We compare social welfare, consumer surplus and profits in two different institutional settings in which an item whose quantity is fixed and controlled (vehicle registration permit) is allocated to the buyers of a complementary good (car). In the first setting, which resembles the way in which vehicle registration permits are allocated in Singapore, the central planner runs a uniform price auction for permits in which the consumers who bid the highest receive the permits and pay the highest losing bid. This paper analyzes a mix of alternative policies in supporting the green transition and the phase-out of fossil fuels, without compromising financial stability. An environmental dynamic stochastic general equilibrium (E-DSGE) model with two sectors (green and brown) and endogenous default is developed to assess potential climate-induced financial stability threats that can be mainly generated through physical and transition risks mechanism. Those risks are evaluated through a compound capital depreciation shock and a carbon tax shock. The paper offers several findings. Problem Definition: The job of any marketplace is to facilitate the matching of supply with demand in real-time. Success is often measured using various metrics. The challenge is to design matching algorithms to balance the trade-offs among multiple objectives in a stochastic environment, to arrive at a “compromise” solution, which minimizes say the ℓp-norm-based distance function (for some 1 ≤p ≤∞) between the attained performance metrics and the target performances.Methodology/Results: We observe that the sample-average-approximation formulation of this multi-objective stochastic optimization problem can be solved by an online algorithm that uses only gradient information from “historical” (i.e., past) sample information, …

In recent years, the world has witnessed a backlash against globalization and a rise in populist and nationalist movements around the world. However, there appears to be little empirical research concerning how these movements, and especially nationalist sentiment, actually influence trade. Therefore, we explore how and when nationalist sentiment within a country influences trade. Our results indicate that the effect of nationalist sentiment on imports is mediated by lower participation in free trade agreements (FTAs) but not via tariffs. Existing neural heuristics for multiobjective vehicle routing problems (MOVRPs) are primarily conditioned on instance context, which failed to appropriately exploit preference and problem size, thus holding back the performance. To thoroughly unleash the potential, we propose a novel conditional neural heuristic (CNH) that fully leverages the instance context, preference, and size with an encoder–decoder structured policy network. The Distributional Impacts Of Transportation Networks In China, Lin Ma, Yang Tang

We document that the quality of roads and railroads vary substantially over time and space in China, and neglecting these variations biases the distributional impacts of transportation networks. To account for quality differences, we construct a new panel dataset and approximate quality using the design speed of roads and railroads that varies by vintage, class, and terrain at the pixel level. We then build a dynamic spatial general equilibrium model for multiple modes, transportation routes, and forward-looking migration decisions. This paper foregrounds the importance of underlying territorial formations in realising a vision of the smart city. It argues that as a political technology of the state, territory should be understood as a platform upon which data works and the smart city unfolds. In this view, island territories – of which bordered city-states like Singapore provide paradigmatic examples – provide an integral, yet hitherto unexplored, component in the realisation of urban “smartness”. As global warming and urbanisation intensify unabated, a growing share of the human population is exposed to dangerous heat levels. Trees and forests can effectively mitigate such heat alongside numerous health co-benefits like improved mental wellbeing. Yet, which forest types are objectively and subjectively coolest to humans, and how thermal and mental wellbeing interact, remain understudied. We surveyed 223 participants in peri-urban forests with varying biodiversity levels in Austria, Belgium and Germany. Using microclimate sensors, questionnaires and saliva cortisol measures, we monitored intra-individual changes in thermal and mental states from non-forest baseline to forest conditions. Reservoirs are developed to store water in reserve for future use. But once built, reservoir sites inevitably hold more than just water, often serving as a key habitat for a range of species. This paper examines how one such animal has transformed water storage facilities and nearby landscapes into contested ground in urbanising areas of Texas, USA. Living around the reservoirs, feral hogs complicate the process of urbanisation by degrading the stockpiled water and infrastructure at the storage sites themselves and by damaging private property throughout the surrounding landscape. This paper aims to provide insights on the design of optimal subsidy policies to enhance energy security amidst energy disruptions triggered by geopolitical conflicts. We introduce a novel Markov switching dynamic stochastic general equilibrium (MS-DSGE) model to address the limitations of existing integrated assessment models in environmental evaluation. These models often fail to adequately consider the environmental and economic impacts of geopolitical conflicts and do not prioritize energy security sufficiently in policymaking. Problem definition: A significant percentage of online consumers place consecutive orders within a short duration. To reduce the total order arrangement cost, an online retailer may consolidate consecutive orders from the same consumer. We investigate how long the retailer should hold the consumer’s orders before sending them to a third-party logistics provider (3PL) for processing. In this order-holding problem, we optimize the holding time to balance the total order arrangement cost and the potential delay in delivery. This paper studies the problem in transportation networks and introduces a novel reinforcement learning-based algorithm, namely. Different from almost all canonical sota solutions, which are usually computationally expensive and lack generalizability to unforeseen destination nodes, segac offers the following appealing characteristics. segac updates the ego vehicle’s navigation policy in a sample efficient manner, reduces the variance of both value network and policy network during training, and is automatically adaptive to new destinations. In Singapore, the introduction of the Protection from Online Falsehoods and Manipulation Act 2019 (POFMA) generated considerable debate and feedback. One of the main concerns was whether the law would unduly restrict the freedom of expression. In focusing on the provisions of POFMA that could possibly apply to hate speech, this paper situates the criticisms within the larger framework of international human rights law and international practices and proposes some ways forward to improve the regulatory framework for online hate speech.

This paper advances recent theorisations of the body-as-infrastructure by exploring the premise that there are multiple bodily infrastructures at play at any one time. It focusses on three infrastructural formations – the body, the skin that encases the body, and tattoos as visual inscriptions on the skin – that jostle against each other for representational primacy. The layering of infrastructure-upon-infrastructure leads to understandings of the self that exist in a state of tension with societal norms and the illusions of self-representation. This article explores the role of the state in driving the platformisation of industry, and in doing so offers a counterpoint to scholarship that focusses on the exploitative effects of private sector-led platformisation. That scholarship views platformisation as the latest incarnation of neoliberal urbanism, with the profit-maximising tendencies of the private sector driving the proliferation of platforms throughout everyday life. Notwith- standing, there remains a need to consider alternative models of platformisation. The COVID-19 pandemic has brought critical changes to job demands and resources, which in turn affect employee motivation and outcomes. This study explores how COVID-19–induced work intensity and COVID-19–related organizational support influence public service motivation (PSM) and job satisfaction. Using survey data from a nationally representative sample of 1,430 South Korean central government employees collected during the pandemic (May–June 2020), we find that COVID-19–induced work intensity is positively associated with PSM, which in turn has a positive association with job satisfaction. We also find that COVID-19–related organizational support has both direct and indirect associations with job satisfaction through PSM. These …

Public Perceptions Of Cross-Sector Collaboration And Sector Bias: Evidence From A Survey Experiment, Seulki Lee, Minjung Kim

In recent years, public service delivery models have changed to include non-state actors and cross-sector collaboration as service providers. Using a survey experiment, we investigate if service providers’ sector (including single-sector and cross-sector providers) and their performance information shape public perceptions of their legitimacy. We find that cross-sector collaboration does not produce legitimacy gains over traditional public service provision. While providers’ sector has overall little impact on legitimacy perceptions, we find an anti-for-profit sector bias regarding value-laden aspects of perceived legitimacy. Additionally, performance information affects legitimacy perceptions. These findings have implications for legitimacy build-ing in contemporary governance settings.
