There is an ever widening gap between conflict resolution policy makers and scholars—a tragedy given practitioners’ dire need for new ideas to help resolve deadly conflicts and the growing knowledge researchers have to share. Research tends to swing like a pendulum between analytic and rigorous methods and accessible and relevant approaches. We reject this tradeoff. We believe that research can be simultaneously rigorous and relevant, and analytic and accessible. Given the devastating loss of life associated with armed conflict, the need for translating research results into policy prescriptions is especially strong in peacemaking. With a new focus for federal universal service programs on broadband and the NTIA BTOP funding for broadband adoption projects, recent years have been “exciting times” for those interested in broadband policy aimed at stimulating adoption. While most of the recent programs are still too new to be evaluated rigorously, lessons from older academic study can inform our expectations and lend guidance toward evaluating program success. In this brief work, I review what we know from the last decade and a half of literature on the impact of regulation on broadband adoption, discuss the (mostly woeful) attempts at evaluating adoption …

This paper analyzes the cases of genocide in Bosnia and Rwanda as well as the humanitarian interventions in Kosovo and Libya to study the proximate causes of genocide. Proximate cause, defined as any event or condition, leading directly, or indirectly, to genocide, or the intervention by foreign powers, occurring within the immediate generation preceding the genocidal acts, or perceived threat thereof, is herein explored through Gregory Stanton’s “Eight Stages of Genocide” (1996). “The Eight Stages of Genocide” allows these cases to be examined through a preexisting, though imperfect, framework which compartmentalizes the process of genocide into stages allowing for analysis …

This paper analyzes President Obama’s rhetoric in his two inaugural addresses in order to determine how his presidential rhetoric conforms to and violates current rhetorical traditions in inaugural addresses. For this paper a rhetorical analysis of Obama’s addresses was performed using a form of genre criticism. The components for this genre criticism were drawn from Vanessa B. Beasley’s work on presidential rhetoric in her book You, the People: American National Identity in Presidential Rhetoric. Anticipated results of this analysis will show that President Obama’s presidential rhetoric is more secular than previous presidents. The results will also illustrate that President Obama’s …

The magnitude of Chinese outward foreign direct investment (FDI) flows has skyrocketed in the past decade. In the wake of the Chinese “Going Out” policy, many high profile Chinese firms are buying up companies in all regions of the world. It is curious that Chinese firms are poised to allocate large amounts of capital abroad so early on in their development. But what is more puzzling is the destination of outward FDI from China. Typically, a country’s FDI is determined by economic, cost-cutting motives. Chinese firms, however, tend to focus on areas that do not maximize their economic returns. This …

Our research took us to the red dirt and bustling streets of Uganda. There we sought to understand how non-governmental organizations behave. We were interested in understanding the coordination behavior of NGOs in Uganda and India. With the on-site mentorship of Professor Daniel Nielson, we conducted a randomized controlled trial in the field that involved randomly assigning a subset of NGOs in our sample the ability to use an online NGO project mapping tool that we generated (to view, see: http://ngocoordinationug.tumblr.com/).

In 2009, the Pew Internet & American Life Project reported that over the preceding twelve months, 67% of Americans “contributed to a charity or non-profit organization other than their place of worship” (Smith et al., 2009). The study also found that 11% of Internet users had gone online to donate money to a nonprofit or charitable organization in the preceding year. In 2002, the Center on Philanthropy at Indiana University reported that the average amount donated by American donor households was $1,872 (Center, 2006). Regional Regimes For The Defense Of Democracy And Coups D’Etat, Jacob P. Wobig

Does international law work, and if so, how? In the last twenty years eight regional intergovernmental organizations have adopted treaties requiring all participants to be democracies and specifying sanctions to be leveled against members that cease to be democracies. In this work I examine to what extent these agreements are helping protect the governments of their members from coups. I find that, between 1991 and 2008, states subject to these treaties were less likely to experience attempted coups d’etat, and were less likely to be overthrown when coups were attempted, but that the evidence varies widely in particular cases. The primary concern of this thesis is tracing and articulating the political consequences of the Internet as applied to the formation of public opinion. This thesis will present a critical interpretation of a larger theoretical problem while concentrating on two related empirical cases. The broad question that this thesis will ultimately address is this: how, and to what extent has the Internet provided a new platform for the continued ideological hegemony of the American elite? A great deal of political research has analyzed how people form their opinions about candidates and issues. Two models, drawing heavily from cognitive psychology have emerged: the memory-based model (Zaller and Feldman 1992; Huckfeldt et al 1999) and the on-line model (Taber, Lodge, and Glathar 2001). Though the mechanics differ, both models assume a person recalls some sort of information when forming or reporting an opinion. Thus, political opinions depend largely on recall of political information.

In the wake of the brutal wars between Serbs, Croats, and Bosniaks following the breakup of former Yugoslavia, many international organizations (IOs) and nongovernmental organizations (NGOs) poured into Bosnia and Herzegovina. These organizations were tasked with helping the country rebuild its badly damaged political, social, and economic infrastructure. But is there a point at which international organizations become too entrenched in the development of the country they are trying to help? Our research examines whether donor countries care about the quality of nongovernmental organizations (NGOs) when giving foreign aid to poor countries. When donor states give foreign aid to recipient states, such the US giving foreign aid to Uganda, the donor states must choose what is called a channel of delivery. This is the channel through which the donor’s aid will reach the intended beneficiaries. Donors can opt to channel their aid directly through the recipient government, or they can bypass the recipient government and instead utilize a non-state channel, such as an NGO. In 2012, more than 400 South African white rhinoceros were poached and killed for their horns. The horns, used in ancient Asian medicines, are falsely believed to cure diseases. A global economy requires globally competitive workers and global citizens.This need has generated supranational higher education initiatives through organizations such as the European Union and the Asia-Pacific Economic Cooperation. These initiatives promote student mobility across borders by harmonizing higher education systems between member nations. This article looks at the various contributions to this issue of the Penn State Journal of Law & International Affairs. The contributors have analyzed the potential and limits of mediation, but have focused on a number of different aspects of that process. The analytic research relevant to conflict situations will be most useful, however, if the recommendations offered for how to bring conflicts to an end can actually be of use to practitioners in the field. To talk about the behavior of others is to generalize especially if that behavior is perceived to be negative. As researchers who have studied ethnic discrimination and ethnic conflict for close to two decades, we have noticed, anecdotally at least, that this penchant for generalization is rampant in discussions of ethnic politics. Journalists and academics tend to talk about one or another ethnic group’s involvement in violence without specifying a political organizational agent. This kind of generalization is a serious obstacle to understanding conflicts and identifying solutions because it prevents policymakers and academics from getting at the messy reality of …

Militarized conflict is one of the most devastating of all human activities. The international community’s response to conflict occurrence can significantly affect the number of casualties, the extent of resulting devastation and even the outcome of the conflict. State responses range from conflict management, whereby third parties actively engage in resolving the conflict; joining, whereby states become an additional disputant; or remaining uninvolved. One of the most common active third-party responses is to act as a mediator, a role using consensual, nonbinding and nonviolent means of conflict management and resolution. Arbitration and adjudication have proven to be effective means of producing long-lasting settlements on contentious issues, but states are generally reluctant to use such legal forms of dispute resolution, especially in resolving issues of national security. To understand when policymakers can and should promote the use of legal mechanisms, they need to understand the political reasons behind the reluctance of states to use these forums. This essay identifies five factors that significantly influence the willingness of states to relinquish decision control and pursue arbitration or adjudication: third-party bias, salience, uncertainty, bargaining power, and armed conflict. Using The Right Tool For The Job: Mediator Leverage And Conflict Resolution, Kyle Beardsley

In international dispute mediation, a one-size-fits-all view of mediation may actually inhibit effective conflict resolution. Mediators must especially tailor the level of leverage to the needs of the situation. This essay first considers existing studies that have found both potential benefits and risks of heavy-handed third-party involvement as a conflict-management strategy. It then considers a few illustrative cases to demonstrate the importance of making sure that the tools of mediation fit the context. Finally, it concludes with a discussion of how sustained post-conflict peacekeeping and peacebuilding can reduce the risks of leverage in mediation.
