The Role Of Royalties In Resource Extraction Contracts, Robert F. Conrad, Robert Bryce Hool, Denis Nekipelov

Research Collection School Of Economics

The manner in which governments charge mineral resource producers has been the subject of considerable debate. Income-based charges such as resource rent taxes have been advocated on the theory that royalties and other output-based charges create inefficiency by distorting production decisions. Using a principal-agent approach to resource contracts, separating asset ownership from asset use, we demonstrate that royalties can be efficient under conditions of certainty and also when there is uncertainty and asymmetric information. Royalties serve a key pricing purpose, signaling the marginal impact of extraction on the residual value of reserves and surrounding land or sea.

The effect of changes in fiscal policy for open economies are distinct and different from their effects in closed economies. The main idea behiend this dissertation is to examine why and how these differences affect the choice of fiscal instrument designed to provide stimulative effects to an open economy in a currency union. While Nebraska’s large farming sector has stabilized, it will not contribute much to economic growth during the forecast period. Job growth also will be sluggish in transportation, retail trade and state and local government. Job growth, however, will be stronger in the services, finance, manufacturing and construction. Projected growth rates for 2018 to 2020 are presented in Table 1.

This dissertation is consist of three empirical studies in economics. The first part empirically examines the effect of universal pre-k on labor force participation of fertility age women in Oklahoma. I investigate the policy effect from both theoretical and empirical perspectives. I apply the synthetic control method (SCM) to the Current Population Survey (CPS) data to identify the causal relationship between universal pre-k and female labor outcomes. I find that universal pre-k increases labor supply of women aged 25 to 45 in Oklahoma. The second empirical study focuses on how the birth outcomes of US children respond to exposure to …

This dissertation analyzes the comparisons between unit and ad valorem tax in two different industries.

Chapter 1 considers an industry with one upstream monopolist and a fixed number of asymmetric downstream firms. I compare market outcomes from unit and ad valorem tax under three pricing schemes that the upstream monopolist can use, uniform pricing, third-degree price discrimination, and two-part tariffs. I find that ad valorem tax is always tax revenue preferred to unit tax when both are charged at the same layer as long as profit margin is positive. One of major policies of Indonesia Decentralisation is the adoption on various type of revenue sharing among provinces and local governments and also the devolved of taxes to lower level government in particular to the province level. Challenges of policy toward higher degree of revenue autonomy, is that an increase in revenue sharing as well as devolved taxes would enhance economic disparity among regions. Further, our finding shows that different types of revenue sharing seem to have different effect on intra-province economic disparity.

Can Risk Models Extract Inflation Expectations From Financial Market Data? Evidence From The Inflation Protected Securities Of Six Countries, Arben Kita, Daniel L. Tortorice

We consider an arbitrage strategy which exactly replicates the cash of a sovereign inflation-indexed bond using inflation swaps and nominal sovereign bonds. The strategy reveals a violation of the law of one price in the G7 countries which is largest for the eurozone. Testing the strategy's exposure to deflation, volatility, liquidity, economic and policy risks suggests that the observed pricing differential is an economic tail risk premium which is more pronounced in the eurozone. We conclude that inflation expectations implied by models that view this pricing differential as compensation for risk are likely to be accurate and useful for policy-making.

The Consumer Confidence Index – Nebraska (CCI-N) fell to 101.6 in February from a value of 115.2 in January. The February value remains above the neutral level of 100.0. The Business Confidence Index – Nebraska (BCI-N) fell to 107.4 In February from 112.2 in January.
