Within this paper we consider our results of using the Social Science Research Network (SSRN) over a period of 18 months to distribute our working papers to the research community. Our experiences have been quite positive, with SSRN serving as a platform both to inform our colleagues about our research as well as inform us about related research (through email and telephoned conversations of colleagues who discovered our paper on SSRN). We then discuss potential future directions for SSRN to consider, and how SSRN might well represent an initial revolution in 21st century academic knowledge aggregation and dissemination. Studi ini mengestimasi model spesifikasi dinamis permintaan (demand) rokok di Indonesia. Tujuannya adalah untuk menguji hipotesis kecanduan rasional perokok, dan menghitung elastisitas harga rokok jangka pendek dan jangka panjang. Analisis diaplikasikan pada data agregat individu yang dibentuk dari tiga tahapan survei panel IFLS selama tahun 1993-2000. Studi ini menjajagi sejumlah teknik ekonometrik dan memilih teknik tercocok atas dasar serangkaian uji statistik. Hasilnya menunjukkan bahwa rokok terbukti sebagai produk yang menimbulkan kecanduan (koefisien konsumsi masa lampau positif dan signifikan pada 1%). Sedangkan koefisien negatif dan signifikan untuk konsumsi rokok masa depan menunjukan sifat kecanduan miopik, artinya para perokok bersifat tidak rasional. …

Tingginya harga minyak dunia mengakibatkan pemerintah Indonesia di bawah pimpinan Susilo Bambang Yudhoyono (SBY) harus mengurangi subsidi Bahan Bakar Minyak (BBM). Hal ini berdampak pada kenaikan harga BBM sebanyak tiga kali yaitu pada Maret 2005 (kenaikan harga berkisar 60 persen), Oktober 2005 (sekitar 108 persen), dan Mei 2008 (sekitar 30 persen). Kebijakan ini dimaksudkan agar dana yang diperoleh dari pengurangan subsidi BBM dapat dipindahkan alokasinya untuk empat program utama bagi penduduk miskin dan tidak mampu. Program-program tersebut adalah Bantuan Langsung Tunai, Bantuan Operasional Sekolah (BOS), pelayanan kesehatan gratis, dan infrastruktur desa. Many Appalachian women are creative individuals who enjoy making and sharing quilts, songs, paintings, poetry, and other art. However, many women in rural areas of Central Appalachia lack access to basic resources because of poverty.

While many agencies help poor women find shelter, clothing, and food, there are few that help them find their creative voices. I assert that women who are given the tools to practice creative expression can overcome the mental oppression of poverty to become self-assured individuals who benefit their communities.

In November of 2008, the University of Nebraska Public Policy Center implemented a public input project to gather information from Nebraskans about electronic sharing of medical information. One hundred and sixty eight Nebraskans completed an online or paper copy survey, and 34 of those survey respondents also participated in a deliberative discussion.

Universities in the United States increasingly experience demographic, business, and community pressure to hire, retain, and educate women and ethnic minority faculty, staff, and students. Responses to this pressure have changed over time from isolated open-door initiatives to comprehensive diversity initiatives designed to create welcoming campus environments for people of all backgrounds. Current literature on the assessment of diversity initiatives in higher education suggests the need to use approaches that include attention to the entire university, and to institutionalize the norms and values associated with diversity initiatives as part of the change process. The Convention on Cluster Munitions bans all use, production, transfer and stockpiling of cluster munitions. Cluster munitions do not distinguish between civilians and combatants and can leave behind unexploded ordnance which can harm civilians and be detrimental to economic and social development for decades after use. The Convention aids in clearance of contaminated areas in order to prevent future disasters. It also provides risk reduction education and establishes a framework for cooperation and assistance for survivors.

The U.S. Environmental Protection Agency (EPA) has established numerous voluntary environmental programs over the last fifteen years, seeking to encourage businesses to make environmental progress beyond what current law requires them to achieve. EPA aims to induce beyond-compliance behavior by offering various forms of recognition and rewards, including relief from otherwise applicable environmental regulations. Despite EPA's emphasis on voluntary programs,relatively few businesses have availed themselves of these programs -- and paradoxically, the programs that offer the most significant regulatory benefits tend to have the fewest members. Decentralized Administrations And Decision-Making & Effective Policy Implementation: A Study Of Agricultural Severance In Southwestern Ontario 2001 To 2007, Paul Hicks

This paper examines agricultural severance activity, specifically lot creation in agriculturally designated land, in Southwestern Ontario between 2001 and 2007. Data on the number of lots created in agriculturally designated areas in 10 rural municipalities was collected and compared to information on the planning and decision-making structures of the municipalities. The findings reveal that there is a relationship between decentralized administrative and decision-making bodies and the granting of agricultural severances.

The U.S. social policy framework has always relied on private employers to fill in the gaps for workers, rather than the state. U.S. workers have neither a strong social safety net outside of the labor market, nor an extensive social welfare structure supporting the labor market. For the most part, adequate provision of social benefits depends critically on employers’ voluntary adoption of support policies. For example, the U.S. has neither a universal health plan nor a requirement that employers provide health insurance coverage; the U.S. public system of old-age pensions is work-based, and that public system falls short unless supplemented …
