Agribusiness instruction in vocational agriculture programs can help prepare employees for service related job opportunities in agriculture. Many employment opportunities can be found in occupations related to food and fiber production, transportation, processing, packaging, storing, advertising, and distributing. These jobs are numerous and diverse, strengthening the link between farm products and the consumer (Steward, 1987). The need for trained employees in non-farm agricultural occupations has been well documented in the decade of the 1960's (Williams, 1971). Rapid changes in agricultural technology, coupled with an increasingly older agricultural population, make adult education in agriculture a must (Drueckhammer & White, 1984). In order to facilitate the process of incorporating adult vocational agriculture education into traditional secondary programs, the individuals most directly involved in organizing, funding, and conducting adult programs need to be encouraged to do so. Viterna (1973) concluded that school administrators were directly responsible for program development. Viterna also found that the same administrators were willing to support young farmer classes in Nebraska. Agriculture has changed a great deal, particularly during the past five years. Lower prices for commodities and higher production costs, including higher interest rates, have made it necessary for farmers to become better financial managers. "The farm of the future will be treated financially like any other business--it will have to demonstrate profitability before a bank will finance its operations" (Congress of the United States, 1986). The Iowa Department of Agriculture (1985) and others concluded that rapid economic and social change is not a new phenomenon in agriculture. Oregon continues to face challenges in public transportation. The lack of a consistent and comprehensive framework of state policy is making local efforts to meet public transportation demands harder and fails to exploit economic and transportation opportunities for improving the vitality of the state. The absence of continuous and stable state financial assistance has weakened the state/local partnership in providing public transportation services and kept mobility for many Oregonians at a minimal level. Finally, as the federal role in funding transportation declines the need for aggressive state leadership increases. The following recommendations for Legislative and Executive action are offered as …

Wolf Population Survival In An Area Of High Road Density, L. David Mech

Wolf mortality in a high-road-density area of Minnesota exceeds that in an adjacent wilderness, and is primarily human-caused. The wolf population there is maintained primarily by ingress from the adjacent wilderness areas. A road density of 0.58 km/km2 can be exceeded and the area still support wolves if it is adjacent to extensive roadless areas.

The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore

Single-equation estimation of the consumption function often is used in testing the Ricardian equivalence theorem. This approach may be misleading, as effects on interest rates usually are ignored. This paper proposes simultaneous estimation of consumption and investment equations, with the interest rate serving to equilibrate the market. Five existing studies are replicated and subjected to sensitivity tests. The results show that the interest rate is important in the consumption function. The Ricardian equivalence theorem is tested, but the results are mixed.

The Peaceful Resolution Of Norfolk's Integration Crisis Of 1958-1959, Nancy Parker Ford

In 1958 Norfolk experienced one of the most serious crises in its long history when six of its public secondary schools were closed by the governor. The closings were a result of Virginia's massive resistance program and forced 10,000 students to seek alternative education for five months or abandon their education entirely. Interviews with major participants in the crisis as well as investigation of newspaper accounts and editorials, personal papers of participants, city and School Board documents, and major works on the period reveal the factors involved in Norfolk's peaceful approach to integration. The advent of a variety of commercial and national remote-sensing satellites has eliminated a long-standing superpower monopoly on a key source of information about global events. As these systems proliferate, it will become increasingly difficult to maintain secrecy about certain sensitive activities. Nations other than the superpowers will be able independently to verify compliance with arms control accords, and to monitor global “hot spots.” These new capabilities both reflect and contribute to an inevitable diffusion of power among nations. Although there will be adjustment costs, particularly for the superpowers, the enhanced global transparency is likely to promote global stability and …

In 1987 the Canadian government recognized that in order to be a major player in collective security with the United States and NATO, it would have to make a significant contribution to the common defense. However. since Canada could not hope to outspend the larger powers, its contribution would have to be leveraged by control of a strategic piece of real estate -- the Canadian Arctic. The major program to enhance Canadian control of the Arctic would be the acquisition of ten-to-twelve nuclear attack submarines. Following a lengthy and protracted debate, the 100th U.S. Congress passed PL 100-485, the Family Security Act of 1988, the first major public assistance legislative reform package since passage of the Social Security Act of the late 1930s. The debate over welfare is a long and continuing one which is not expected to end with the current reform. This article presents a brief review of competing perspectives on current legislative reforms related to current law. It does not attempt to tackle the more fundamental debate over the validity or the objectives of welfare, nor does it tackle the complex set …
