Lessons From Private Health Insurance, Martha N. Ozawa

All across the country there is a sense of urgency, and even of crisis over what is happening in the health industry. Of special concern are the rapid rate of increase in the cost of health care services and the increasing national expenditures for health care. For fiscal year 1976, the total U.S. spending for health care reached $149.8 billion, or a per capita expenditure of $638. Expressed as a percentage of the gross national product (GNP), the national spending for health care reached a record-breaking 8.6 percent.1 From the early 1960s--except during the period from August 1971 through April …

The purpose of this study is twofold; 1) to determine the counties in the United States from which households moved to the city of Omaha for the period August, 1977 through July, 1978; and 2) to establish the net household migration between Omaha and these counties for the same period. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This issue of Review of Applied Urban Research features "Mid-continent Net Migration Losses Decline: Centers of Net Migration Gains in the Great Plains, 1970-1976," by Armin K. Ludwig.
As a unit the American region known as the Great Plains suffered net migration losses in each of the five census periods prior to 1970. During the following six years, however, these losses had begun to abate.1 This study examines the 1970-1976 net migration changes in a bloc of 320 nonmetropolitan, nonmetropolitan- fringe counties roughly coincident with the Great Plains and seeks to account for the higher net migration gains recorded …

As fair housing laws have been adopted during the late 1960's and the 70's, tools have been forged for implementing integration and fighting discrimination and segregation. One such tool, affirmative marketing, has come to public attention as the implementation of affirmative action became an important issue in the United States. For those groups interested in avoiding (re)segregation and promoting integrated communities through affirmative marketing, literature on the subject is sparse and scattered. The need for and adoption of certain social policies for the nation are frequently rationalized by their advocates as being in the public interest. Often, though, the interest of the many merely disguises the special interests and wants of the few. It is obvious that the social choices made in the policy process only rarely benefit the interests of all without being adversely consequential to some. This paper argues that the problem of social choice in the conflictual process of policy making is as much a conceptual dilemma as a practical political or economic one. A major source of this …

Internal migration patterns have shifted markedly in the United States during the twentieth century. The exodus of rural populations to urban centers which dominated internal migration during the nineteenth century continued into the twentieth. By mid-century, however, that earlier pattern had given way to different, dominant trends.
