Portland State University is one of three agencies, along with the Portland Police Bureau and the University of Oregon, working on a project funded by a grant from the National Institute of Justice, United States Department of Justice. The purpose of the grant is to develop and implement methods of measuring the performance of community policing. As the recipient of the grant, the Police Bureau has contracted with Portland State University, and also with the University of Oregon, to do some of the work for the grant. Public Policy And The Energy Needs Of Low Income Families, W.M. Theisen
The Journal of Sociology & Social Welfare
The Iowa legislature debated whether to change its utility disconnection policy. The debate centered around three questions: 1) whether family size or income influences energy consumption; 2) whether elderly people consume more energy than families; and 3) whether energy subsidies foster increased energy use and energy waste. This paper reports energy consumption patterns for a sample of low income people. Economic demand theory predicts that energy consumption will increase as income increases. This hypothesis was statistically rejected. Second, legislators assumptions about energy consumption were formulated into hypotheses. These hypotheses were statistically rejected.

The Shaping Of The U.S. Security Assistance Program, David B. Edwards, Terry L. Meneley
Theses and Dissertations
The purpose of this study was to review the history of the U.S. Security Assistance Program to determine factors that shape the program. This research question was answered by accomplishing a literature review of the major legislative acts related to U.S. security assistance. After completing the review, the researchers determined that each of the acts contained four common factors: (1) the threat of Soviet expansion, (2) significant global events, (3) monetary authorizations, and (4) the attitudes and policies of the current leadership. After analyzing these four factors, the researchers concluded that only three could be determined to shape the U.S. …

This paper examines the potential for strategic planning to act as a tool for anticipating, identifying, and successfully managing change within the fire service based on an analysis of the external change issues that are affecting the fire department as a workplace. The findings reveal that there are many components of the strategic planning process that can assist in the implementation and management of change in the fire service.

Employee Assistance Programs: Suitable Tools For Ontario Boards Of Health, Michael Bragg

This paper examines the prevalence of employee assistance programs (EAPs) in Ontario based on a survey of 38 public health units in the province. The findings reveal that only 42 percent of the respondent agencies provide assistance to their employees due to a number of issues associated with the development of these programs, but public health units tend to have a higher level of EAPs in place than the general workforce.

This paper examines the role of local government in the planning, delivery, and management of human services based on a discussion of provincial programs in Ontario. The findings reveal that local government’s role in human services is being eroded due to provincial initiatives and provincial-municipal agreements that assume greater control by the Ontario government in local activities.

Restructuring Local Government In Ottawa-Carleton, George Vadeboncoeur

This paper examines the Ontario government’s proposed major changes to the local government of Ottawa-Carleton with respect to the political structure and the distribution of responsibilities. An analysis of three previous studies of regional government in the municipality was conducted. The findings reveal that a two-tier structure of local government is acceptable and the proposed changes would empower the regional government, although some minor changes regarding the delivery of services are required.

"More for less" has become the challenge for higher education in the 90's. Budgets in higher education are shrinking at unprecedented rates, programs and services are being cut, and morale is plummeting. As a result, administrators are looking for creative reforms as they try to maintain quality on smaller budgets. One such reform is Total Quality Management (TQM). TQM has been widely applied to business and industry and the spread of TQM has been encouraged by a government-supported competition based on quality called the Malcolm Baldrige Award. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

What lies at the heart of the continuing efforts at social education and engineering? We argue that they stem from a political elite which recognises the constraints facing Singapore and the need to deal with them at national level. Specifically, the government in Singapore has recognised the spatial constraints of an island-state and the dangers of a burgeoning population, particularly in relation to the need to sustain a viable urban ecosystem. "NUPROF has broken barriers to imagining and thinking about job changes, large or small, and about ways of accomplishing goals. It has sanctioned opening the doors of opportunity for change." This quote from a mid-career professor captures the essence of a program that encourages reflection, continuing growth, and possible redirection at a time many faculty are searching for ways to make changes. As you read about the design and development of a program called Nebraska University Program for Renewal of Faculty (NUPROF), recognize that this process can apply to other adult educators who confront continuing development and potential stagnation issues.

The UN Supervisor instructed Victim No.1 to straighten the sticks marking where the mines had been destroyed because some had fallen over "due to rain". The victim took two steps and a mine exploded under his right foot. The victim "suffered severe leg injury resulting in amputation of right leg above the knee and splinters on his penis and testicles". The UN Supervisor was knocked over but "did not sustain any injuries".
