Cooling Deserts For Renters: Heat Equity Inside The Nyc Housing System, Tahreem Ashraf

This study introduces the Cooling Desert Index (CDI), a composite spatial measure designed to identify census tracts in New York City where extreme heat vulnerability and structural barriers to adaptive cooling converge. Drawing on five publicly available datasets and a seven phase statistical pipeline, the CDI scores all 2,231 NYC census tracts on a continuous 0 to 100 scale by integrating heat exposure, severe rent burden, household income, racial composition, language access, disability status, and housing crowding. Alcohol consumption and use is not just a harmful behavior or a potential recreational activity, but it also may form a way of self-identification.

Each type of beverage apparently has their own profile of dedicated drinkers. Those drinkers are also apparently loyal to the location of purchase. However, one may also consider whether consumption in one location is a predictor of consumption in the other location. This distinct tendency highlights the intricacy of consumption patterns, as on-premise and off-premise consumption simultaneously serve as complements and substitutes in the long run in terms of both location and type of beverage.

This dissertation explores the diffusion and impacts of state recreational marijuana laws (RML). Chapter 1 examines factors driving state adoption and spread of RML, finding that states with citizen ballot initiatives, expansive legislative capacities, and higher fiscal stress are more likely to enact RML. Ideological proximity, rather than geography, drives policy diffusion, with learning from early adopters likely serving as a key mechanism in the process. Chapter 2 assesses first-order effects of RML on marijuana consumption and drug policing using various econometric methods. The Bronx, despite its proximity to the other boroughs of New York City, has the highest poverty rates among them. Using data from 2010 to 2022, this study examines the socioeconomic disparities between the Bronx and Brooklyn, Manhattan, Queens, and Staten Island. Key indicators analyzed include poverty levels, SNAP benefits, unemployment rates, median income, educational attainment, homeownership rates, business creation, and GDP per capita. Our study reveals that the Bronx has the highest poverty, unemployment, and SNAP benefit dependency rates, lower educational attainment, and the lowest median income and homeownership rates. Countries, states, and municipalities are working to reduce greenhouse gas emissions in the transportation sector by leveraging policy incentives to promote electric vehicle (EV) adoption. I study the efficacy of state-level time-of-purchase rebate incentives in the United States between 2016 and 2022, and employ a generalized difference-in-difference two-way fixed effects model that enables causal inference. I find that EV rebate incentives cause an increase of 1 EV per 1,000 vehicles. EV rebate incentives also cause a decrease in gasoline powered vehicles by 3 vehicles per 1,000, and a decrease in diesel powered vehicles by 1 per 1,000. EV rebate incentives …

This paper examines how LIHTC developments affect a census tract's characteristics. The results indicate that tracts with LIHTC developments have increased education, poverty, diversity, renters, and multi-family buildings. These tracts also have decreased household incomes and rents. However, the study reveals no significant effects on labor force participation or employment.

I test for heterogenous effects in the Prospects of Upward Mobility (POUM) hypothesis framework. This framework suggests that individuals who are poorer than average but expect to become richer than average support less redistribution. Using a survey of households in primarily transition economies - Life in Transition Survey (LiTS2) and ordered logistic regression, I test whether the POUM effect is influenced by the riskiness of the individual's environment or political beliefs. The results suggest that the POUM effect holds independent of the riskiness of the environment but is conditional on political beliefs. This report explores one potential solution to the mounting home care labor shortage in New York State: substantially raising wages for the state's home care workers. The analysis presents detailed projections, based on the best available data, of the economic effects of such an intervention, estimating the costs and benefits that would result. We find that public funding to raise home care wages would require significant resources, but those costs would be surpassed by the resulting savings, tax revenues, and economic spillover effects. The net economic gain would total at least $3.7 billion. Lifting wages would also help fill nearly …

The first chapter analyzes the stock market transmission channel of the monetary policy of the Turkish economy not only at the aggregate but also at the sectoral level in a structural vector autoregression (SVAR) framework. I adopt alternative variables as a policy instrument. When the spread is used as a policy instrument, I find that contractionary monetary policy has a significant negative effect on both output and the price level and it appreciates the Turkish Lira. The discrepancy between the high demand for annuities predicted by economic theory and the empirical low holdings of these assets, known as the annuity puzzle, is still not completely understood in economic studies of retirement finance. This study’s objective is to evaluate the effect of Hurricane Sandy on the long-term mental health of New Yorkers. Health data spanning from 2010-2014 was obtained through the Community Health Survey. Difference-in-differences regressions were employed to evaluate the relationship. The results show Hurricane Sandy had no statistically significant effect on any key mental health variables.

This paper conducts a study of the relative effectiveness of the Home Affordable Modification Program (HAMP) - the primary federal mortgage loan modification program - from early 2009 through 2016. It evaluates U.S. Treasury Department and other data sources, and reviews the recent literature on the relative success of the program. The analysis suggests that HAMP’s success rate in modifying mortgage loans was likely constrained by its voluntary design, a structure that enabled lenders and servicers to prioritize the interests of investors in assessing the risks of modification. During the fiscal crisis of the 1970s, New York City imposed deep budget cuts on the three library systems: the New York Public Library, the Brooklyn Public Library, and the Queens Borough Public Library. As the city cut budgets, the public demanded that libraries be kept open, and elected officials struggled to do both. The Queens Library’s staff was reduced from over 1,100 to barely 700, with branches open only two or three days a week, with one staff serving both. In this paper. we suggest that many budget theories actually are about appropriating and not about budgeting. We trace this development back to the classic budgeting question posed by V.O. Keys in 1940. To clarify the issue, we examine early normative theories of budgeting, and apply many contemporary theories about budgeting to the budgeting process advocated for in this early work. By analyzing current theories, we show that budget theories are, in many cases, simply focused on parts of the budget process or on the role of techniques in decision making.
