Nepal’s constitutional commitment to a “socialism-oriented” state places social justice, equitable access to resources and housing, and protection of marginalized populations at the center of national development discourse. However, persistent landlessness, informal settlements, unemployment, youth outmigration, and unequal access to infrastructure reveal a significant gap between constitutional aspirations and socioeconomic realities.

Who is enlisting in Fiscal Year 2025, and what state-level characteristics are associated with military enlistment rates, service selection, and recruit quality? This study documents the geographic landscape of U.S. military accessions during a period of recruiting recovery, filling a gap in the literature by providing a current, empirical description of who enlists and from where in today’s All-Volunteer Force. Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. Moving beyond technology-centered theories of digital transformation, this thesis examines the institutional and governance factors shaping digital public service delivery in Egypt. It analyzes how governance structures, data governance arrangements, and interoperability frameworks influence the extent to which digital transformation initiatives result in integrated, scalable, and citizen-facing public services. Using a qualitative research design, the study draws on an analysis of relevant policy and program documents and semi-structured interviews with key stakeholders involved in digital transformation initiatives in Egypt. Given contemporary changes to federal budget priorities and recent challenges to federal food access funding, this research explores the potential benefits of entrusting state-level and municipal-level policymakers with food access policy. More specifically, this research suggests that “localizing” food access has the unique benefit of not just addressing the affordability of food, but the physical accessibility of it. As observed in the previous literature and expounded upon here, food provisioning requires consideration of nutrition, physical accessibility, and financial affordability. I examine how financial education shapes students’ financial knowledge, college financing decisions, and longer-term financial behavior.

The first chapter studies whether taking high school financial education in Kentucky affects students’ college financing decisions using linked administrative records on high school course-taking and postsecondary financial aid. Using school-level financial education course availability as an instrument, the chapter evaluates whether exposure to financial education is associated with differences in student loan borrowing and receipt of need-based aid.

But many Indigenous communities in remote northern regions of Canada still face disproportionately elevated levels of food insecurity due to climate change radically altering the availability for traditional foods, colonial food policies imposing Western diets, and the high costs of transporting store-bought foods. This report summarizes the results from the sixteenth year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally representative sample of 2,539 respondents completed the online survey from February 3 to February 27, 2025. The questions test public opinions about raising the federal gas tax rate, replacing the federal gas tax with a new mileage fee, and imposing a mileage fee just on commercial travel. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Despite decades of investment in agricultural research and rice development, the Philippines continues to face stagnation in domestic rice production. This persistent trend, occurring despite a sizable arable land base and large rural workforce, has contributed to the country’s growing reliance on rice imports to meet national food needs. The 2024 Indonesian presidential election marked a striking realignment as Prabowo Subianto—a former opposition leader—secured victory with the tacit endorsement of outgoing President Joko Widodo (Jokowi). This study investigates how the enduring popularity and policy achievements of Jokowi shaped voter preferences in favor of Prabowo, effectively positioning the election as a referendum on political continuity. Building on theories of economic voting and retrospective performance evaluation, the analysis explores the impact of district-level economic indicators, social media penetration, ideological orientation, social assistance distribution, and sociocultural characteristics on electoral outcomes. This study examines the impact of intensity of household debt on domestic violence (DV) towards children in Indonesia. There is a positive relationship between the amount of household debt and the likelihood of domestic violence towards children based on literature review. This research uses a quantitative method with multinomial logistic regression analysis. The results of this study indicate that households with more than one household debt are correlated with an increased likelihood of both psychological and physical domestic violence towards children compared to the likelihood of no domestic violence, both before and after controlling variables added.

Additionally, from the data available, the CARES Act seems to not have had any long run effects on income inequality in the US. Although, I would recommend more research on the CARES Act’s long-run effects when more data become available as time passes.

Using social accounting matrix, this study examines the impact of energy transition plan and subsidy reform on economy, society and environment through three scenarios: business-as-usual scenario (Sim1), energy transition (Sim2) and phasing-out (Sim3). Sim2 and Sim3 are conducted without subsidy transfer (Sim2 & Sim3) and subsidy transfer for financing renewable power plants (Sim2.1 & Sim 3.1). Government institutions often face a dilemma in providing goods and services: whether to ‘outsource’ or manage them ‘in-house’. Large-scale public services typically require complex contracts to ensure successful project completion. This study examines the dynamics of relational governance and power shifts that lead to contract failure using a mixed-method approach applied to a complex public service project in Jakarta, one of the largest metropolitan areas in the world. The findings indicate that a contractual win-win outcome can be achieved with strong governance rules, particularly relational governance. Indonesia allocates substantial intergovernmental transfers to local governments; nonetheless, the decrease in poverty remains limited. This dissertation posits that the binding constraint is institutional, specifically the regulations and incentives that dictate the extent to which funds are allocated from the government to designated programs. Institutional pass-through refers to the fraction of a transfer that is allocated to a program expenditure. The three essays integrate estimation, budget composition evidence, and a formal model to explain both modest average effects and heterogeneity across regions and programs.

The Bronx, despite its proximity to the other boroughs of New York City, has the highest poverty rates among them. Using data from 2010 to 2022, this study examines the socioeconomic disparities between the Bronx and Brooklyn, Manhattan, Queens, and Staten Island. Key indicators analyzed include poverty levels, SNAP benefits, unemployment rates, median income, educational attainment, homeownership rates, business creation, and GDP per capita. Our study reveals that the Bronx has the highest poverty, unemployment, and SNAP benefit dependency rates, lower educational attainment, and the lowest median income and homeownership rates. He also negotiated with the Canadian Auto Workers (CAW), a union that included Tier 1 auto parts suppliers for all the major auto manufacturers worldwide. Indonesia finds tax amnesty as a reliable funding alternative to develop a sustainable economy. Since 1964, Indonesia has implemented five tax amnesty programs. The latest two programs would offer lower amnesty compensation rates if taxpayers repatriated offshore assets back to Indonesia. However, the tax amnesty repatriation policy merely contributed minimal amounts of repatriated assets and low number of participants. This dissertation comprises three essays that collectively explore the intricacies of subnational public finance in Indonesia: vehicle tax amnesty, property tax competition, and corruption. The research aims to understand the dynamics shaping fiscal policies at the subnational level.

In the first essay, I examine vehicle tax amnesty programs in Indonesia that have been very popular in dealing with high delinquency rates. From 2008 to 2020, provincial amnesties occurred every 2.5 years on average. Using the variation in the timing of the province’s amnesty adoptions, I estimate the effect of vehicle tax amnesty on vehicle tax revenue using difference-in-differences. The short-run …
