Once again in the past year, the U.S. Supreme Court has entered an opinion involving the first amendment that has significant ramifications for local zoning and planning. This marks the third time since 1986 that the Court has handed down a decision in this field. The most important development in this area of the law since last year's committee report is the Supreme Court's decision in FW/PBS, Inc. v. City of Dallas, which addressed the validity of a comprehensive adult entertainment zoning and licensing ordinance enacted by Dallas in 1986. Are There Solutions?, was the INAUGURAL Conference of Cleveland State University's Law & Public Policy Program, an interdisciplinary program of instruction, public service and research sponsored jointly by the Cleveland-Marshall College of Law and the Maxine Goodman Levin College of Urban Affairs. The Relationship Between School Integration And Student Attitude Toward Residential Racial Integration, David Allen Johnson

Dissertations and Theses

This study examined factors related to the teaching effectiveness of adjunct faculty in higher education. Specifically, it explored the relationship between personality, as defined by the Five-Factor Model, occupation, and student ratings of teaching effectiveness. Results indicate that personality is correlated to an instructor's classroom behavior and education goals, which in turn are related to teaching effectiveness. In addition, instructors with occupations in social services and education had significantly higher mean teaching effectiveness scores than those from other occupations. Finally, there was an inverse relationship between age and teaching effectiveness in this study, and a positive relationship between teaching experience …

The Impact Of Appraisal Reform On Ad Valorem Appraisal Practices: A Case Study Of Assessment Practices In The State Of Missouri, Steven A. Teague

This study examines the implications of Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA) on the practice of real property appraisal, with a focus on its application to ad valorem property assessment in Missouri. FIRREA was enacted in response to the savings and loan crisis, which exposed widespread weaknesses in the appraisal profession and the valuation process used by financial institutions. The paper traces the federal government’s effort to restore confidence in the real estate market through the establishment of uniform appraisal standards and the creation of regulatory oversight mechanisms. After a look at the demographic characteristics of the 200 adult respondents, the report examines the North Omaha area's quality of life, employment, and housing conditions. In a 'greying' Australia demographic realities should be articulated clearly so as to meet the challenges of the future. The aged population will 'peak' in 2021 A.D., and there is an increasing social awareness of this population trend. While the causes of longevity remain to be established, the improvement of individual life expectancy means that many seniors will spend decades in 'retirement'. Women, those of non- English speaking backgrounds, and aboriginals are sections of the aged population having special prob+ems. Comparative social policy, however, suggests that the future funding of aged care is not problematical, though national commitment is required. …

Commonwealth's Choice: Results From The Massachusetts Public Opinion Survey, Barry Bluestone, Mary Ellen Colten, Thomas Ferguson

From November 11 through December 4, 1989, the Center for Survey Research of the University of Massachusetts at Boston conducted a random digit dial survey of adults aged 18 and over in Massachusetts. A total of 423 individuals were interviewed in a sampling procedure that yielded a 63 percent response rate. In contrast to most media polls, this survey was carried out over a period of four weeks permitting extensive efforts at locating and interviewing difficult-to-reach, reluctant, or less interested respondents. This survey is likely to be more representative of the true population of Massachusetts than most state polls.

As government agencies face a complexity of economic and political issues the availability and utilization of resources through private voluntary organizations (PVOs) have become increasingly important. A review of the literature covering the role of PVOs in developing countries indicates the significant contribution these agencies can have in the development process. There are only a handful of situations where small organizations are working directly with a government agency in the provision of a public service. Theoretically, PVOs are adaptable to a variety of settings, are effective conduits for delivering aid to the grassroots level, and are able to initiate long …

The Comprehensive Planning Workshop is the capstone of the Portland State University's Master of Urban Planning program. The workshop projects are planning studies that have a practical use long after the school term is over.

Originally, the workshop intended to research Albina's history as a background piece to our main research efforts.
