This paper examines the impact of net operating loss (NOL) carryforwards on the tax implications of corporate capital structure. Leveraging the Tax Cuts and Jobs Act of 2017 (TCJA), the largest tax reform in four decades, this paper investigates the effect of NOL carryforwards on firms' sensitivity to tax reforms. The Deferred Action for Childhood Arrivals (DACA) program, implemented in 2012, has been a subject of intense debate. While much research has examined the early effects of DACA, this study contributes to the literature by analyzing more recent data on the labor and educational outcomes of DACA recipients in California. Using a difference-in-differences approach, I aim to uncover significant changes in the labor market and educational outcomes of DACA recipients over time. I find those eligible for DACA experienced noteworthy effects compared to those who were ineligible. Specifically, they exhibit a significant 3.1 percentage point increase in the likelihood of …

The COVID-19 pandemic caused a nationwide shutdown, dragging the US into a recession. To combat the effects of the pandemic on the economy, Congress created the Paycheck Protection Program (PPP) with the focus of preserving jobs and providing liquidity to small businesses. PPP created low-interest, forgivable business loans with forgiveness tied to a few benchmarks, providing a de facto cash transfer to small businesses. Did PPP preserve jobs? When examining Mississippi, this paper shows that counties with high cyclical unemployment participated more intensely in the program. Does Low-Income Housing Change Neighborhoods? Evidence From The Low Income Housing Tax Credit Program, Maria Dikler

This paper examines how LIHTC developments affect a census tract's characteristics. The results indicate that tracts with LIHTC developments have increased education, poverty, diversity, renters, and multi-family buildings. These tracts also have decreased household incomes and rents. However, the study reveals no significant effects on labor force participation or employment.

Heterogeneous Effects In The Prospects Of Upward Mobility Hypothesis: The Roles Of Risk And Political Beliefs., Nathaniel Badalov

I test for heterogenous effects in the Prospects of Upward Mobility (POUM) hypothesis framework. This framework suggests that individuals who are poorer than average but expect to become richer than average support less redistribution. Using a survey of households in primarily transition economies - Life in Transition Survey (LiTS2) and ordered logistic regression, I test whether the POUM effect is influenced by the riskiness of the individual's environment or political beliefs. The results suggest that the POUM effect holds independent of the riskiness of the environment but is conditional on political beliefs. A large amount of social and economic resources go towards the cost and maintenance of correctional facilities each year. Additionally, the current correctional programs are insufficient in assisting inmates with getting back to society; especially those with traumatic brain injury (TBI) who often remain undiagnosed and are usually treated unfairly in the prison system instead of receiving the appropriate help. Eight U.S. states have enacted legislation that mandates high school seniors to act on the Free Application for Federal Student Aid (FAFSA) before graduation. At least 10 other states are considering implementing similar FAFSA requirements. While proponents of the law believe it will affect postsecondary education and the workforce positively, dissenters argue that the policy is an unfunded mandate that taxes students and parents without offering adequate resources. This article synthesizes existing literature related to policy-related nudge campaigns to provide an Extension-led, cost-effective strategy to achieve the FAFSA mandate’s goal and improve citizens’ FAFSA completion behavior.

In this paper, I explore explanations for and effects of variation in stringency in occupational licensing requirements across states. Focusing on data on cosmetology, I first analyze the effect of characteristics of the professional licensing board, including its membership composition and department within the state government, on the regulations the board implements. I find evidence that the department of a board impacts its licensing fees, with health-based departments requiring lower fees than commerce- and general licensing-based departments. The purpose of this research is to analyze the impact of Conditional Social Assistance of Program Keluarga Harapan (PKH) on School Age Educational Participation in Indonesia. Population in this research were all household (HH) with children aged 7 to 18 years. Data was obtained from the National Socio-Economic Survey in 2018 and 2018 Village Potential. Data refers to the use of Net Enrollment Rate (NER). Data was clustered into the group of ES, ES-JHS, and ES-SHS. Technical analysis used is binary logistic regression. The results indicate that PKH has an effect in increasing the School Age Educational Participation in Indonesia.

After the global financial crisis, Asian banks shifted funding from core to non-core liabilities. This study examines the impact of NCL on bank lending channels in Indonesia. Analyzing data from 95 banks during 2010-2019, the study finds that loose monetary policy significantly boosts loan growth, while tight policy curbs it across all banks. Higher non-core liabilities weaken lending channels, except for domestic banks. This underscores the central bank's role in using macroprudential tools to manage optimal NCL levels for banks, especially amidst financial innovations and business developments affecting future bank funding access.

"Dual Taxation" in Indian Country happens when a state assesses taxes on private, non-tribal activities or transactions on tribal land in addition to taxes assessed by a tribe. Some analysts suggest that dual (or double) taxation puts tribal governments and citizens at a disadvantage, but the situation may be more nuanced. While dual taxation has been analyzed in depth from a legal perspective, this paper analyzes its economic consequences. With taxation, the stakes can be high. State tax revenues generated on tribal lands are revenues that tribes forgo collecting, limiting the tribal resources available for economic development and social programs. …

While there has been much research on welfare exit and entry into employment, less research has looked at return to government assistance. Applying survival analysis on data from a national government assistance programme in Singapore, we found two important factors of welfare return to which activation programmes need to pay greater attention. First, return was more likely if former beneficiaries accumulated a higher number of types of arrears rather than higher dollar values of arrears. The Integrated Ocean Observing System of the United States provides a large variety of oceanographic and related data at no charge through 11 Regional Associations. Since the data is distributed without price it is difficult to determine the economic value of the data. That value is useful in explaining and justifying the investment in ocean observing. This study applies discrete choice modeling to determine valuation of the data for users of data through the RA websites. The Philippine economy grew 7.2 percent, featuring robust growth despite facing domestic challenges. Fourth quarter growth reflected a more optimistic consumer sentiment as the economy continued to open up. Economic growth in Q4 2022 was 7.2 percent year-on-year and 17.1 percent quarter-on-quarter (q-o-q), showing the Philippines’ consistent effort to create a positive growth outlook for the economy (see Table 1). Year-on-year growth exceeded the median analyst forecast of 6.8 percent despite accelerating inflation and growing food security issues.
