The for-hire motor carrier industry is a vital component of the Ontario economy. The industry is presently going through a period of instability brought about by a variety of changes. This research deals with one such change, namely, recent changes in the economic regulation of the for-hire industry. This research focuses on the impact of this regulatory reform on the industry and on the Province in general. The two main issues identified in past research include the impact of regulatory reform on the rates for trucking service, and the impact on service to small/remote areas. The study was designed to investigate if, the community transport providers operating within a local authority were able to meet the daily requests for transport to the frail aged and disabled persons living in this locality. Then to ascertain if these transport providers were fully utilising their transport vehicles, which could be volunteers in cars, or a small bus. If they were able to meet these demands, would they be interested in sharing their vehicles by becoming part of an integrated community transport service? A Decade Of A Maturing Epidemic: An Assessment And Directions For Future Public Policy, Lawrence O. Gostin

The author's goal in this article, is not merely to propose public health strategies for the future, but also to examine why government has been so slow, so equivocal, in its public health response to the acquired immune deficiency syndrome (AIDS) epidemic. He argues that there has been a fundamental ambivalence in perceptions of the epidemic. For some, AIDS is perceived as a disease, with sympathy for sufferers. Once AIDS is viewed as a disease, like other catastrophic diseases, it follows that public policy will be based upon science and epidemiology--health education, research and treatment.

One of the least studied trends in contemporary rhetorical discourse is what Richard Weaver called the ultimate "devil term,"--words which serve as the ultimate symbols of repulsion and repellant. Weaver claimed that the word "communist" was the ultimate devil term in the 1950s. However, it is the belief of this author that the new ultimate devil term of the 1990s is the word "drug."

This study sought to determine whether or not a shift in ultimate terms had occurred by examining the speeches of President George Bush and other members of his Administration associated with the war on drugs. A …

A Career Profile In Public Information, Elizabeth C. Forney

This study examines public information as a profession by surveying professionals at the management level in state government. Respondents provided data which was analyzed using content analysis, paired correlation, univariate statistics, and phenomenology. Results reveal a general theme involving journalism. Respondents indicated a background (educational and occupational) in journalism is the most important aspect in a public information career. This study provides average ages, dominant gender, salary figures, specific educational preparation advice, and advice for getting into and achieving in the public information field.

The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The precise nature of W. S. Jevons's utilitarianism as a guiding rule for economic policy has yet to be investigated, and that will be the first issue treated in this paper. While J. A. Schumpeter, for instance, asserted that 'some of the most prominent exponents of marginal utility' (including Jevons), were 'convinced utilitarians', he did not investigate the further implications for Jevons's policy analysis.1

The objective of this study is to estimate the economic impact of the proposed Yakima/Klickitat Production Project on the local economies of the Yakima and Klickitat subbasins. The project, when operating at planned maximum production, will augment the total number of salmon and steelhead returning to the subbasins by 77,600 and will increase the sustainable terminal harvest by 55,160. These estimates do not include fish harvested in the ocean or in the mainstem Columbia. This study investigates selected Indiana school superintendents' perceptions of student evaluation using standardized and teacher-made tests. In the survey instrument used for the study, superintendents' perceptions of student testing were verified from the perspectives of their age, experience and school district location. The survey instrument also incorporated questions intended to identify participating superintendents' opinions on student evaluation with tests from their educational beliefs, assumptions, and philosophical orientations. Two hundred Indiana school superintendents were selected to participate in the study. The method of selection was the stratified random sampling technique. The objective of this study was to determine what effects the conversion of the Coldwater Regional Mental Health Center from a facility serving developmentally disabled residents to one serving mentally ill residents had on the lives of its employees.

Deinstitutionalization has been taking place nationwide at the same time prisons have been expanding. In Coldwater, Michigan, buildings that were left empty as a result of deinstitutionalizing mentally retarded individuals were taken over by the Department of Corrections to be used as prisons. Assessment Inequities Of Residential Properties In Nine Michigan Townships, Sivaswami Amarnath

Horizontal equity in property tax administration has been neglected by researchers in favor of research on incidence of the property tax. The present study, conducted within nine townships in Allegan, Barry, and Grand Traverse Counties in Michigan, investigated differences of practices in assessing residential properties. Three hypotheses test differences in ratio of assessed value to sale price for properties owned by nonresidents and residents, properties with water frontage and without water frontage, and properties of higher value and those of lower value. Both parametric and nonparametric statistics were utilized to test the research hypotheses.

Spindrift Gazes is a collection of short stories that thematically relate to how human dignity is engendered and how that sense of dignity is challenged, undercut, and regained. These fictional constructions are particularly concerned with issues of transformation, how and why change takes place. Of particular emphasis is how differing kinds of human relationships are instrumental in the nature of those changes. Of fundamental concern is to give fictional form to human rights issues.
