Revenue Sources For State And Local Governments: Criteria For Choice, Philip Favero Dec 1979

Revenue Sources For State And Local Governments: Criteria For Choice, Philip Favero

Economics Staff Paper Series (1969 - 2017)

Citizen dissatisfaction with taxes is a theme which has recurred often in American history--from the Tea Party at Boston to Proposition 13 in California. As before, tax dissatisfaction in its current form is prompting changes in: the level of government expenditures; the mix of revenue sources used to finance expenditures; and the structure of institutions created to provide public services. Much of the local tax reform effort is focused on state and local finance systems and especially on the real property tax. Citizen participation in reform efforts is an example of democracy in action. Yet, the quality of reforms achieved …

Nigeria's Economic Outlook, B. U. Ekong Sep 1978

Nigeria's Economic Outlook, B. U. Ekong

Bullion

The immediate post-war era brought into the Nigerian economy some of the most significant structural transformations ever imagined. From a position of dominant dependence on agriculture, the Nigerian economy swang over to that of dominant dependence on crude petroleum production for foreign exchange earnings, for government revenues and as the main source of incomes for investment, trade and general economic development. The article therefore reviews the post war policies covering 1973 to 1977. The paper further discusses Nigeria's economic outlook while focusing on fiscal outlook, exchange control measures, petroleum export, private sector investment, income policy, monetary and fiscal policy measures.

A Comparison Of Defense And Welfare Spending In The United States And The United Kingdom, 1946-1976, James L. Clayton Mar 1977

A Comparison Of Defense And Welfare Spending In The United States And The United Kingdom, 1946-1976, James L. Clayton

The Journal of Sociology & Social Welfare

One of the most important and absorbing questions of our time is whether governments should extend or retrench their efforts toward assisting people who do not seem to be able to make it on their own. Those who believe that governments should expand their programs to help the needy argue that a compassionate and affluent society has both the ability and the responsibility to do so; those who believe that governments have already pushed too far and too fast argue that the advance of the welfare state must be halted. Closely related to this basic disagreement is the question whether …

Money, Expectations And The Existence Of A Temporary Equilibrium, Bryce Hool Oct 1976

Money, Expectations And The Existence Of A Temporary Equilibrium, Bryce Hool

Research Collection School Of Economics

The article presents information on money, expectations and the existance of a temporary equilibrium. If money and financial assets are to be integrated into general equilibrium theory, it is apparent that the classical Arrow-Debreu framework must be modified. As long as all trading takes place essentially at some initial point in time, with each individual subject only to a present value budget constraint, there is no place in the system for money, either as a medium of exchange or as a store of value, even if uncertainty about future states of the world is introduced as in G. Debreu's work, …

Private Markets And Social Control, Lloyd D. Orr Oct 1974

Private Markets And Social Control, Lloyd D. Orr

IUSTITIA

The continuing failure of society to deal adequately with its problems has led to criticism that goes beyond the imperfections of a fundamentally sound social organization. Individual economic incentive and private markets, the basics of our economic organization, are condemned as inherently destructive of desirable social goals. It may be that such criticism is naive with respect to the basic history of economic organization and the prospects for meaningful alternatives. It also may be that the "solutions" offered are frequently more authoritarian than the critics allege the present system to be. We are still left to ponder the vital, long-standing, …

External Diseconomies In Competitive Supply: Comment, George A. Hay, John J. Mcgowan Sep 1973

External Diseconomies In Competitive Supply: Comment, George A. Hay, John J. Mcgowan

Cornell Law Faculty Publications

In a recent article in this Review, Charles Goetz and James Buchanan (G-B) assert that " . . . the standard description of misallocation in the presence of external production diseconomies is misleading . . . " because these externalities produce a ". . . combination of exchange-inefficiency with production-inefficiency [which ] renders the construction of correction devices much more difficult" (p. 889). Stated otherwise their contention is that with external diseconomies that are internal to an industry, i.e., those that each firm in an industry inflicts on other firms in the same industry, a competitive regime in the presence …

An Analysis Of Land Values In Bowling Green, Kentucky, James Frymark Aug 1972

An Analysis Of Land Values In Bowling Green, Kentucky, James Frymark

Masters Theses & Specialist Projects

Hypothesis 1. Land values and distance from the central business district are inversely related.

This hypothesis proved to be true for the city of Bowling Green. Although there was no pronounced peak of land values as found in many of the larger cities, there was found in the central business district the highest land values in the city. This particular theory is applicable to Bowling Green and probably other cities of the same size.

Hypothesis 2. Land values and distance from the nearest shopping center are inversely related.

Because the first attempt at testing this relationship was considered invalid for …

W. S. U'Ren And The Fight For Government Reform And The Single Tax: 1908-1912, David Elvin Lindstrom Jan 1972

W. S. U'Ren And The Fight For Government Reform And The Single Tax: 1908-1912, David Elvin Lindstrom

Dissertations and Theses

In the study of Oregon politics, the importance of developments in the early twentieth century have been largely overlooked by popular historians. As a result, many have lost the perspective of the sweeping reforms that reformers presented to Oregon's electorate. Another complicating factor is that voters dealing with the issues during the period had such disparaging attitudes towards some of the reforms, that no thought was given to preserving their memory for future generations. In addition, the personal papers of W. S. U'Ren, Oregon's leading reformer, are not available. This makes perspective even more difficult. Therefore, the research problem is …

Import Controls On Foreign Oil: Tariff Or Quota?, George A. Hay Sep 1971

Import Controls On Foreign Oil: Tariff Or Quota?, George A. Hay

Cornell Law Faculty Publications

During the recent deliberation of the Cabinet Task Force on Oil Import Controls, considerable attention was devoted to the question whether, regardless of the level of imports which should be allowed, the control should take the form of a quota or a tariff. Occasionally reference was made to a well-known equivalence theorem which holds that when there is perfect competition in the product market a tariff will generate a volume of imports which, if alternatively set as a quota, produces an identical discrepancy between foreign and domestic prices. Therefore, other than the transfer of revenues from quota holders to the …

Government Revenue And Expenditure In 1965, Research Department Jun 1966

Government Revenue And Expenditure In 1965, Research Department

Economic and Financial Review

This article examined government revenue and expenditure in Nigeria for the year 1965. It first identified the role of the budget in Nigeria which include enhancement of economic growth, particularly since the National Development Plan came into force in 1962. The article noted that the fiscal policy of the federal government in 1965 was geared to the attainment of the two objectives of raising more revenue, and of reducing pressures on the balance of payments. Towards this end, federal government aggregate revenue in 1965 amounted to £160.5 million, £22.7 million or 16.4 per cent higher than in 1964. However, federal …

Central Bank Of Nigeria Annual Report And Statement Of Accounts For The Year Ended 31st December 1965, Central Bank Of Nigeria

CBN Annual Report

CBN Annual Report and Statement of Accounts for 1965 discussed the economic performance of Nigeria with emphasis on inflation rate, GDP growth, exchange rate stability, banking sector performance, monetary policy, financial stability, fiscal policy, and regulatory updates. Two major developments dominated the world economic scene in 1965. One was the overall slowdown of economic expansion in most industrialized countries. The other was the overall contraction in the growth rate of world trade and in the flow of international capital. Due to the problem of balance of payment disequilibrium, the industrialized countries intensified economic measures to achieve internal stability and equilibrium …
