The basic social policy issue for African-Americans in the next decade will be a perennial objective - to have policies instituted that will bring them into the economic and social mainstreams of America. The main problems currently faced by blacks are quite familiar: inequalities in economic and social conditions. The new wrinkle in the 1980s is a downturn in racial progress, a downturn that is seen whether one is examining attitudes or specific social policies.

The Limits Of The Welfare State: New York City's Response To Homelessness, Joel Blau

The Journal of Sociology & Social Welfare

This research examines New York City's response to the growth of the homeless population. Reviewing the six policies that constitute the city's response, it identifies two patterns. These patterns-cost-reduction and preparation for work-are then explored as examples of the constraints on the development of policies for the homeless. Finally, three theories of the welfare state are advanced to analyze these constraints and illuminate New York City's behavior.

Work, Violence, Injustice And War, David G. Gil

The Journal of Sociology & Social Welfare

This essay explores links between work, societal violence, social and economic injustice at home and abroad, and the propensity to resort to war. It clarifies the concept societal violence and traces its roots to coercively established and maintained exploitative modes of work, exchange and distribution. It suggests that overcoming violence in human relations requires transformations of work, exchange, and distribution in accordance with egalitarian, democratic, humanistic and ecological values in order to eliminate obstacles to human development. Social policies and political strategies toward these ends are discussed in the concluding sections of the essay.

Occasional Paper No. 089-1: Employment Of Black And Hispanic Police Officers, 1983-1988: A Follow-Up Study, Sam Walker

Police departments in the 50 largest cities in the United States made uneven progress in the employment of black and Hispanic officers between 1983 and 1988.

Nearly half (45 percent) of the big-city police departments made significant progress in the employment of black officers. Seventeen percent, however, reported a decline in the percentage of black officers. A similar pattern exists in the employment of Hispanic police officers. Forty-two percent of the departments reported significant increases in the percentage of Hispanic officers employed. Nearly 11 percent (10.6 percent) reported a decline, however, while 17.0 percent reported no change.

Implementation And Database Issues Involved In Enhanced 9-1-1 Emergency Services And Rural Addressing Systems, Kenneth Dueker, George Mason, Rodney Jennings

The purpose of this paper is to explore the transition from the 9-1-1 single number emergency service request system to an enhanced single number system. An enhanced system is one that displays the address of the telephone which is being used to report an emergency and uses that address to identify the correct unit for dispatch. Though the technology has been available for some time now, surprisingly few enhanced systems have been fully installed. Telephone company franchise and jurisdictional boundaries rarely coincide, making it difficult to achieve cooperation in bringing together governments and competitive telephone companies. Compared to most other developed Western nations, the United States relies far less heavily on consumption-based taxes. In practice, much of the impact of shifting to a higher consumption tax would depend on how the tax is structured. The two major policy alternatives are an expenditures tax levied on total purchases within an accounting period or a value-added tax collected on each purchase.

EXECUTIVE SUMMARY:

The contemporary American peace movement is a mixture of many small and a few large organizations pursuing a wide range of goals. There has been almost no organizational research focused on these peace movement organizations (PMOs) or detailed studies of the goals, values, and activities of a large sample of PMOs.

The future development of Minnesota agriculture will be strongly influenced by new technologies and government policies that will alter prices for farm inputs and outputs. While some farm operations will fail under most expected price regimes, a loss of farmers will probably not have a significant impact on overall farm production. However, the new technologies and government policies could shift Minnesota farming into either a more intensive (less land, higher yield) or more extensive (more land, lower yield) mode of operation. Learning From Each Other: Better Schools And A Brighter Future, Joe Nathan Phd

Journal of the Minnesota Academy of Science

Recent Minnesota experience shows that it is possible to make rapid, significant improvement in our public schools. Despite the skepticism of some and opposition of others, Governor Perpich's school choice initiatives helped thousands of youngsters, while not producing the chaos opponents predicted. This paper argues that we should build on the success of recent reforms to rethink the roles of parents and students in our schools. While Minnesota has the nation's highest graduation rate and above-average test scores, additional reforms are necessary if we are to continue to make economic and social progress.

In the land of 15,000 lakes, 91,944 river miles and a trillion gallons of ground water, the summer of 1988 saw the unlikely come to pass. The mighty Mississippi dropped to less than one-tenth of its normal flow. Crops withered, grass turned brown, and well pumps burned out in the most hellish heat wave since the 1930s.

While the drought was primarily an issue of insufficient water quantity, it also served to focus additional attention on water quality. Water quality concerns are not new to Minnesota, which has led the nation in protecting the environment for two decades. Nonetheless, the …

Suburban Congestion. What is it and why is it the Twin Cities' rea/transportation problem?

Webster's dictionary defines the word "congestion" as a condition of overcrowding, overburdening, or an excessive accumulation to the point of obstruction. Though the term "suburban congestion" does not have a precise definition, most persons living in urban areas today have a clear perception of what suburban congestion entails. Creation of an economic base is necessary for the continued growth and development of any society or community. It is of utmost importance within Black neighborhoods in our urban center because they have Jacked representative economic development. They have been depleted as a result of a "dollar drain," through which money leaves Black communities and strengthens White communities. This drain must be halted. Economic enterprise must be created in Black communities, such as employment opportunities for the unemployed and underemployed to foster family stabilization, and neighborhood beautification projects that can provide jobs and an improved environment.

The rise of National Socialism in Germany and the resulting Holocaust has proven to be one of the most engaging subjects of historical reflection. Rather than presenting the Weimar Republic as a failed democracy, flawed in both its political culture and its democratic institutional tradition, and undermined by an economic collapse, the emphasis here will be on seeing it as a developed capitalist society with distinct structural deficiencies and contradictions that weakened it from the outset.

Equality of educational opportunity continues to be a goal of public education and of the communities served. To meet the diverse needs of racial and ethnic minorities and female students, policy makers must untangle layers of government guidelines, while attending to the goals of local constituents.

The under-representation of minorities among public school graduates, and gender and race inequality in school teaching and administrative staffs, are discussed in this chapter. Community attitudes toward pluralistic goals and integration in education are highlighted, and suggestions are made for coordinating the diverse needs of all students.
