Habermas, Same-Sex Marriage And The Problem Of Religion In Public Life, Darren R. Walhof

This article addresses the debate over religion in the public sphere by analysing the conception of ‘religion’ in the recent work of Habermas, who claims to mediate the divide between those who defend public appeals to religion without restriction and those who place limits on such appeals. I argue that Habermas’ translation requirement and his restriction on religious reasons in the institutional public sphere rest on a conception of religion as essentially apolitical in its origin. This conception, I argue, remains embedded in a standard secularization framework, despite Habermas’ claim to offer a new account of secularization. This approach betrays …

Passing legislation in the United States Senate has become a de facto super-majoritarian undertaking, due to the gradual institutionalization of the filibuster — the practice of unending debate in the Senate. The filibuster is responsible for stymieing many legislative policies, and was the cause of decades of delay in the development of civil rights protection. Attempts at reforming the filibuster have only exacerbated the problem. However, reconciliation, a once obscure budgetary procedure, has created a mechanism of avoiding filibusters. Professional North American sporting teams receive enormous pub for new and renovated stadiums after threatening to depart their hometowns, or by actually moving elsewhere. In contrast, English sporting teams neither receive much public money for such projects, nor move towns. This Article argues that no inherent cultural or political transatlantic variations cause the differences; rather, it is the industrial organization of sports in the two countries-the structure of league control-that enables rent-seeking by American teams but not by their English counterparts. Cross-country time series data contrasting American professional football and baseball stadiums with English soccer grounds support our claim, as …

The Republic Of Choosing: A Behaviorist Goes To Washington, William H. Simon

Cass Sunstein’s book Simpler recounts the author’s efforts during his tenure in the first Obama administration to apply the policy tools he helped derive from behavioral economics. In this review, I suggest that, while Sunstein reports some notable achievements, he exaggerates the utility of the behaviorist toolkit. Behaviorist-inspired interventions are marginal to most of the largest policy problems, and they played little role in the Obama administration’s most important initiatives. The book also reflects a misguided political strategy.

A prominent criticism of United States delegations to international institutions — or international delegations — focuses on agency costs. The criticism draws a stark contrast between international delegations and domestic delegations. For domestic delegations to agencies, U.S. congressional, executive, and judicial oversight mechanisms exist to try to ensure agency accountability. Since the agency is democratically accountable, agency costs are low. For international delegations of binding authority to international institutions, however, the conventional wisdom is that oversight mechanisms are absent and the United States cannot monitor the international institution to ensure it acts within its delegated authority. A recurring debate in foreign affairs law focuses on the appropriate level of congressional and judicial deference to the President. In answering that question, most scholars focus on the Constitution, Supreme Court precedent, and historical practice for guidance, or evaluate the expertise and strategic incentives of Congress, the President, and the courts. For these scholars, the inquiry exclusively centers on domestic, internal constraints on the President. But this analysis is incomplete. Determination of the appropriate level of deference has consequences for how the President can pursue U.S. interests abroad. If the United States wants to be successful in achieving its …

An estimated twelve million people worldwide are stateless, or living without the legal bond of citizenship or nationality with any state, and consequently face barriers to employment, property ownership, education, health care, customary legal rights, and national and international protection. More than one-quarter of the world's stateless people live in Thailand. This feminist ethnography explores the impact of statelessness on the everyday lives of Burmese women political exiles living in Thailand through the paradigm of human security and its six indicators: food, economic, personal, political, health, and community security. In both legal and political settings there has been a push toward adopting institutions that encourage consensus. The key feature of these institutions is that they bring interested parties together to communicate with each other. Existing research about the success or failure of particular institutions is ambiguous. Therefore, we turn our attention to understanding the general conditions when consensus is achievable, and we test experimentally three crucial factors that affect a group's ability to achieve consensus: (1) the difficulty of the problem, (2) the costs of communication, and (3) the structure of communication. Gaming Direct Democracy: How Voters’ Views Of Job Performance Interact With Elite Endorsements Of Ballot Measures, Craig M. Burnett, Mathew D. Mccubbins

Voters are thought to rely on elite endorsements in helping them make decisions. Their ability to use these endorsements is especially important in direct democracy, since ballot measures are complex policy proposals that lack partisan cues printed on the ballot. Using an exit survey, we look at California Governor Arnold Schwarzenegger’s endorsement of four Indian gaming measures on the ballot during the presidential primary election of 2008. We find that voters who had knowledge of the elite endorsement differed little from those who did not. We show, however, that Schwarzenegger’s endorsement was conditionally related to support for the measures, depending …

This thesis contends that China pursues the String of Pearls Strategy for now, primarily for mercantile purposes and as a means to ensure energy security and not to contest the US or deliberately threaten India. All countries depend on sea channels for trade; hence they seek stability at sea and sea control. China is no exception. The communist world crumbled over a few years, but at a cost. There was a bitter war in the Balkans, shorter, but equally bitter conflicts in the Caucuses as well as in Central Asia. Prior works in the social sciences have demonstrated the importance that television can have in shaping the views and outlooks of viewers. Studies have examined how it is that overtly political broadcasting, such as political commercials or ideological cable news channels, can impact viewers. However, precious little scholarship in the field of political science has been devoted to examining how non-news programming, the lion's share of what is shown on television, can shape and mold viewers' outlooks and opinions. This paper discusses the substance and potential impact of ethnic block voting in two of Ghana's 10 political regions: Ashanti and Volta. Using the Electoral Commission of Ghana's dataset for five Presidential election results from 1992 to 2008, the paper confirms ethnic block voting in the two regions. The paper views the phenomenon as detrimental to Ghana's evolving democracy as it is a potential trigger for civil war, and recommends vigorous education, equitable distribution of resources, and comprehensive development to curb the problem.

The increase in leases for surface gold mining in Ghana between 1983 and 1998 has had drastic consequences for sustainable land use and management in the country. Most of these leases were for surface mining displacing the original owners from large arable land needed for their livelihoods. This situation makes the local people vulnerable to econom-ic uncertainties. The real benefits accruing to the ordinary Ghanaian in these mining communities is simply taken, for granted as monetary compensation is paid to affected community members. The Risk Reduction Management Centre (RRMC) Replication Project, an initiative of the United Nations Development Program (UNDP), aims to take a Cuban best practice in disaster risk reduction and adapt it to the local context of five other Caribbean countries. This project differs from most development projects in that the individuals and institutions providing the assistance (in this case technical training and know-how) are themselves from a developing country (Cuba). This model, wherein developing countries provide resources, information, and training to other developing countries, is known as South-South Cooperation (SSC).

This thesis focuses on the humanitarian implications of economic sanctions. States are increasingly using sanctions as a foreign policy tool, but the ramifications for the citizens of the country have yet to be analyzed in depth. Although sanctions are an extremely powerful foreign policy tool, the humanitarian implications are too drastic. There are two main outcomes of sanctions that states seek: the pressure of the sanctions forces the government to change their policy or the humanitarian implications force the citizens to revolt against the government. This thesis investigates the role of regional organizations in peacemaking and peacekeeping, particularly on the effects of peace agreement duration. This is important because the United Nations has been traditionally seen as the default international peacekeeping force but recently, more responsibility is being given to regional organizations. This study hypothesizes that regional organizations’ ability to clear commitment problems, create specific agreements, and willingness to enforce agreements make them the most effective third parties to deal with many conflicts. This study examined the factors affecting the perception of Turkey in the Middle East from 2002 onwards by analyzing the combination of media, political elite discourse and people's political predispositions in the cases of Egypt and Tunisia. The research is separated into two parts. In the first part of 2002-2010, the factors of democratization, economic development, foreign policy activism, Islamic Oriented Government as well as Turkish TV series were found to be critical in the explanation of Turkey's popularity. What explains fighter jet export policy to East Asia? The decision to export fighter jets from the United States (U.S.) to foreign countries is an important part of domestic and foreign policy. James Rosenau’s theory of linkage politics suggests that domestic and international variables may work together in complex ways to develop U.S. export policy of fighter jets. Environmental citizenship is positioned as a platform where the rights of social and environmental justice converge with civic engagement and responsibility. As industrialized economies continue to exhaust the limits of finite natural resources and exacerbate conditions of global climate change, scholars have questioned if environmental citizenship models offer a method for deepening obligations to a sustainable movement. In the material culture enjoyed by Western civilizations, existing research supports that an individual’s purchases are seen as an indicator of their values and identities. "During the second half of 2012, heightened scrutiny was applied to Republican politicians’ discussion of sexual assault. This wave of interrogation, though, began too late to affect the debates over the 2012 Violence Against Women Act Reauthorization. This paper will problematize these debates by analyzing the rhetoric of self-defense used by Republican legislators in the House of Representatives to defend their VAWA Reauthorization bill. I inquire into Samuel P. Huntington’s clash of civilizations theory as outlined in his landmark The Clash of Civilizations. I explore conflicts starting at the end of the Cold War to 2007 in order to examine whether Huntington’s theory has been materializing (there is a marked increase in conflicts between Civilizations, and they have become more intense) or if the face of conflicts has stayed relatively similar to Cold War era clashes. Civil wars have become more prevalent in modern times and present unique challenges to conflict resolution. Third parties often intervene in civil wars attempting to insure that peace is imposed and will persist. However, the impact of third parties on intrastate conflicts remains incomplete. The civil conflict literature does not sufficiently distinguish how third parties promote peaceful outcomes during a peacekeeping operation and why a state remains stable after the peacekeepers leave. By examining data on third party interventions from 1946-2006 and individually examining the case of Sierra Leone, this research concludes that peacekeeping missions promoting transparency, credible information sharing, …
