through reforms, what functions they are performing, and assessing the relationship between legislature, state, and the ruling single party. The size of armed forces holds significant meaning for belligerents in civil war. Given that a large size of forces advantages an armed group in fight with the opponent, it should seek to expand the size of the forces as long as it can exercise close control over and have enough resources to manage them. The goal of this dissertation is to analyze the kinds of ethical challenges soldiers encounter during counterinsurgency operations, what decision making processes or values they use to resolve these challenges, and how military institutions and culture influence soldiers' ethical reasoning. The first part of the dissertation is an assessment of various theories of applied ethics and how these can be used by soldiers during counterinsurgency operations. Like many other controversial social issues, same-sex marriage has followed the ebb and flow of the political stream for almost 30 years in the United States. What pulled this policy issue out of the policy stream and placed it front and center in the public's mind were the actions of a handful of local officials who, in the winter of 2004, acted against the status quo and instituted public policies in favor of same-sex marriage. Policy responsiveness to the demands of the whole is important because it is a determinant of growth and development: Institutions that make governments more inclusive favor economic progress and factors that make governments more exclusive inhibit prosperity. Growth-enhancing policies likely to please the citizenry include policies that ensure the prevalence of the rule of law, policies that protect property and intellectual rights, and policies that foster competition, access and the perfection of markets. Symbolic racism is a concept that has been heavily publicized and studied in the American context. However, less is known about what factors may influence levels of symbolic racism outside of America, and more specifically, in Europe. Nevertheless, it expected that symbolic racism is present in European countries whose residents have a relationship with the African Diaspora and/or Great Migration of North Africans and Caribbean. When natural disasters like floods or droughts happen, people experience their wrath, losing lives, livelihoods, homes and security. Natural disasters disrupt the status quo, and create social, humanitarian and political needs. In most cases, people turn to their governments to provide for these needs. The growing number of voluntary standards for governing transnational arenas is presenting standards organizations with a problem. While claiming that they are pursuing shared, overarching objectives, at the same time, they are promoting their own respective standards that are increasingly similar. By developing the notion of ‘standards markets,’ this paper examines this tension and studies how different social movement and industry-driven standards organizations compete as well as collaborate over governance in transnational arenas. Based on an in-depth case study of sustainability standards in the global coffee industry, we find that the ongoing co-existence of multiple standards is being promoted by …

This paper examines three major influences on legislative and presidential decision-making. These three influences are 1) an officeholder's personal views, generated by socialization and experiences prior to holding office, 2) the political institutions, which speak to the complexities and many actors involved who shape the prioritization of issues, and 3) an office-holder's responsibility to a constituency which is motivated by reelection hopes. To create this model, a case study of four members of the U.S. House of Representatives and President Barack Obama was conducted regarding their involvement with federal educational policy. This paper tests the Obama Effect hypothesis with respect to the Arab world. The paper first presents popular uses of the term and then discusses the thin scholarly literature on the topic. For quantitative data, the paper uses longitudinal data from the Annual Arab Public Opinion Poll from 2004 to 2011, with supplemental data from the Pew Research Center. Furthermore, the paper analyzed data on the Arab Spring in the context of a possible Obama Effect and policy implications for the future of U.S. foreign policy. These non-state entities transcend borders and range from multinational corporations to non-governmental organizations and beyond. There is a growing recognition amongst public diplomacy practitioners for the need to reach young people. In large parts of the developing world - in Africa, in South and Southeast Asia, in the Caribbean and elsewhere - persons below the age of thirty-five constitute approximately seventy percent of the population. Among them, the educated, urbanized youth are growing up in an era in which connectivity and information on the go are taken for granted. Did western political aid agencies encourage the 25 January uprising with their civil society promotion projects? Did they encourage mass mobilization against the regime, or perhaps tutor dissidents in how to organize grassroots opposition? At the same time as the United States and other NATO powers were providing economic and military assistance to the Egyptian regime, did they also foment popular defiance? Some people seem to think so; different narratives about foreign provocation of Egypt's uprising circulated in Arabic and in English.

Although we have paid attention to group differences in political activity on the basis of race or ethnicity, gender, and especially socio-economic status (SES), we have so far ignored such disparities among age groups, disparities that will become especially important in Chapter 16 when we consider inequalities in Internet-based political participation. After decades of civil conflict leading to massive internal displacement of people, Northern Uganda is peaceful again and hundreds of thousands of displaced people have returned to the area. Using data from maps and satellite imagery, we examine the placement of homes before, during and after the conflict. Examining two study sites, one that experienced a great deal of violence over an extended period of time and one where the experience of violence was more limited, we observe the clustering of home placement in the post-conflict period. States frequently administer federal law, yet scholars have largely overlooked how the practice of cooperative federalism affects the balance of power across the branches of the federal government. This Article explains how states check the federal executive in an era of expansive executive power and how they do so as champions of Congress, both relying on congressionally conferred authority and casting themselves as Congress's faithful agents. By inviting the states to carry out federal law, Congress, whether purposefully or incidentally, counteracts the tendency of statutory ambiguity and broad delegations of authority to enhance federal executive power. In the past decade, civil society space across the globe has been challenged by pressing concerns about national security. The analysis in this chapter demonstrates that CSOs in the twenty-five countries of the CSI examined for this volume report a range of restrictive legal environments and illegitimate attacks from their local or central governments. International law provides for fundamental freedoms of association, but these guarantees have come under attack. As the data presented in this chapter show, CSOs in both democratic and non-democratic states report notable restrictions on their activities. This chapter proceeds as follows.
