งานวิจัยนี้ศึกษาประสิทธิภาพของมาตรการในการควบคุมมลพิษจากรถยนต์ และอิทธิพลของมาตรการในการควบคุมมลพิษจากรถยนต์ ที่ส่งผลกระทบต่อตลาดและอุตสาหกรรมการผลิตรถยนต์ที่นั่งส่วนบุคคลในประเทศไทย โดยศึกษาจากข้อมูลมลพิษในรถยนต์ โดยใช้ข้อมูลมลพิษและอุตสาหกรรมรถยนต์ในปี พ.ศ. 2554 ถึง 2565 โดยจะทำการแบ่งชุดข้อมูลออกเป็นสองช่วงคือช่วงระหว่าง พ.ศ. 2554 ถึง 2558 และ ช่วงระหว่าง พ.ศ. 2559 ถึง พ.ศ. 2565 ซึ่งเป็นช่วงก่อนและหลังผลกระทบภายหลังการเปลี่ยนแปลงจากการดำเนินนโยบายส่งเสริมการใช้งานรถยนต์ประหยัดพลังงานและเป็นมิตรต่อสิ่งแวดล้อมของประเทศไทย พบว่า ปริมาณการปล่อยก๊าซซัลเฟอร์ไดออกไซด์ (SO₂) ก๊าซไนโตรเจนไดออกไซด์ (NO₂) ก๊าซคาร์บอนมอนอกไซด์ (CO) หลังจากการบังคับใช้นโยบายมีแนวโน้มลดลงอย่างมีนัยสำคัญ สวนทางกลับก๊าซคาร์บอนไดออกไซด์ (CO₂) กลับเพิ่มขึ้นในช่วงเวลาเดียวกัน ถึงแม้ในช่วงปี 2563 ประเทศไทยจะเผชิญกับปัญหาการระบาดของโรคโควิด 19 แสดงให้เห็นว่ามาตรการทางกฎหมายที่มุ่งควบคุมมลพิษจากรถยนต์ของประเทศไทยนั้นไม่ส่งประสิทธิภาพเท่าที่ควร หากแต่แสดงให้เห็นถึงการเปลี่ยนแปลงของพฤติกรรมการเลือกซื้อรถยนต์ที่มีการเปลี่ยนแปลงจากเครื่องยนต์เบนซินเป็นเครื่องยนต์ดีเซล เครื่องยนต์ไฮบริด และยานยนต์ไฟฟ้า (EV) มากขึ้น

การศึกษาวิจัย เรื่อง ผลกระทบ ข้อจำกัด และข้อเสนอแนะเชิงนโยบายของโครงการบัตรสวัสดิการแห่งรัฐ :กรณีศึกษาพื้นที่ อำเภอภูกามยาว จังหวัดพะเยา มีวัตถุประสงค์ 1. เพื่อศึกษาข้อจำกัดและผลกระทบของโครงการบัตรสวัสดิการแห่งรัฐที่มีต่อผู้ถือบัตรสวัสดิการแห่งรัฐในพื้นที่อำเภอภูกามยาว จังหวัดพะเยา 2. เพื่อวิเคราะห์ปัจจัยของผู้ถือบัตรสวัสดิการแห่งรัฐที่ส่งผลต่อข้อจำกัดของโครงการบัตรสวัสดิการแห่งรัฐ ในพื้นที่อำเภอภูกามยาว จังหวัดพะเยา และ 3. เพื่อจัดทำข้อเสนอแนะเชิงนโยบายในการปรับปรุงและพัฒนาโครงการบัตรสวัสดิการแห่งรัฐต่อไป ซึ่งการศึกษาในครั้งนี้มีระเบียบวิธีวิจัยเชิงปริมาณ (Quantitative Research) กลุ่มตัวอย่าง ได้แก่ ผู้ที่ถือบัตรสวัสดิการแห่งรัฐในพื้นที่อำเภอภูกามยาว จังหวัดพะเยา จำนวน 380 คน ใช้แบบสอบถามเป็นเครื่องมือการศึกษาวิจัย และระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research) ใช้วิธีการเก็บข้อมูลโดยการสัมภาษณ์ ผู้นำในพื้นที่ และผู้ที่ได้รับบัตรสวัสดิการแห่งรัฐ ทั้งนี้ในการวิเคราะห์ข้อมูลจากแบบสอบถามใช้สถิติเชิงพรรณนาค่าความถี่ ร้อยละ และการวิเคราะห์ Probit and Logistic Regression เพื่อหาความสัมพันธ์ระหว่างข้อมูลส่วนบุคคลกับผลกระทบเชิงข้อจำกัด ผลการศึกษาวิจัย พบว่า การเข้าร่วมโครงการบัตรสวัสดิการแห่งรัฐ ส่งผลกระทบเชิงประโยชน์อยู่ในระดับมาก ในเรื่องของการช่วยลดค่าใช้จ่ายในการซื้อสินค้าในครัวเรือน แต่ในเรื่องของสวัสดิการค่าเดินทาง และการส่งผลให้รายได้เพิ่มขึ้น มีความสามารถชำระหนี้ และการส่งผลในการเข้าถึงสวัสดิการของรัฐเพิ่มเติม การศึกษาและการพัฒนาอาชีพ ครอบครัว อยู่ในระดับน้อย ส่วนด้านปัจเจกบุคคลภาพรวม อยู่ในระดับปานกลาง และในส่วนของผลกระทบเชิงข้อจำกัด พบว่า สวัสดิการค่าอุปโภคและบริโภคไม่เพียงพอ และสวัสดิการเกี่ยวกับค่าเดินทางไม่ได้ใช้ในพื้นที่ และในส่วนข้อจำกัดด้านรายได้ คือ ยังไม่สามารถนำไปสู่การชำระหนี้ได้ ด้านการเข้าถึงสวัสดิการของรัฐ คือ ไม่ส่งผลให้ได้รับความช่วยเหลือเพิ่มเติม เนื่องจากการใช้สิทธิบางอย่างต้องมีการลงทะเบียน การศึกษาและการพัฒนาอาชีพ คือ ยังไม่สามารถทำให้เข้าถึงแหล่งรายได้ใหม่ได้ จึงนำไปสู่การไม่สามารถเข้าถึงแหล่งเงินทุนภายในระบบได้ โดยภาพรวมการเข้าร่วมโครงการประชาชนจะใช้ค่าใช้จ่าย เกี่ยวกับการอุปโภคและบริโภค ซึ่งใช้จ่ายต่ำกว่าเส้นความยากจน ที่กำหนดเกณฑ์ไว้ที่ 2,710 บาท จึงกล่าวได้ว่า การเข้าร่วมโครงการยังคงทำให้เผชิญกับปัญหาความยากจนอยู่ โดยเมื่อทดสอบหาปัจจัยที่มีผลต่อข้อจำกัด พบว่า ในบริบทพื้นที่มีความแตกต่างเกี่ยวกับ เพศ อาชีพ อายุ บทบาทการเป็นผู้นำครอบครัว จำนวนสมาชิกในครอบครัว ปัญหาหนี้สิน ฯลฯ ซึ่งส่งผลทำให้เกิดข้อจำกัดที่แตกต่างกัน นอกจากนี้ในบริบทพื้นที่ภาพรวมส่วนใหญ่ประกอบอาชีพเกษตรกรรม และอาศัยเป็นครอบครัว มีจำนวนสมาชิกในครัวเรือนตั้งแต่ 3 คนขึ้นไป ความจำเป็นในการใช้สวัสดิการของรัฐ คือ ค่าอุปโภคและบริโภค …

วิทยานิพนธ์ฉบับนี้ศึกษาบทบาทขององค์กรปกครองส่วนท้องถิ่นในการบริหารจัดการขยะมูลฝอยในพื้นที่เขตพัฒนาพิเศษภาคตะวันออก ในจังหวัดชลบุรี มีวัตถุประสงค์หลักในการศึกษาปัญหาและอุปสรรคในการจัดการขยะมูลฝอยขององค์กรปกครองส่วนท้องถิ่นภายในจังหวัด รวมทั้งจัดทำข้อเสนอแนะปรับปรุงแนวทางในการบริหารจัดการขยะมูลฝอยขององค์กรปกครองส่วนท้องถิ่นเพื่อตอบสนองความต้องการของผู้คนในพื้นที่ ซึ่งงานศึกษาใช้วิธีการศึกษาเชิงคุณภาพ ผ่านการทบทวนเอกสาร การสัมภาษณ์เชิงลึกผู้ให้ข้อมูลที่มีความรู้ความเข้าใจด้านการจัดการขยะมูลฝอยในพื้นที่จังหวัดชลบุรี งานศึกษานี้พบว่า หน่วยงานภาครัฐส่วนกลางมีอำนาจเบ็ดเสร็จในการจัดทำแผนสิ่งแวดล้อม รวมทั้งการกำหนดนโยบายและกรอบทิศทางการบริหารจัดการสิ่งแวดล้อมในพื้นที่เขตพัฒนาพิเศษภาคตะวันออก ขณะที่องค์กรปกครองส่วนท้องถิ่นมีบทบาทหลักเป็นผู้นำนโยบายไปปฏิบัติจริง อย่างไรก็ตาม องค์กรปกครองส่วนท้องถิ่นแต่ละแห่งซึ่งมีบริบทที่แตกต่างกัน ไม่สามารถปฏิบัติตามนโยบายที่หน่วยงานภาครัฐส่วนกลางได้อย่างสมบูรณ์ นอกจากนั้น องค์กรปกครองส่วนท้องถิ่นระดับล่างแทบไม่มีส่วนร่วมในกระบวนการจัดทำแผนสิ่งแวดล้อมในพื้นที่ ในขณะที่องค์กรปกครองส่วนท้องถิ่นระดับบนมีบทบาทเพียงการเข้าร่วมประชุมเพื่อรับทราบข้อมูลเพียงเท่านั้น ในขณะที่ ในระดับปฏิบัติหน่วยงานภาครัฐส่วนกลางไม่มีบทบาทโดยตรง แต่เป็นบทบาทขององค์กรปกครองส่วนท้องถิ่นระดับล่างและนิคมอุตสาหกรรมในจังหวัดชลบุรี ซึ่งไม่มีการบูรณาการระหว่างกันแต่อย่างใด โดยองค์กรปกครองส่วนท้องถิ่นระดับล่างต้องรับภาระจากขยะมูลฝอยที่เพิ่มขึ้นจากการขยายตัวของนิคมอุตสาหกรรมและชุมชนเมืองจากประชากรแฝง ซึ่งเพิ่มขึ้นอย่างรวดเร็วในพื้นที่ งานศึกษานี้เสนอให้มีการปรับปรุงขอบเขตอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่น ให้สามารถรวมกลุ่มหรือร่วมมือกับองค์กรปกครองส่วนท้องถิ่นอื่นในลักษณะสหการได้ รวมทั้งเพิ่มความเป็นอิสระให้แก่องค์กรปกครองส่วนท้องถิ่นในพื้นที่สำหรับการบริหารจัดการบุคลากรและเทคโนโลยีสารสนเทศ รวมทั้งการสนับสนุนให้องค์กรปกครองส่วนท้องถิ่นในจังหวัดชลบุรีนำแหล่งรายได้ที่สามารถจัดเก็บได้เอง มาพัฒนาและบริหารจัดการขยะมูลฝอยและดูแลประชาชนในพื้นที่ของตนได้มากยิ่งขึ้น นอกจากนี้ กระทรวงมหาดไทยควรมีบทบาทเพิ่มมากยิ่งขึ้นในการเชื่อมโยงระหว่างหน่วยงานภาครัฐส่วนกลางกับองค์กรปกครองส่วนท้องถิ่น

This paper reviews various sensor technologies for tank inspection, focusing on Light Detection and Ranging (LiDAR) and Hyperspectral Imaging (HSI) as advanced solutions for corrosion detection. These technologies are evaluated alongside traditional methods such as ultrasonic, electromagnetic, and thermographic inspections. This review highlights their potential to enhance inspection accuracy, reduce the limitations of manual inspection, and support integrated data analysis for comprehensive asset management. Additionally, this paper proposes a pathway for automating these techniques to streamline inspection processes and improve implementation in practical applications.

Our democracy depends on having a supply of candidates running for elected office, but in some instances, no one wants to run. This phenomenological study asks what the effects on a healthy and vibrant democracy are if ballots are blank and the seat is filled through write-in or appointment. Identity crimes pose serious risks and challenges for youth in foster care. As young people move through various out-of-home placements and schools, their personal data are often widely disseminated, difficult to secure, and thus vulnerable to theft and misuse. When they transition from foster care to adulthood, identity crime victims with compromised credit histories may be denied loans, employment, and/or housing during the already-precarious period of emerging adulthood. Minimal revenue volatility has been shown to enable more accurate planning by nonprofit managers and contribute to nonprofit financial sustainability. The volatility of government revenues, a major income source for nonprofit organizations, is not a well-researched topic. This capstone presents correlational tests to study the relationship between government grant receipts and revenue volatility within medium-sized nonprofit arts organizations in California. The first chapter analyzes how Premier League games in London impact demand for the city’s bike-sharing system. Bike-sharing systems affect mode choice for within-city transportation. Using bike rental data from Transport for London, this chapter exploits the plausibly-exogenous timing of Premier League games to identify how proximity to stadiums affects demand for London’s bike-sharing system. Results indicate games at Stamford Bridge (stadium) cause a 24.36% increase in the number of bike trips arriving within 0.5km of the stadium, with effects diminishing as distance increases. In contrast, games at London Stadium decrease nearby bike-sharing use and may actually crowd out would-be …

The electoral victory of President Ferdinand Marcos Jr. has been attributed to a range of factors such as misinformation, patronage, and populism. We argue that Marcos’ electoral victory should not be treated as an isolated instantaneous event, but rather a result of a shift in the country's political narrative due to the legacy of his predecessor. The shift to illiberal populism is tied to the public's continued support for Duterte's flagship policies as well as in the proliferation of populist rhetoric on social media. การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบ รายละเอียดการดำเนิน รวมถึงปัญหา และอุปสรรคในกระบวนการดำเนินการเกี่ยวกับการจ้างงานภายนอก (Outsource) ของฝ่ายการพัสดุ ธนาคารออมสินสำนักงานใหญ่ พร้อมทั้งสามารถนำผลการศึกษาไปเป็นแนวทางในการพัฒนาประสิทธิภาพในการจ้างงานภายนอก (Outsource) ของฝ่ายการพัสดุ ธนาคารออมสินสำนักงานใหญ่ ในอนาคตต่อไป โดยใช้รูปแบบการวิจัยเชิงคุณภาพ (Qualitative Research) อาศัยวิธีการสัมภาษณ์ แบบเจาะลึก (In-depth Interview) จากผู้ให้ข้อมูลสำคัญ (Key informants) ที่เกี่ยวข้องกับกระบวนการดำเนินงาน และการศึกษาข้อมูลจากเอกสาร (Documentary Research) ผลการศึกษาวิจัยพบว่า การจ้างบริหารจัดการคลังพัสดุมีรูปแบบวิธีการจัดซื้อจัดจ้างโดยวิธีคัดเลือก ตามมาตรา 56 (1) (ข) ของพระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 ซึ่งเป็นการให้บริการ โดยผู้ประกอบการที่มีฝีมือเฉพาะ มีความชำนาญ หรือมีทักษะสูง และผู้ประกอบการนั้นมีจำนวนจำกัด รวมทั้งคณะกรรมการซื้อหรือจ้างโดยวิธีคัดเลือกใช้เกณฑ์ราคาประกอบการพิจารณา ซึ่งเป็นการเปิดให้กลไกตลาดเข้าทำงาน โดยบริษัทเอกชนผู้ได้รับการคัดเลือกเป็นผู้ให้บริการด้าน Warehouse for e-commerce หรือคลังสินค้าสำหรับธุรกิจพาณิชย์อิเล็กทรอนิกส์ สำหรับปัญหาและอุปสรรคของการจ้างบริหารจัดการคลังพัสดุ ประกอบด้วยสาเหตุหลัก 1) การออกแบบรายละเอียดคุณลักษณะเฉพาะ (TOR) ของหน่วยงานไม่รัดกุมเพียงพอ 2) โครงสร้างองค์กรและระบบรักษาความปลอดภัยสารสนเทศ ของธนาคารมีลำดับขั้นบังคับบัญชาและมีชั้นความลับสูง รวมถึงการจัดเก็บข้อมูลและการจัดการข้อมูลต้องจัดเก็บที่ Server และต้องติดตั้งภายในธนาคารออมสินเท่านั้น 3) การสูญเสียทรัพยากร เนื่องจากมีพนักงานของบริษัทเอกชนผู้ได้รับการคัดเลือกทุกจริต ลักขโมยทรัพย์สินของธนาคาร

จากการศึกษามีวัตถุประสงค์เพื่อ 1) เพื่อเปรียบเทียบปัจจัยการยื่นแบบแสดงรายการภาษีเงินได้บุคคลธรรมดาผ่านระบบออนไลน์ และสาเหตุที่ส่งผลให้ผู้เสียภาษียื่นแบบแสดงรายการภาษีเงินได้บุคคลธรรมดาแบบกระดาษ ณ สรรพากรพื้นที่สาขา 2) เพื่อเสนอแนะแนวทางทางการพัฒนาระบบการยื่นแบบฯ ผ่านระบบออนไลน์ และส่งเสริมให้ประชาชน ยื่นแบบแสดงรายการภาษีเงินได้บุคคลธรรมดาผ่านระบบออนไลน์ โดยการวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงปริมาณ ซึ่งได้ใช้แบบสอบถามเป็นเครื่องมือที่ใช้ในการเก็บข้อมูล จากกลุ่มตัวอย่างผู้ยื่นแบบแสดงรายการภาษีเงินได้บุคคลธรรมดาในเขตพื้นที่จังหวัดสมุทรปราการ จำนวน 400 คน ตัวอย่างโดยใช้วิธีการสุ่มตัวอย่างโดยไม่ได้อาศัยทฤษฎีความน่าจะเป็น ด้วยวิธีการสุ่มแบบโควตา กลุ่มผู้เสียภาษียื่นแบบฯ ผ่านระบบออนไลน์ จำนวน 378 ตัวอย่าง และกลุ่มผู้เสียภาษียื่นแบบฯ กระดาษ จำนวน 22 ตัวอย่างผลการศึกษาพบว่า 1) ปัจจัยด้านประชากรและสังคมได้แก่ ช่วงอายุ อาชีพ 2) ปัจจัยด้านพฤติกรรมการยื่นแบบฯ 3) ปัจจัยด้านการยอมรับเทคโนโลยี ได้แก่การรับรู้ประโยชน์จากการใช้เทคโนโลยีสารสนเทศในเรื่องทำให้ได้รับเงินคืนภาษีเร็วขึ้นและทำให้รู้สึกประหยัดเวลา การรับรู้ความง่ายต่อการใช้งาน และ 4) ปัจจัยความสำเร็จของระบบสารสนเทศ ได้แก่ ปัจจัยด้านคุณภาพระบบ ปัจจัยด้านคุณภาพของข้อมูล ปัจจัยคุณภาพ ส่งผลต่อการเลือกวิธีการยื่นแบบแสดงรายการภาษีเงินได้บุคคธรรมดาแตกต่างกัน

การศึกษา “นโยบายการบริหารจัดการการทำงานของคนต่างด้าวที่เข้ามาถ่ายทำภาพยนตร์ต่างประเทศ ในประเทศไทย” มีวัตถุประสงค์เพื่อศึกษารายละเอียดของนโยบาย ปัญหาและอุปสรรคที่เกิดขึ้นในการปฏิบัติตามนโยบาย และเพื่อนำผลการศึกษามากำหนดแนวทางการส่งเสริมให้มีการเข้ามาถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทยมากขึ้น โดยใช้วิธีวิจัยเชิงคุณภาพด้วยการศึกษาข้อมูลจากเอกสาร และการสัมภาษณ์เชิงลึกจากบุคลากรของกรมการจัดหางาน ที่เกี่ยวข้องกับการนำนโยบายไปปฏิบัติทั้งระดับอำนวยการและระดับปฏิบัติการรวมถึงผู้รับบริการจากนโยบาย การศึกษานโยบายการบริหารจัดการการทำงานของคนต่างด้าวที่เข้ามาถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทย เป็นการศึกษาโดยใช้แนวคิดวงจรนโยบาย (Policy Cycle) มีขั้นตอนการก่อตัวของนโยบายจากแนวคิดพหุกระแส ได้แก่ กระแสปัญหาที่เกิดจากความไม่เหมาะสมของเนื้อหาภาพยนตร์ การเข้ามาแย่งงานคนไทย กระแสนโยบาย จากอุดมการณ์แบบชาตินิยมของรัฐบาล และกระแสการเมืองจากการกดดันของสื่อมวลชนที่มีอิทธิพล หลังจากนั้นจะเป็นกระแสปัญหาจากความไม่ชัดเจนของขั้นตอนการดำเนินงานของหน่วยงานที่เกี่ยวข้อง กระแสนโยบายคือการมีคณะกรรมการภาพยนตร์และวิดีทัศน์แห่งชาติคอยผลักดันมาตรการต่าง ๆ และกระแสการเมืองคือการกำหนดนโยบายซอฟต์พาวเวอร์เป็นนโยบายระดับชาติ ในส่วนของขั้นตอนการนำนโยบายไปปฏิบัติพบว่ามีลักษณะของตัวแบบทางกระบวนของระบบราชการที่ผู้บังคับบัญชาของสำนักงานตามภูมิภาคสามารถเลือกที่จะปฏิบัติหรือไม่ปฏิบัติตามมาตรการหรือแนวทางที่ส่วนกลางกำหนด สำหรับขั้นตอนการประเมินผลนโยบายพบว่านโยบายการบริหารจัดการการทำงานของคนต่างด้าวที่เข้ามาถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทย ของกรมการจัดหางานไม่เป็นการส่งเสริมให้มีการเข้ามาถ่ายทำภาพยนตร์ต่างประเทศในประเทศไทย เป็นเพียงมาตรการเชิงรับเพื่ออำนวยความสะดวกหรือลดภาระให้แก่กองถ่ายทำภาพยนตร์จากต่างประเทศ โดยผู้รับบริการจากนโยบายมีความพึงพอใจต่อมาตรการหรือแนวทางที่กรมการจัดหางานกำหนด ในขณะที่ผู้ปฏิบัติงานมีปัญหาและอุปสรรคในเรื่องภาระงานที่เพิ่มมากขึ้น จากการศึกษาครั้งนี้นำไปสู่ข้อเสนอแนะ เชิงนโยบาย ได้แก่ การยกเว้นหรือผ่อนปรนมาตรการบังคับใช้กฎหมายกับกองถ่ายทำภาพยนตร์ต่างประเทศ และการบูรณาการเชื่อมโยงข้อมูลกับหน่วยงานที่เกี่ยวข้อง

Purpose: To systematically review the patient's satisfaction (PS) levels within academic hospitals in Saudi Arabia from January 2012 to the end of October 2022.

Data Sources: Articles were gathered from PubMed, ProQuest, Google Scholar and Web of Science.

Study selection/data extraction: This review identified studies that assessed PS in Saudi Arabian university hospitals. Articles published before January 2012, as well as commentary letters, conference papers, theses and dissertations, were excluded. This study examined the impact of the characteristics of commissioned hospitals on the satisfaction of veterans by using the satisfaction survey data of Korean veterans. As a result of a regression analysis using departments, beds, and specialists as independent variables and satisfaction scores as dependent variables, it was found that there was a positive correlation between the number of specialists and satisfaction in general hospitals. However, in clinics and tertiary hospitals, the number of beds was found to have a negative effect on satisfaction.
