Global demand of fish for consumption in developing nations is expected to continue to rise in the near future, putting pressure on stocks that are already overexploited. In the territorial waters of Panama there is a constant struggle between commercial vessels with high yield, subsistence fishermen trying to feed a remote village, and ecosystem services struggling to sustain themselves. These services are the direct and indirect benefits received by the population in the form of food, raw materials, nutrient cycling, and disaster regulation. The purpose of this study is to analyze former candidate Sarah Palin's portrayal by the media during the 2008 political campaign for vice-president of the United States. Through media framing, political communication, politics and the media, the study will present a qualitative study on her portrayal through two different media sources. The presidential elections of 2008 involved two women, a first in American history, and made waves for varying reasons. The purpose of the study is to build a greater understanding between the unique relationship between the media and political candidates.

The countries of the Nile Basin are on a collision course that could result in disastrous military action to determine control of the region’s main water source. In the wake of the Arab Spring, the Egyptian government has lost much of the regional clout that allowed it to maintain it’s ‘lion’s share’ of the Nile as outlined by the 1959 agreement. Population and economic growth in upstream countries, specifically Ethiopia, have resulted in intensified calls for a more equitable water-sharing agreement. The Congressional Budget and Impoundment Control Act of 1974 made the production of an annual comprehensive budgetary framework the central focus of the federal budget process. Before 1974, the budget process had allowed legislation from each of the revenue committees and each of the appropriations subcommittees to come to the floor separately. Congress judged the merits of individual programs without considering the overall budget. The 1974 budget act changed the organizational ethos of the budget process from incremental change to comprehensive review and from fragmented, ad hoc decision making to coordinated decision making. This paper seeks to determine under what conditions a U.S. president can implement a grand strategy given the nature of domestic and international opportunities and constraints. It will examine three comparative case studies: Jimmy Carter, George W. Bush, and Barack Obama, with the goal of determining what conditions are necessary at the individual, domestic, and systemic levels of analysis for grand strategy implementation. India does not fit easily into existing models of thought on the nature of a state and defies ease of understanding. Though India is most often considered to be a subsidy state, I show in this thesis the notion of the subsidy state does not capture the true nature of the Indian state. The Republican Party of California faces a serious demographic challenge as a burgeoning Latino population threatens to turn this majority-minority state a darker shade of blue. The purpose of my research and of this thesis is to explore the relationship between Latino voters in California and the Republican Party and to draw conclusions about the most viable and proven means of attracting Latino votes to Republican candidates. The research in this thesis will look at the lives of a very specific group of Chinese immigrant workers in the restaurant industry, particularly those in the metropolitan city of Los Angeles. While unskilled Chinese workers are popular in the Chinese restaurant business because of the lack of skills required, they are quite mobile between the manufacturing and construction sectors as well. Working conditions are less than ideal for these immigrants, who find that life in America may not be what they expected prior to arrival. Fossil Fuel Subsidies: Impacts And Reform Strategies, Jennifer E. Good

This thesis uses cross-country panel regressions to identify the effects of fossil-fuel subsidies for both oil importers and oil exporters on GDP growth, industry growth, crowding out of government expenditures in education, health, and infrastructure, government debt, carbon dioxide emissions, inequality and poverty. Fossil-fuel subsidies are found to be associated with lower levels of growth and industry growth, less government expenditure on health and education, poorer infrastructure quality, more government debt, and higher rates of carbon dioxide emissions. No relationship is found between fossil fuel subsidies and poverty and inequality. These results confirm the arguments of those that argue that …

How Many Barack Obamas Does It Take: An Analysis Of The Effect Of Charter Schools On Real Estate And Crime, Aananditaa Kakkar

This study looks at the relationship between charter school presence and neighborhood quality in Los Angeles. Using data from the Los Angeles Department of Education, Zillow Real Estate, and the Los Angeles Sheriff, this paper attempts to find whether changes in charter presence influence the price of surrounding real estate or the occurrence of serious and petty crimes. The results find that charter schools tend to be associated with a decrease in home sale prices. The results on crime imply that crime increases upon the opening of charter schools, however they are statistically insignificant.

FDR mastered the radio, JFK the television and President Barack Obama, the Internet. In both the 2008 and 2012 Presidential campaigns, President Barack Obama used social media via the Internet to understand the voter better than any candidate before his time. Through revolutionary data collection techniques, both offline and online, the Obama campaign obtained vital electorate information. This thesis is an exploration of political reality as understood by Eric Voegelin. Voegelin employed the revolutionary concepts found in ancient Greek noetic and Christian pneumatic philosophy that describe political reality and the means to know it. This thesis begins with a biographical sketch of Voegelin, the historical milieu that inspired his resistance to “unreality” and terms and symbols he uses to identify the spiritual sickness he believes is destroying Western Civilization’s traditional basis of order. This thesis examines the evaluation of the economic, environmental and social effects of dams, and lessons learned from previous dams. It then focuses on cost benefit analysis as a decision-making tool pre-project for evaluating the potential gains and losses of building a dam; and as a framework for evaluating dams in operation. It reviews the basic assumptions required for a legitimate cost benefit analysis, and the inherent limitations of this method. The question of redistricting reform has become an important topic in many states throughout the country. At the heart of the matter is how to effectively deal with the perceived detrimental effects of allowing legislators control over selecting their own constituencies. The most common prescription is to remove legislative influence by handing over control to nonpolitical or bipartisan commissions. However, little empirical evidence exists comparing the outcomes of commission plans versus legislative plans. This paper looks critically at several of the principal arguments employed for and against the continued use of the Electoral College, as opposed to a system of direct popular vote. The Electoral College does not merely diverge from our common American practices of direct popular vote, but it does so in ways that primarily benefit some states at the expense of others. While federalism clearly has desirable features for the United States, and a two party system may be desirable, neither is threatened by the removal of the Electoral College. Libertarianism is sometimes portrayed as radical and even extreme. In this Afterword to a symposium on "Libertarianism and the Law" in the Chapman Law Review, I explain why, though it may be radical, libertarianism is far from extreme in comparison with its principal alternatives: the social justice of the Left or legal moralism of the Right. Social justice posits that everyone should get a certain amount of stuff; legal moralism posits that everyone should act in a certain way. The Scorpion and the Frog is an age-old fable, having taken various forms over the past centuries.1 In the story, a scorpion asks a frog to carry him across a river. The frog is hesitant to agree because the scorpion might sting him on the trip. The scorpion assures the frog that he would not do that because it would cause himself to drown. The frog agrees, yet midway through the trip, the scorpion stings the frog anyway. When the frog asks the scorpion why, he replies that it is in his nature.

Recently in this journal, Charney and English (2012) presented an extensive critique of candidate gene association studies using the widely noted Fowler and Dawes (2008) article on the relationship between self-reported voter turnout and both 5-HTT (serotonin transporter) and MAOA (monoamine oxidase A) as the driving example of their evaluation. Reanalysis of the Fowler and Dawes data by Charney and English, based on four critiques of candidate gene studies, led to the conclusion that neither polymorphism is related to variations in turnout.We add to this empirical debate by conducting an independent test using an original dataset containing 5-HTT data and …

This dissertation examines the problems confronted by claims of ‘freedom of conscience’ in contemporary political society, and argues that freedom of conscience is a critical foundational component of any free political regime. Yet, conscience is often invoked as the final authority or justification for any choice, regardless whether the action or choice violates the common good. In this case, there is a risk that conscience can become identified with subjectivism, radical individualism, or autonomy. Despite overlapping explanatory theories for the occurrence of terrorism and civil conflict, these two phenomena have largely been studied in isolation. This study addresses this gap in the conflict literature by investigating the influence of state capacity and civil conflict on the presence of a transnational terrorist organization’s base of operations. It is postulated that weak state capacity provides the opportunity to organize while civil conflict increases this opportunity via the transmission of information on and the reduction in the state’s capacity to prevent organization formation. Culture jamming is a form of contentious politics in which activists utilize ironic frames to challenge a dominant set of social relationships and institutions. Despite its contestational nature, scholars rarely apply the insights of social movement theory to explain this curious phenomenon. The main concerns of this project are to provide an empirical analysis of culture jamming organizations and to develop a theoretical approach to explaining repertoire change and tactical choice. The primary thesis mediating these empirical and theoretical concerns is that a close relation exists between the development of twentieth century art in advanced Western democracies and culture jamming. …

The vast majority of schools that have been subject to desegregation orders are located in the South. The official levels of state sponsored segregation by southern governments made the South unique.
