Quality early childhood education is essential to ensure that children grow into well-adjusted, healthy, and happy adults. Early childhood is considered a child’s first five years before kindergarten, and nearly 90% of brain development occurs in these five short years (Brain Development, n.d.). Following national settlements to combat the opioid epidemic, Kentucky and its local governments received a collective $842 million to invest in prevention and treatment. To employ these dollars most effectively, Lexington-Fayette Urban County Government (LFUCG) aims to become “recovery ready” as a part of Kentucky’s Recovery Ready Communities (RRC) certification program. This mixed methods comparative case study determined the following high-priority variables that align with RRC certification requirements: recovery housing infrastructure, certification disclosure, and medications for opioid use disorder (MOUD) services. On the four major rivers in South Korea (Han River, Nakdong River, Geum River, and Yeongsan River), 16 weirs were installed in 2011 to secure water resources. However, there is controversy that the weirs allow the summer Green Tide (hereafter referred to as GT) to thrive, so the South Korean government has been opening them since 2017 to evaluate their effectiveness. Kentucky’s legislation legalizing sports wagering in the Commonwealth and delineating its taxation, HB551 of the 2023 Regular Session of the General Assembly, has been implemented and posted numbers in its early months that suggested it will exceed revenue projections for the Commonwealth. Researchers have raised concerns, particularly in studying West Virginia, which implemented similar legislation in 2019, that sports betting may be cannibalizing existing gambling revenue for states that implement it. However, this was not conclusive. Procurement represents a substantial portion of public spending in state and local governments, and thus is an essential element of responsible public financial management. This paper explores the procurement process on the local government level and provides research into best practices that are conducive to equity and economic development. Property tax revenue is widely known as the largest own source revenue for local governments. However, other taxes such as local sales taxes (LST) and local incomes taxes (LIT) also provide significant revenue streams for local governments. For example, in Kentucky, “[e]xcluding Fayette and Jefferson, counties collected a total of $353.5 million in occupational license fees on payroll and net profits in FY 2022, making up 42.7 percent of all tax revenue” (Smith 2024).

In Washington today, we are witnessing what many call the “return of industrial policy.” Some argue that a new political economic paradigm is emerging, departing from the neoliberal order of the last several decades. High-stakes questions about how to administer industrial policy have followed, for good reason: industrial policy necessarily involves a great deal of administrative discretion. Yet we have no adequate literature discussing how that discretion should be deployed. INTRODUCTION: Research-oriented autopsy cohorts provide critical insights into dementia pathobiology. However, different studies sometimes report disparate findings, partially because each study has its own recruitment biases. We hypothesized that a straightforward metric, related to the percentage of research volunteers cognitively normal at recruitment, would predict other inter-cohort differences.
METHODS: The National Alzheimer’s Coordinating Center (NACC) provided data on N = 7178 autopsied participants from 28 individual research centers. Research cohorts were grouped based on the proportion of participants with normal cognition at initial clinical visit.
RESULTS: Cohorts with more participants who were cognitively normal at recruitment contained more individuals who …

Urban resilience is the ability of a system to adapt to new baseline conditions developing as a result of disturbances. Despite growth in numbers of organizational antimicrobial stewardship programs, antimicrobial resistance continues to escalate. Connected vehicles (CVs) will enable various applications to improve traffic flow. This paper's focus is to investigate how the potential implementation of variable speed limit (VSL) through different types of communication and sensing technologies on CVs makes it possible to mitigate congestion at a sag curve bottleneck. A VSL algorithm is developed and implemented in a simulation environment for controlling the inflow of vehicles to a sag curve to minimize delays and increase throughput. Both vehicle-to-vehicle (V2V) and infrastructure-to-vehicle (I2V) options for CVs are investigated when implementing the VSL control strategy in a simulation environment. This thesis evaluates the adaptive capacity of Bangladesh’s agricultural sector in the context of climate change, focusing on policy and institutional capacities. An analytic framework is applied to assess policy coherence, resources, and implementation effectiveness of key national and international policies. The study also examines aspects of institutional capacity, such as administration, technological innovation, protective infrastructure, and access to benefits and resources. Through expert interviews and a comprehensive literature review, the research identifies both strengths and challenges in current efforts to enhance climate resilience. This paper aims to show how citizens can further participate in the elections, aside from just voting. Given the accusations of fraud, this study demonstrates how existing election fraud detection methods can be used in the 2022 Philippine National Elections (PNE) context. Specifically, histograms known as 2D vote turnout distributions were first utilized to model the frequency of the winner's percentage of votes based on the voter turnout in each electoral unit, with key parameters introduced to detect fraud. Wrongfully convicted persons in Nigeria experience numerous harms and losses from their wrongful convictions and face various challenges after their exoneration and release from prison. These adverse effects occur on multiple levels of the wrongfully convicted persons’ relationships and impact these relationships in profound ways. Although legal remedies exist to deal with the aftermath of wrongful convictions in Nigeria, they are grossly inadequate. After five years of protracted guerilla warfare, Uganda’s current President Yoweri Museveni capturedpower in January 1986, displacing the preceding regime that had been dominated by Northern politicians and Eastern Ugandans (army and police). Feeling humiliated, deprived, and out of government, several rebel insurgencies erupted, among which was the Uganda People’s Army in the Teso region. The experiences of the affected population at the hands of the army, rebels, and the Karamojong cattle raiders from the North East have remained largely unexplored, unheard, and undocumented outside of the region, and neither have how the victims made meaning of their conditions. The Federal Bureau of Investigation Richmond Field Office seeks to diversify their applicant pool. In an effort to provide information on how to meet this need, our doctoral team analyzed the social media sites of six federal law enforcement agencies to include: the Federal Bureau of Investigation- Headquarters, Federal Bureau of Investigation-Richmond Field Office, Alcohol Tobacco & Firearms, the Federal Bureau of Prisons, the Drug Enforcement Agency, and the United States Marshal Service. Riverview Community Park began as an illegal DIY skatepark in the Maymont neighborhood of Richmond, Virginia. Now, although it is a city park, it is still entirely managed by volunteer community groups (skateboarders, the neighborhood Civic League, and a community garden) who view the park as a creative, experimental community-led spatial project. Due to a dearth of communication between the three groups, the park has suffered political strife between the groups and a chaotic physical atmosphere. During May of 2023, Florida Governor Ron DeSantis signed multiple bills into law, which included House Bill 1521, Senate Bill 1580, and Senate Bill 254. Critics have regarded these bills to directly discriminate against transgender individuals and negatively impact their quality of life. The main research question this project seeks to answer is what impact these bills have, if any, on transgender individuals who live in the state of Florida. This thesis describes the creation of a collaborative digital platform for disaster management and relief, focusing on the case study of the city of Petrópolis natural disaster in February 2022. The frequency and intensity of natural disasters are rising, necessitating efficient and timely disaster response efforts. This thesis details the development of a software application that fosters collaboration among governmental agencies, emergency services, non-governmental organizations (NGOs), and civil society to enhance logistical planning and situational awareness during disasters.
