Suburban congestion is a much-discussed phenomenon, although its nature and dimensions are poorly understood. During the Winter term of 1989, several students in the Transportation and Land Use class in the Department of Urban Studies and Planning, Portland State University, examined in term papers transportation issues related to suburban activity centers, particularly the Washington Square center area of suburban Portland.

Welfare Reform: One State Alternative, Anthony P. Halter

Welfare reform has received a great deal of public attention in recent months. Historically, many states have enacted welfare reform legislation, with mixed reviews. The Commonwealth of Pennsylvania implemented a Welfare Reform Act in 1982 which reduced the able-bodied General Assistance population to a maximum of 90 days of cash assistance in any twelve-month period. This study decribes the previous occupations of a segment of the Transitionally Needy in Philadelphia, the Transitionally Needy who did and did not find work, and how many were still receiving some form of in-kind benefits after discontinuance of cash assistance.

Urban Emergency Food Center Clients: Characteristics, Coping Strategies And Needs, Marcia K. Petchers, Julian Chow, Karen Kordisch

The Journal of Sociology & Social Welfare

The clients of emergency hunger centers in an urban area were studied to assess the problem of hunger from the clients' vantage point. The findings indicate that hunger remains a problem even among those who have availed themselves of emergency food services. A great deal of time and effort is spent in activities to cope with hunger. The adequacy of the present system for meeting the needs of the hungry and implications for policy are discussed.

(First paragraph) In recent years the study of military intelligence, particularly when viewed from a historical context, has acquired new significance. As military historians attempt to find a correlation between wartime events and the intelligence activities supporting those events, many serious works in this field have emerged. Some accounts of World War II military intelligence deal with the subject in terms of its benefits to the field commander. Others take a more extreme view and argue that major wartime successes resulted more from good intelligence than from good leadership.

Eleven million people, mostly mothers and children, depend on Aid to Families with Dependent Children, America's largest child welfare program. Much is wrong with AFDC welfare, and serious efforts are being made, again, to reform it. So far, no major attempts at reform have been successful. A review of the rationale, results, and research findings from worktraining efforts for welfare recipients is presented. Focus is on the Work Incentive (WIN) Program from its inception in 1968 to its heydays in the 1970s and its decline during the Reagan era. The review provides a basis for examining the recent welfare legislation and recongizing the elements needed for real welfare reform.

This article analyzes Marxian socialist, neo-classical, and Keynesian economic theories toward developing a construct of employment which supports social welfare and economic productivity. It considers their motivational approaches, outcomes, and requirements for social control. A Keynesian construct of employment is recommended as supportive of social well-being, high productivity, and a level of social control reduced from that in currently dominant economic systems. Implications and implementation issues are considered.

The American welfare state has been contained by several developments that have influenced social policy: the traditionalist movement, neoliberal ideology, and the budget deficit. These are evident in the minimal welfare reform of the Family Support Act of 1988. A new paradigm for organizing thinking about American social welfare is proposed around themes that have become central to discussions of social policy: productivity, reciprocity, community, and privatization. In order to become a viable institution again, social welfare policy should emphasize specific themes: voluntarization, access to services, social choice, social control, social obligation, transitional benefits, community enterprise, and national service.

Does the timely treatment of mental illness result in a drop in the cost of health care, and if so, what is the cost effectiveness? This study provides an overview, synthesis, and analysis of the medical offset effect. It demonstrates that a medical offset effect does exist and the size of the effect is significant. A behavioral model provides a precise method for ascertaining the dimensions of medical offset and an explanation of the underlying causal relationships. The purpose of this study was to assess the occurrence of genderspecific health problems within the female veteran population of Tidewater, Virginia. A secondary purpose was to determine the perceived quality of care which the Veterans Administration delivers. The study was accomplished by receiving 149 mailed questionnaires regarding health status and health care received from the Veterans Administration. Chi square was utilized to determine significant differences between branch of service served and heal th status. An important area of contemporary research is the impact of family responsibilities on the workplace. Historically, caregiving responsibilities have been predominantly for minor children. Increasingly, caregiving involves caring for parents or other elderly or disabled adults.

The study reported in this dissertation compares the effects of caregiving on job stress and absenteeism for two groups of employees, one caring for parents and the other caring for children. It utilizes data from the "Work and Elder Care Project" conducted by the Regional Research Institute for Human Services and the Institute on Aging at Portland State University. The purpose of this research was to identify subject matter areas and specific concepts in home economics which senior high school home economics students consider important. Comparisons were first made between students' perceptions and the perceptions of parents, both economically disadvantaged and non-economically disadvantaged. In addition, comparisons were made between students' perceptions of subject matter and specific concepts needed and what home economics teachers perceive is emphasized in their teaching. Questionnaires were mailed to home economics teachers in 22 schools from the six class sizes of schools in economically depressed Nebraska counties. The primary objective of the report is to relate attitudinal and demographic characteristics of transit management personnel and agency institutional characteristics to agency performance. The purpose of this analysis is to determine the relative contributions of manager and institutional characteristics as explanatory factors in transit agency performance. The study is based upon the responses of 1033 managers from 134 agencies representing the full range of agency size, institutional, and locational characteristics.

The literature revealed many influential factors associated with the decision to drop out of high school, but most information is descriptive in nature. Few research attempts have been made at gathering the dropouts' own perspectives of their situation. In this case study, twenty dropouts were interviewed about their reasons for leaving school. There were several reasons given by these students for leaving school. Among these reasons are that they lacked interest, teachers showed no interest, they were pregnant, married or on drugs. These results support earlier findings that a combination of personal, educational, and familial factors affect students' decisions to …

This thesis examines the development of technology, tactics, strategy, and organization of mine warfare in the Russian and Soviet navies from 1807 to the present. The author reviews the trials and tribulations of the development of naval mines and their employment within these two navies. This development has been primarily driven by the needs of war and advances of technology. In spite of occasional setbacks, the Russian and Soviet mine warfare forces continued to provide support to the overall naval and central policies of their respective governments. Estimates the number of people entering the Glacier National Park backcountry for the summer season of 1988 using infrared beam-activated photography, embedded vibration sensing counters, and trailhead registration validated by personal observation. The study also developed an equation to estimate use levels in future seasons at low cost.
