The purpose of this thesis is to provide information concerning government planning to reduce unemployment with the U. S. The research presented here is directed toward the individual with some interest in manpower planning at the most localized level of government. As a part of the above objective, this work seeks to familiarize the individual with the history of government efforst in the area of employment, the CETA program, and a perspective of future local planning in the area of manpower services.
Chapter I of this thesis is an introduction which outlines the purposes, scope, and limitations of this study. …

On the day of the accident the victim was inspecting one of four demining teams when it started to rain. He was aware that their explosives store was not properly covered, so he looked around for something suitable to serve as a tarpaulin. He saw some material and picked it up, turning as he did so. His foot detonated an unidentified anti-personnel mine that was partially under his left foot. He was not wearing any protective clothing. The photograph below shows him reproducing the position he was in at the time.

Securing of appropriate resources is a vital activity for communities if they are to exist and grow in contemporary society. The increase in the size, scope, and complexity of municipal services has sometimes outpaced municipalities' capacities to manage those services. The ability of local leaders to manage a community's resources efficiently and effectively has been one of the central issues underlying community development trends throughout the past decade. New demands on local decision makers require innovative strategies to improve managerial skills among the cities' core leadership.

As a profession, social work applies knowledge constructs from various social sciences. In this article attention is given to the relation between sociology and social work. The specific areas reviewed include conceptions of the social arrangement, the role of complex organizations, and social change theories. Each of these three broad areas have internal variations which have implications for sociology, social work, and attempts to integrate the two.

The Soco-Legal History Of Child Abuse And Neglect: An Analysis Of The Policy Of Children's Rights, Diana M. Richett, James R. Hudson
The Journal of Sociology & Social Welfare
The focus of this paper is on the two major axes that have influenced the course of child welfare policy. One upholds corporal punishment as the predominant method of child rearing, that is, "Spare the rod, spoil the child." The other defines the status of the child as property of "loving" parents. Because of these two conceptions, the authors maintain that reliance on parental benevolence or the "benevolent intrusion" of the state will not suffice to protect the child's best interests. On the contrary, the examination of the socio-legal history of child abuse and neglect highlights the authors' warning that …

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Interview and documentary data from a study of a voluntary job placement agency revealed that counselors were effectively weeding out the hard-to-place clients. These clients were the target population of the agency and its funded programs. The clients who were weeded out tended to be younger, with less education and less work experience. Weeding out was accomplished by discouraging unrealistic clients, and by not retrieving clients who were insufficiently motivated to keep in touch with the counselor. This marked a change in the counselors' practice compared with an earlier period, and appeared to be in conflict with the agency's mission, …

Planning For A National Social Policy For The Family, John T. Pardeck

The American family performs two important functions for family members - providing physical care and socialization, and meeting psychological needs. Current family trends suggest that the American family may be having difficulty in carrying out these basic functions. Since the United States lacks a comprehensive family policy, it is argued that a national social policy should be created to better support the American family. A social policy is presented which would assist the American family in performing its basic functions. A suggested strategy for implementation of this family social policy has also been developed.

Completion of the interstate highway network in American metropolitan areas has opened a wide variety of locational options for urban land uses. New office sites have been salient among these developments. The purpose of this study is to compare Interstate radial freeway corridors with other spatial units in Omaha and six other metropolitan areas to determine their differential attraction for new office sites in the period 1970-1976. This report was originated by the Nebraska Department of Economic Development in an effort to gather information from builders and lenders concerning their perceptions of the appropriate functions of the Nebraska Mortgage Finance Fund. In gathering the information for the report, considerable time was given by the builders and lenders in order to share their thoughts, ideas, and concerns about the Nebraska Mortgage Finance Fund, and their use of the 235 program.
