The conflict in Syria has been ongoing since March 2011, but to date has resisted third-party diplomatic efforts. This failure of mediation is despite the fact that numerous actors in the international system have interests both in Syria and the Middle East at large. The human toll of the conflict, which has produced large numbers of civilian casualties and considerable human suffering, creates even deeper urgency for effective conflict management in Syria. In this paper, I apply insights drawn from the scholarly literature on conflict management and civil wars to the Syrian conflict to explain why mediation efforts have thus …

Who Should Be At The Table?: Veto Players And Peace Processes In Civil War, David E. Cunningham

Civil wars contain a set of actors that have the ability to block settlement and continue the war on their own. When they contain more “veto players,” conflicts are much longer and negotiations are more likely to break down. The rate of success of international efforts to resolve multi-party civil wars is much lower than when there is only one rebel group fighting the government. This article discusses implications for peacemakers designing responses to conflicts with multiple veto players. Negotiations in these conflicts are most likely to lead to a peace agreement that successfully ends the war if they include …

Deceptive Results: Why Mediation Appears To Fail But Actually Succeeds, Scott Sigmund Gartner

International disputes receiving third-party mediation are less likely to result in peace treaties than those negotiated bilaterally between the disputants. When belligerents do settle, mediated agreements are more likely to fail. Is mediation detrimental to conflict resolution? No. Third-party mediation represents a highly effective, but costly, means of peacemaking. Disputants recognize its costs and only employ mediation when they are unable to resolve a conflict between themselves, creating a “selection effect.” As a result, mediators are selected for the toughest cases – those least likely to end peacefully and mostly likely to result in fragile agreements. One of the most important and disputed questions within the field of international mediation concerns the issue of bias. The question of bias cuts to the core of what mediation is and the ways in which mediators can help the parties reach peace. Focusing on research on the role of neutrality and bias in international peace diplomacy in civil wars, this article draws out the policy implications of my own empirically-based work on the role of bias in the mediation of internal armed conflicts. The increased number of peacemaking actors during the past twenty years is accompanied by an increased amount of peacemaking, but also a low success rate. This article focuses on recent emerging conflicts. It finds that peacemaking is prevalent, but is often not coordinated with regard to choice of tools (mediation, arbitration, etc.), or the agenda or the issues of the talks. This lack of coordination has for many years been recognized as detrimental and may partly explain the low success rate. The article suggests that policymakers need to have a long-term strategy to address the coordination problem, part of which …

There is an ever widening gap between conflict resolution policy makers and scholars—a tragedy given practitioners’ dire need for new ideas to help resolve deadly conflicts and the growing knowledge researchers have to share. Research tends to swing like a pendulum between analytic and rigorous methods and accessible and relevant approaches. We reject this tradeoff. We believe that research can be simultaneously rigorous and relevant, and analytic and accessible. Given the devastating loss of life associated with armed conflict, the need for translating research results into policy prescriptions is especially strong in peacemaking. The purpose of this project was to study whether exposing survey participants to information about immigration change will affect participants with high levels of authoritarianism. This project focused on whether individuals with high levels of authoritarianism will have higher levels of cognitive dissonance when presented with information about change and increasing immigrant populations.

The purpose of my study is to find a link between government welfare programs and the political participation of recipients. This kind of study is called a policy feedback analysis. It examines a public policy to see what effect it had on human behavior. There is basis for this sort of research in political science. One highly respected work that was one of the first policy feedback studies was Suzanne Mettler’s book “Soldiers to Citizens” (2005). Mettler found that after WWII, the G.I. bill helped former soldiers to feel like highly valued citizens, funding their education and inspiring them to …

As nuclear power has evolved from the mid-twentieth century to today, it has experienced phases of rapid growth, regulation, and distrust concerning operations and waste disposal. This study will analyze the policy community active in these changes as they have progressed through the policymaking process and will examine the actors within an "iron triangle" framework to evaluate the community's relationships, power structure, and effectiveness. In recent years there has been a movement in academia from studying environmental policy on the national level to a much narrower examination of local municipalities and their respective green initiatives. The implications of this research reach well beyond the borders of academics and hit squarely municipalities and their corresponding local policy makers. We, as political scientists, must ask what particular characteristics of municipalities play the most significant role in green initiative adoption. Existing theories of intergroup violence focus on the motives of group or leaders. But why do thousands of people choose to take part given the dangers and risks? This dissertation develops a model, the entitlement-blame-anger model, to explain participation in intergroup violence. According to this model, participation is motivated by emotional reactions of intergroup anger. Anger is useful in this respect because it shapes both the preference for confrontation and beliefs about the risks of taking part. Intergroup anger, in turn, is triggered by appraisals that the outgroup are to blame for some harm suffered by the ingroup. Blame and …

The mass media holds extreme gatekeeping and framing functions. It is the media's ability to frame stories that tells viewers what to think about during a particular period of time, if not explicitly how to think about a topic. This thesis provides an exploratory overview of the role the El Mercurio newspaper played along with the military after the Chilean coup of 1973. The study reviews the contents of the newspaper’s front pages, including their coverage of the events during the coup. The thesis will show how the paper revisited its coverage each year on the September 11th anniversary, beginning with the years dominated by the military government, from 1973 through 1990, and continuing through the transition to democracy, from 1991 through 2007. This paper seeks to investigate the inner mechanics of policy change. It aims to discover how ideas enter the political arena, and how endogenous forces within the policy making environment transform ideas into new policies. The central hypothesis is that in times of crisis, new ideas emanate from a number of change agents, but in order for any of these ideas to enter the institutional environment, one specific agent of change must be present: the political entrepreneur. Without political entrepreneurs ideational change, and subsequent policy change, would not occur. The paper sets out a framework for identifying and explaining the …

There is no question; nurses play a key role in healthcare. Nurses provide direct care, coordinate health promotion activities, educate, and provide support and advocacy to patients. Today, there are over two million registered nurses in the United States. My research aims to determine the variables that influence some nurses to be more politically active and more engaged in unionization than their counterparts. I analyze The National Sample Survey of Registered Nurses 2004 looking at a variety of potential explanations for union participation. Findings show a strong regional variation in the percentage of unionization, however, some of the conventional explanations …

FCT is an international network of mayors, councilors, municipal officials, business people, and representatives of the voluntary and community sector. The Forum works on the principle that cities that are in conflict or have emerged from conflict (divided societies) are in the best position to help other cities in similar situations. The Forum for Cities in Transition was founded by Professor Padraig O’Malley as an initiative of the John Joseph Moakley Chair of Peace and Reconciliation at the University of Massachusetts Boston.
