City of Richmond v. Croson received national attention when the Supreme Court mandated that all states and municipalities conduct a disparity study to investigate the possibility of discrimination against minority firms in the construction industry, as a precondition for maintaining or instituting a set-aside program. This paper is an offspring of that disparity study conducted in Louisiana. It will primarily focus on disparity in the Department of Transportation and Development (DOTD) in awarding public works construction contracting in Louisiana; however, it is important to examine the effectiveness of the set-aside program and determine if there are administrative problems within the …

The Case Of Soybean Development In Brazil : United States Foreign Agricultural Development Assistance Programs And Other Factors, Shiri A. Ndang

This paper examines the case of soybean development in Brazil and the role of the United States (U.S.) involvement in such development through U.S. foreign agricultural development assistance program. The paper examines, in the context of Brazil, the prevailing questionable perception that there are conflicts and inconsistencies in such assistance programs affecting U. S. agricultural exports to foreign markets. After examining the major factors which determined the size and growth of the Brazilian soybean industry during the seventies, the paper concludes that although U.S. assistance contributed to Brazil's soybean production, Brazilian government policies played a relatively larger role in such …

Analysis Of The Impact Of The United Nations' Sanctions On South Africa, Kabelo G. Tlhomelang

This research project examines a series of the United Nations' sanctions imposed on South African from 1970 through 1990. The goals of these sanctions were to force South Africa to abandon its apartheid policies. The paper examines diplomatic and economic measures including the oil and arms embargoes. Economic sanctions precipitated economic crisis which forced the South African government to reexamine its apartheid policies, and this marked the beginning of change. With the collapse of Communist power in the Soviet Union, considerable attention has focused on the lessons produced by the experiment with Marxist socialism in the Russian empire and what we might regard as the legacies of Communism. One of the most highly visible legacies of that system is a pattern of environmental neglect that stretches from the Baltics to the Kamchatka peninsula. As a public issue, ecology only emerged in the final years of communist rule in the USSR, initially as part of Gorbachev's glasnost and, later, as a component of the country's increasingly vocal nationalist movements. This paper reviews recent developments in motor vehicle policy in Singapore, viz. the motor vehicle quota and weekend car schemes as well as regulations on cars entering and leaving Singapore. The adoption of a vehicle quota system over and above tax restraints on car ownership has made the job of the planner easier but has resulted in a great deal of price uncertainty in the motor vehicle market. The attendant result of price uncertainty has been speculation or rent seeking, necessitating several adjustments to the rules for the vehicle quota scheme in an attempt to counter speculation. State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly

In developing strategies for economic development, state governments must target base industries that bring income into the state and drive the rest of the economy. This article presents a case study of industry analysis and development strategy for Massachusetts, focusing on the state's base industries. Particular attention is paid to the role of industry clusters — groups of industries linked through customer, supplier, or other relationships, and typically concentrated geographically as well. After assessing strengths and weaknesses of the state's economy, the author concludes that despite the current severe recession, the state possesses the basis for renewed growth. The Homeless Of Massachusetts: An Analysis Of The 1990 U.S. Census S-Night Data, Christopher G. Hudson

This article, which examines epidemiological and policy correlates of homeless populations in 351 Massachusetts towns and cities, is based on an analysis of data from the 1990 U.S. census. It reviews the reliability of the most recent census data, reports findings on the distribution and characteristics of homeless persons in Massachusetts, and presents preliminary correlational findings on the impact of key demographic conditions and policies.

The report includes a meta-analysis of several studies that monitored the Census Bureaus street counts. It is estimated that 42.6 percent of the homeless on the streets in selected urban areas were counted by the …

Education And Community Development Among Nineteenth-Century Irish And Contemporary Cambodians In Lowell, Massachusetts, Peter N. Kiang

New England Journal of Public Policy

As cities undergo dramatic demographic changes, schools become important sites of conflict between the interests of established and emerging communities. This article presents a case study of Lowell, Massachusetts, where the second largest Irish community in the country resided during the 1850s, and which is now home to the second largest Cambodian community in the United States. Analysis of nineteenth-century Irish community dynamics, particularly in relation to issues of public education in Lowell, reveals the significance of religious institutions and middle-class entrepreneurs in the process of immigrant community development and highlights important relationships to ethnicity, electoral politics, and economic development. …

The Entrepreneurial State Goes To Europe: State Economic Policies And Europe 1992, John J. Carroll, William E. Hudson, Mark S. Hyde

This article investigates state-level export programs in response to the emerging new economic and political regime of Europe 1992. Little related export promotion activity is found, even in states reputed to have the most active entrepreneurial policies. The authors conclude that states have few resources to invest in export promotion and are inappropriate jurisdictions around which to organize such policy, despite the much touted "entrepreneurial state."

Decisions about the provision and delivery of public goods and services take place within the framework established by America's most distinctive political invention-federalism. Author after author reminds students and scholars alike that policy making can be understood only from an intergovernmental perspective. But to use a term such as ''intergovernmental policy making'' thrusts one into two distinctive analytic worlds which, at best, are loosely woven together.
