Urban Conservation In Singapore: A Survey Of State Policies And Popular Attitudes, Lily Kong, Brenda S. A. Yeoh

Research Collection School of Social Sciences

This paper focuses on the intersection of state policies and popular attitudes towards urban conservation in Singapore. It first reviews changing state policies which have shaped the built environment from slum clearance in the 1950s and 1960s to the conservation of the city's historic districts in the 1980s and 1990s. It then explores the degree of convergence between the state and the public in terms of the meaning and purposes of conservation, the question of whose heritage to conserve and which strategies are appropriate. Public Policies For The Working Poor: The Earned Income Tax Credit Versus Minimum Wage Legislation, Richard V. Burkhauser, Andrew J. Glenn

This paper first documents the decades-long erosion of the link between low wages and low household income. It then simulates the consequences of this determination on the relative gains of programs designed to help the working poor—minimum wage increases under the Fair Labor Standards Act and increases in the Earned Income Tax Credit (EITC). Using data from the Current Population Survey it is found that increases in the EITC between 1989 and 1992 were far more target-efficient than was the increase in the minimum wage from $3.35 to $4.25 and that the 1993 extension of the EITC is far more …

The purpose of this study is twofold. The first part of the study is an analysis of the waste stream from a sample of seven Portland Public Schools. The second part of the study provides recommendations· for waste reduction, recycling opportunities and potential cost savings for the district. In order to receive the greatest benefits from waste reduction, it will be important to tie in recycling education with facilities management.

The Impact Of Enterprise Zones On Employment, Terry William Van Allen

Dissertations and Theses

The objectives of this study are to investigate the impact of Enterprise Zones (EZs) on the employment of zone residents in 14 states and 60 communities. The author's investigation constitutes the "first" national study to evaluate the employment impacts on zone residents.

The results show that the impact of EZs on decreasing the unemployment rates of zone residents is significant. Also, the interventionist factors of length of time since designation, type of incentives, and number of incentives are all significant indicators of different performances between zones. Dr. Holtgrave and colleagues at the CDC set forth an extensive taxonomy of HIV prevention and treatment services and review reports of efforts to subject some of those services to formal economic evaluation. They find few services thus far to have been so evaluated, no evaluation to have focused solely upon behavioral outcomes and most economic evaluations to lack formal quantitative analyses.
