How Big Is Your Share Of Government Debt?, Dean D. Croushore Nov 1990

How Big Is Your Share Of Government Debt?, Dean D. Croushore

Economics Faculty Publications

In evaluating the government's financial position, taxpayers need to account not only for its debt, but also for its ownership of tangible assets. Each taxpayer has a share of the government's net worth that is positive; however, the share was larger 10 years ago. While the real net debt tripled, this huge rise in government indebtedness generated no similar gain in government assets. Taxpayers will be paying interest on this debt with little hope of higher future returns from government assets to help pay it off. It is recommended that the government adopt a capital-budgeting system. This system would change …

Evaluating Corporate Average Fuel Economy Mandates: An Exploratory Cost-Benefit Analysis, Hans G. Schmeits Jan 1990

Evaluating Corporate Average Fuel Economy Mandates: An Exploratory Cost-Benefit Analysis, Hans G. Schmeits

Masters Theses

Vehicle fuel economy has become the object of intense government regulation in the last two decades. In 1975, Congress legislated Corporate Average Fuel Economy (CAFE) standards for all new cars produced after the 1978 model year. Today, Corporate Average Fuel Economy regulations are being criticized as overly strict in an era of falling gasoline prices. This study provides an assessment of the costs and benefits of the controversial CAFE program and empirically analyzes its effects. The author concludes that the increase in fleet fuel economies, across the line, is approximately what one should have expected given the rise in real …

Alternative In Industrial Development By H. H. De Haan, New Delhi: Sage Publication, 1988., S N Chary

IIMB Management Review

This is the first volume in a series of studies sponsored under the Indo-Dutch Programme on Alternatives in Development, the programme being jointly implemented by ICSSR, New Delhi and IMWOO, The Hague. Essentially, the study presented in this volume is an evaluation of the main sugar technologies by means of economic analysis. It mostly confines itself to the evaluations and comparisons between the modern vacuum pan sulphitation (VPS) process, used in the Indian sugar mills, and the open pan sulphitation (OPS) process which is an intermediate technology and an alternative to the large-scale VPS Process.

Planning: New Imperative, Abid Hussain Dec 1989

Planning: New Imperative, Abid Hussain

IIMB Management Review

Planning must take note of the fact that while the economy is integrating, the indian polity is fragmenting and society is becoming more divisive. The fragmentation of polity and assertion of separate group or community identities are perhaps a part of an inescapable process. How this fragmentation and divisive aspects of society are to be managed in a national perspective, is an
the emerging challenge for planning.

The need right now is to stimulate further growth. Without higher growth, we will end up only redistributing poverty. Taking into account the growth performance of the Indian economy since 1980. It is …

Welfare Implications Of Hdb Policy On The Public Housing Price Gradient, Sock Yong Phang Oct 1989

Welfare Implications Of Hdb Policy On The Public Housing Price Gradient, Sock Yong Phang

Research Collection School Of Economics

In Singapore, extensive government intervention in the housing market has resulted in much deviation from assumptions made in the simple neoclassical urban models. The monocentric model of urban structure is extended to incorporate a subsidized public housing market in which the government-determined price gradient is flatter than the private housing price gradients. The propositionthat the utility of public housing households varies inversely with residential location distance from the CBD is empirically tested by estimating net returns to public housing using resale market data. It was found that net returns decreased with distance from the CBD.

The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore Apr 1989

The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore

Economics Faculty Publications

Single-equation estimation of the consumption function often is used in testing the Ricardian equivalence theorem. This approach may be misleading, as effects on interest rates usually are ignored. This paper proposes simultaneous estimation of consumption and investment equations, with the interest rate serving to equilibrate the market. Five existing studies are replicated and subjected to sensitivity tests. The results show that the interest rate is important in the consumption function. The Ricardian equivalence theorem is tested, but the results are mixed.

Instructions For Using Crop Insure, Bart Wittnebel, Gerald Toland, Burton Pflueger

Economics Staff Paper Series (1969 - 2017)

This publication is intended to assist users of the CROP INSURE computer software developed by the American Association of Crop Insurers. Crop insurance will continue to be an important consideration for South Dakota agricultural producers. The decision to purchase crop insurance or find alternative ways to protect the crop production expenditure investment will have to be made by each individual producer. The economic considerations of this decision will vary by each producer, by crop, by field, and by yield history. The CROP INSURE computer software program is designed to assist in making this decision. These instructions were partly adopted from …

Welfare Workers As Surplus Population: A Useful Model?, Paula Dressel, Mike Sweat, Michelle Waters Mar 1988

Welfare Workers As Surplus Population: A Useful Model?, Paula Dressel, Mike Sweat, Michelle Waters

The Journal of Sociology & Social Welfare

Analysts of organizational and employment issues in social welfare are in need of a more critical orientation for framing debate. We propose that an understanding of welfare workers as surplus population offers critical insights into a number of longstanding welfare concerns, including political coalitions, professional standards, and worker burnout. Empirical evidence is presented to undergird the credibility of the surplus population argument.

Government Financial Policy And Capital, Dean D. Croushore Oct 1987

Government Financial Policy And Capital, Dean D. Croushore

Economics Faculty Publications

Economists have long been concerned about the best way to finance government deficits. Finding the proper fiscal policy and monetary policy mix is a crucial decision. When government debt grows too fast, interest rates rise and capital is crowded out. If the money growth rate is excessive, inflation occurs.

The study of this issue at the theoretical level requires a model which incorporates the following features: (1) modeling money and bonds as endogenous financial assets, whose rates of return are determined in general equilibrium, (2) examination of the utility maxi mization decisions of individuals, so that welfare analysis of alternative …

An Appraisal Of Public Sector Financing Of Agricultural Development In Africa With Particular Reference To Nigeria, J. O. Osakwe, M. O. Ojo Jun 1986

An Appraisal Of Public Sector Financing Of Agricultural Development In Africa With Particular Reference To Nigeria, J. O. Osakwe, M. O. Ojo

Economic and Financial Review

The paper discusses, largely using Nigeria as a case study, three sets of issues relating to public sector role in agricultural financing. First, it takes an overview of the agricultural situation in African countries in general and in Nigeria in particular in the last twenty years and suggests the critical factors that should guide government activities for agricultural financing in the light of the general structure of agricultural production. Second, it identifies the types and magnitudes of government assistance in agricultural financing in Nigeria and finally it discusses some of the main problems surrounding the efforts of the government in …

Instability Of Government Revenue And Expenditure In Less Developed Countries, David Lim May 1983

Instability Of Government Revenue And Expenditure In Less Developed Countries, David Lim

Support & Other Units (THEi)

The governments of most less developed countries (LDCs) depend basically on their tax and non-tax revenues to finance their expenditure programmes. Unless countervailing action is taken, instability in government revenue will result in instability in government expenditure. The latter can add considerably to the complexity of fiscal management, which may then render ineffective development planning.1 It can also reduce business confidence and lead to the precautionary discounting of prospective investment returns and so a lowering of the investment level. This note does not attempt to verify the claim that expenditure instability has adverse effects on economic growth. Its aim is …

Government Recurrent Expenditure And Economic Growth In Less Developed Countries, David Lim Jan 1983

Government Recurrent Expenditure And Economic Growth In Less Developed Countries, David Lim

Support & Other Units (THEi)

There is not much support in less developed countries for the hypothesis that recurrent government expenditure is seen as consumption and hence more dispensable than capital expenditure. There is little evidence of a secular decline in recurrent expenditure for a group of 54 less developed countries over the period 1965–1973, nor is there strong evidence of greater instability in recurrent expenditure.

Resource Taxation With Heterogeneous Quality And Endogenous Reserves, Robert F. Conrad, Bryce Hool Aug 1981

Resource Taxation With Heterogeneous Quality And Endogenous Reserves, Robert F. Conrad, Bryce Hool

Research Collection School Of Economics

This paper analyzes the impact of mining taxation on the intertemporal extraction profile for a heterogeneous ore body. The extraction profile specifies both quantities and qualities extracted in each period. Total extraction is thus endogenously determined. The taxes explicitly considered are severance taxes (ad valorem or per unit; on metal or on ore), property taxes, and profits taxes (with depletion allowance). The intertemporal framework integrates economic and geological factors, generating new results on extraction distortions and providing qualification or reconciliation of previous diverse results in this area.

Taxpayers Rights Amendment: A Sequel To Dakota Proposition?, Philip Favero Jan 1981

Taxpayers Rights Amendment: A Sequel To Dakota Proposition?, Philip Favero

Economics Staff Paper Series (1969 - 2017)

During their campaign against Dakota Proposition, some of the opponents to that proposed constitutional amendment indicated their interest in a substitute measure to limit taxes in South Dakota. The substitute would involve, they stated, tying South Dakota taxes to the rate of inflation. An example of this kind of measure know as the Taxpayer's Rights Amendment" has been written and may be presented as a petition to change the South Dakota Constitution in a future general election. This Staff Paper includes a brief introductory analysis of the "Taxpayer's Rights Amendment." Suggestions for future research are also offered should the proposed …
