The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The victim stood on a mine at approximately 13:10 and was "injured with left leg amputated". He was given first aid and evacuated by ambulance to Rattnak Hospital at 13:25. The victim was then evacuated by helicopter to Mongkul Borei Hospital "at 15:00".

They were working very slowly and had only cleared 15m2 by 14:00. He had checked the area ahead of the lane for tripwires, then cut the grass. The third deminer then went to rest and Victim No.2 checked the area with the detector and marked three places. Victim No.1 then went forward to prod the marked places. He prodded on one but could find nothing so called Victim No.2 forward to show him exactly where the detector had signalled. Victim No.2 did so and as he walked back he stepped on the mine at 14:05. They followed a path which was used daily…. the evidence tends to suggest that the mine was laid after clearance by unknown persons". The original model of the internet developed as an electronic commons for scientists and academics. It will be only a matter of time before the same rich and powerful information barons who already control such "fourth estate" communication industries as newspaper, magazine and book publishing, television networks and movie production facilities establish their toll-booths on the information superhighway as well. Fortunately, within this electronic ocean of corporate and proprietary feudalism, there may also be room for an archipelago of freistaaten; "free citystates" functioning as autonomous and self-governing islands for the arts, sciences, humanities, social service and community.

Before the beginning of the next century, the Hispanic, African-American, and other “minority” populations in the United States are expected to increase at a faster rate than the white population. In fact, the Census Bureau projects that Latinos will become the largest minority and, together with African Americans, will constitute one-fourth (25.5 percent) of the U.S. labor force by the year 2010. However, despite some gains, increases in population have not been proportionate to increases in voting and buying power—or to comparable increases in economic success or socioeconomic stability—for a significant proportion of either Latinos or African Americans. In the opening scene of the recently released film, Menace II Society, the protagonists, two young African-American men, make a routine beer run to a convenience store owned by a Korean-American couple. The merchants’ manifest suspiciousness toward them triggers an exchange of hostilities that concludes when one of the men kills and robs the couple. For audiences of all colors. this depiction of black-Korean conflict appears starkly familiar. RISK: Health, Safety & Environment (1990-2002)

When faced with a risk for which an inexpensive solution is available, individuals often choose the risk rather than the solution. Protection from certain kinds of risks, e.g., using seat belts or condoms or insulating against radon, is largely under personal control, but individuals often choose not to comply with behaviors which would reduce the risk. The Theory of Reasoned Action (TRA) has been used to predict when individuals will comply. The authors attempted to validate aspects of the TRA by the use of scenarios. Factor analysis of their data supports the theory that intention is a major determinate of …

United States Environmental Protection Agency: Publications

Sections 307 and 309 of the 1988 Indoor Radon Abatement Act (IRAA) direct EPA to identify areas of the United States that have the potential to produce elevated levels of radon. EPA, the U.S. Geological Survey (USGS), and the Association of, American State Geologists (AASG) have worked closely over the past several years to produce a series of maps and documents which address these directives. The EPA Map of Radon Zones is a compilation of that work and fulfills the requirements of sections 307 and 309 of IRAA. The Map of Radon Zones identifies, on a county-by-county basis, areas of …
