China’S Local Government Debt And Economic Growth, Jia Qi Zhou
Gettysburg Economic Review
This paper explores the impact of China’s local government debt on economic growth. This analysis, based on a panel of 31 provinces over 14 years, takes into account a broad range of economic growth determinants as well as various estimation issues including heteroskedascity and omitted variable. The empirical results suggest an inverse relationship between China’s local government debt and economic growth, controlling for other determinants of growth: on average, a 10 percentage point increase in the debt-to-GDP ratio is associated with a slowdown in annual real per capita GDP growth of around 0.27 percentage points per year.

Welfare Incentives And Interstate Migration: An Analysis Of The Migration Decisions Of Poor, Single Mothers, John P. Weis

The purpose of this paper is to examine the role of welfare incentives in the decision to move for poor, single mothers. Using micro-level data from the Panel Study of Income Dynamics (PSID) and other sources, I develop an econometric model that estimates the influence of state welfare benefits on the interstate migration decisions of poor, single mothers, whether that be moving from states with low benefits or to states with high benefits. This study builds upon previous literature concerning interstate migration by considering new methodological approaches and theoretical models. The use of entry modes by multinational firms has received increased attention from international business scholars. Based on the context of sub-Saharan Africa, this research reviews the locational benefits offered to MNEs by in this region. Borrowing from the eclectic paradigm of international production, the research also examines the effects of each type of entry on the locational advantages offered to MNEs. Propositions are presented to suggest which mode of entry MNEs should pursue in African markets, based on the existence of locational advantages that complement existing firm-specific advantages. Foreign Direct Investment (FDI) is an important source of financing development. It enhances efficiency and raises skills of local manpower, facilitates transfer of technology, generates employment and promotes productivity resulting in broad welfare improvements. Determinants Of Savings Rate In Rural Nigeria: A Micro Study Of Kwara State, Oluwakemi Adeola Obayelu

The inability of households to save over time has significant influence on the rate of capital accumulation and economic growth in developing countries. In order to understand this trend, this research assesses savings rates and its correlates in rural Kwara state, Nigeria. A multistage sampling procedure was used to obtain data from 120 households. This was then analyzed using two descriptive statistics: the generalized linear model and the Tobit regression model. Results show that majority of the rural households were male-headed (81.0 percent) and combined farming with other non-farming activities (73.5 percent). This study presents multiple approaches to examine the liberalization of rail transport in the European Union. A legislative review highlights the importance of unbundling infrastructure management and service operations in railway reforms. Furthermore, simultaneous and sequential decision making models specify how market opening minimizes the social deadweight loss and lead to more competitive pricing. Two production frontier models also analyze the effects of vertical disintegration and market opening on network outputs. Results suggest that both vertical unbundling and increasing competitiveness help improve productivity. Lastly, three case studies compare policy implementations across Europe. My dissertation consists of three essays focused on identifying the strategic responses of governments and individuals following changes in the tax and transfer system. Two essays contribute to the literature on fiscal competition, focusing on state level polices aimed at redistributing income. A third essay contributes to the literature estimating the responsiveness of individual’s incomes to changing marginal tax rates. A better understanding of these responses contributes to our ability to design an optimal tax and transfer system in a federalist nation.

This article examines two distinct types of narratives prevalent in academic writing and popular press regarding the causes of the crisis in Europe. The first type, a morality tale, attributes the crisis to profligate southern states that refused to abide by the strictures of the Stability and Growth Pact. The second type is focused on the structural reasons for the crisis, emphasizing the nature of the European Union as a non-optimal currency area, and the euro as a factor in the creation of trade imbalances and competitiveness problems within the euro zone. This inquiry considers some effects of migration on the labour markets and the welfare systems found in the EU-15, and from the perspectives of sustainability of the current welfare state regimes. Our inquiry aims to determine whether and to what extent different approaches in regulation of migration flows between the new and old member states are compatible with related economic and demographic findings. Within this context, our research considers regulations affecting migration flows. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. How Many Barack Obamas Does It Take: An Analysis Of The Effect Of Charter Schools On Real Estate And Crime, Aananditaa Kakkar

This study looks at the relationship between charter school presence and neighborhood quality in Los Angeles. Using data from the Los Angeles Department of Education, Zillow Real Estate, and the Los Angeles Sheriff, this paper attempts to find whether changes in charter presence influence the price of surrounding real estate or the occurrence of serious and petty crimes. The results find that charter schools tend to be associated with a decrease in home sale prices. The results on crime imply that crime increases upon the opening of charter schools, however they are statistically insignificant.

Financial sanctions are increasingly being used in the mix of international economic sanctions being employed by the United Nations, regional entities, and individual countries, including the United States. These financial sanctions have become more focused and effective as the tools and techniques have improved significantly for tracing and identifying the financial transactions of terrorists, weapons proliferators, human rights violators, drug cartels, and others. These sanctions can not only freeze financial assets and prohibit or limit financial transactions, but they also impede trade by making it difficult to pay for the export or import of goods and services.

This article analyzes the changes in European governance since the beginning of the euro crisis in relation to the project of constructing Social Europe. The article tracks the incorporation of a structural reform agenda originally designed as bailout conditionality for countries on the verge of default into EU economic governance as a strategy for growth. Beyond the contestable grounds of this reform agenda, its adoption by the EU in the mode of crisis management poses serious questions of legitimacy. We develop a model where the coexistence of money and a higher yielding asset is endogenously obtained when no restriction is placed on the use of either object as a medium of exchange. Due to the presence of uninsurable risks, agents have, in equilibrium, di⁄erent relative valuations of the asset to money, and hence, the use of money as a means of payment is strictly preferred. This endogenous di⁄erence in the willingness of agents to use money over the asset implies that money carries a greater liquidity premium than the asset. The U.S. faces tremendous short-term policy uncertainty, including about $5.4 trillion in tax increases over the next decade. These changes are set to take effect on January 1, 2013. It is unlikely that these changes will fully materialize, but what will happen is anyone’s guess. Over the long term, uncertainty also looms large since the U.S. federal tax system is expected to bring in far less revenue than Congress is projected to spend. Rare earth minerals contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as Blackberries, and satellites. This paper examines the political interdependence of federal and state cigarette tax rates. We develop a lobby group model where a state’s endogenous reaction to a federal cigarette tax hike depends crucially on the political responses of the cigarette producer and anti-smoking lobby groups.

The lowest percentage in poverty since we started counting was 11.1 percent in 1973. The rate climbed as high as 15.2 percent in 1983. In 2000, after a spurt of prosperity, it went back down to 11.3 percent, and yet 15 million more people are poor today.
At the same time, we have done a lot that works. From Social Security to food stamps to the earned-income tax credit and on and on, we have enacted programs that now keep 40 million people out of poverty. Poverty would be nearly double what it is now without these measures, according to …

This study examines the effects of the Deficit Reduction Act (DRA) on immigrant Medicaid participation using data from the 2005 and 2007 March supplements of the Current Population Survey. The DRA made changes to Medicaid coverage laws by requiring proof of citizenship for eligibility rather than a sworn statement, as was the case prior to the DRA, thus reducing the non-citizen/non-legal permanent resident use of Medicaid. A difference-in-difference methodology is used, and the research finds that the laws were effective in decreasing non-citizen use of Medicaid relative to citizens, though there is a possibility of “chilling effects” on eligible non-citizens.

What Factors Influence Consumers’ Decisions To Purchase Energy Star Appliances?, Rosamond Mate

This paper examines how differences in operating costs and market availability affect ownership of Energy Star dishwashers and clothes washers. I use logistic regressions and data from the 2009 Residential Energy Consumption Survey and the EPA’s Energy Star program to quantify these effects. Results indicate that controlling for temporal changes is very important; after doing so I find that differences in availability of efficient appliances do not affect ownership patterns. Overall, the frequency of appliance use does not increase the household’s responsiveness to electricity prices, which suggests that consumers do not fully value efficiency when choosing among appliances.

In New York City, specialized high schools exist in the public school system to educate the city’s most gifted students. These schools are recognized nationally and have a strong focus on math, science, and technology. Benefits of attending these schools include a competitive peer group, challenging courses, and strong alumni networks. Admission to these schools is determined by individuals’ score on the Specialized High School Admissions Test (SHSAT).
