Chapter 1 explores the strategic behavior of provincial leaders in China in response to visits by central government leaders. I find that such behavior is correlated with provincial leaders’ personal characteristics and their connections with the visitors. Meanwhile, acting strategically during these visits has a positive and significant effect on overall promotions, but a positive and insignificant effect on promotions to the most important positions in the Politburo.

Due to significant unfunded liabilities, many employer-sponsored retirement plans both domestically and internationally are shifting away from defined benefit (DB) pension plans to defined contribution (DC) plans. This is especially the case in private industry. Many expected that the COVID-19 pandemic would cause the funding status of DB plans to worsen. However, the opposite occurred. This is primarily due to decreased life expectancies and improved financial market performance. We utilize a 2004-2021 dataset that contains state level GDP, revenue, pension, and life expectancy data to study U.S. state DB pension plans. We are able to explain over 80% of the …

The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. Despite decades of investment in agricultural research and rice development, the Philippines continues to face stagnation in domestic rice production. This persistent trend, occurring despite a sizable arable land base and large rural workforce, has contributed to the country’s growing reliance on rice imports to meet national food needs. In response, the government has implemented a tariff-based import system designed to fund domestic productivity improvements. While previous studies have explored the technical and environmental constraints affecting rice production, such as irrigation shortfalls, land degradation, and climate variability, few have examined recent national trends using regionally disaggregated data alongside qualitative insights. …

Criminal Behavior Responses To Changing Penalties: Estimating The Impact Of Felony Theft Threshold Changes, Ezra R. Simmons

This study estimates how criminal behavior changes in response to shifts in felony theft thresholds, contributing to broader evidence on the deterrent effects of criminal penalties. Using detailed incident-level crime reports, this study applies econometric techniques to evaluate how offenders responded to reduced penalties. Analyzed within is California’s Proposition 47, which raised the felony threshold for theft-related offenses from $450 to $950. The results show a significant increase in low-level shoplifting (approximately 21%) and more substantial rises (approximately 24% to 30%) in crimes within the threshold overlap ($450 to $950). How do Digital Technologies (DT) affect the quality of governance and institutions in ASEAN? We address this question through employing a panel data technique on 10 ASEAN countries over the period between 1996 and 2022. The findings reveal that DT are influential in the quality of governance and institutions in these countries. Specifically, fixed broadband subscriptions, individuals using the internet, and mobile cellular subscriptions are vital in promoting good governance and quality institutions in ASEAN. The first chapter explores the impact of online education on student outcomes by comparing students pre-2020 school closures to students post-2020 school closures. Using student-level panel data from a large U.S. school district spanning 2017-2023 and two outcome variables, reading tests and end-of-level exams, I estimate the effects on different demographic groups, the dynamics of these effects over time, and how these effects differ across students ages. I find a significant decline in student performance after the move to online learning, with additional adverse effects on students who are classified as low-income, female, special education, or ELL. This thesis examines the effect of discriminatory housing policy on current asthma rates in California cities. This study uses boundary design and propensity score methodologies to analyze asthma-related emergency department visits in census tracts with corresponding appraisal grades from the Home Owners’ Loan Corporation maps. The results indicate significantly higher asthma burdens in grade D (redlined) census tracts compared to grade C tracts, even when controlling for present-day pollution concentrations, with historically redlined tracts experiencing an average of 26.88 additional emergency department visits per 10,000 residents. This paper investigates the impact of small dollar mortgage lending on housing affordability and homeownership in the United States. Using data on small dollar mortgage lending at the state level from the USDA Section 502 Lending Program and data on housing affordability and homeownership at the household level from the American Community Survey, I show that an increase in the number of small dollar mortgage loans per-capita at the state level is positively associated with homeownership and housing affordability, particularly for low income households and non-white households. The research method used is descriptive-qualitative with a field study approach. The data used came from interviews and literature studies. This paper presents new evidence on the effects of school autonomy over personnel, budgeting, and curriculum on student achievement. I use the 2022 Programme for International Student Assessment (PISA) data, a survey and assessment of students and schools in over 80 countries along with panel data methods. The empirical findings suggest that a greater degree of autonomy over schooling decisions improves achievement in math, science, and reading. However, these improvements are most pronounced in more developed countries.

Communities throughout the United States face a public safety concern in providing fire protection and emergency medical services (EMS) due to the nationwide decline in volunteerism. Two-thirds of the nation’s 30,000 fire departments are volunteer-run, and since 2015, the number of volunteer firefighters has declined from 814,850 to 682,600. EMS organizations face an equally daunting dilemma with up to a 55% attrition rate in emergency medical technicians and paramedics. Pennsylvania has been especially hard hit. This paper presents empirical evidence that pork barrel spending, as a best proxy for targeted spending through legislative coalition formation, is significantly affected by the party homogeneity among congresspersons of a given state. Moreover, the magnitude of homogeneity, when measured as uniform or non-uniform, carries larger magnitude than a state delegation’s congruence in either chamber with the current majority party. The result suggests that coalition value is a major motivator of U.S. congressional budgeting.

The COVID-19 pandemic caused a nationwide shutdown, dragging the US into a recession. To combat the effects of the pandemic on the economy, Congress created the Paycheck Protection Program (PPP) with the focus of preserving jobs and providing liquidity to small businesses. PPP created low-interest, forgivable business loans with forgiveness tied to a few benchmarks, providing a de facto cash transfer to small businesses. Did PPP preserve jobs? When examining Mississippi, this paper shows that counties with high cyclical unemployment participated more intensely in the program. There exists a sizeable literature studying IPV that occurs during or after stressful events (such as a sports team loss), and a considerable non-economics literature examining election-related stress. This paper empirically studies the impact of broadband infrastructure on regional innovation and the related spatial effects, using China's provincial data from 2006 to 2016. The findings show that China’s broadband infrastructure positively impacts regional innovation, indicating a significant spatial spillover effect among adjacent regions. The results of the panel SARAR model indicate that broadband infrastructure has a national wide space aggregation effect and further suggests that regionally, broadband infrastructure will significantly absorb innovation from the adjacent region and promote the spatial aggregation of innovation in economically developed areas.

Police Union Membership And Lethal Use Of Force, Scott Barger

I examine the Fraternal Order of Police union presence in cities as an explanation for the lethal use of violence. Using a novel dataset of FOP union presence, I utilize a simple log OLS linear model to explore the relationships between FOP unions and lethal use of force. I find robust evidence that FOP unions have higher incidences of death at the hands of police, compared to cities without a FOP union. Exposure to FOP leads to an increase in baseline risk of death by police by 17%. This effect increases for larger cities.
