As early as 1976, the mission of vocational and technical agricultural education included the charge for educators “to develop the abilities needed to exercise and follow effective leadership in fulfilling occupational, social and civic responsibilities” (United States Office of Education, 1976, p. 4). In 1989 the Strategic Plan for Agricultural Education reiterated this objective in Goal 3: “To amplify and expand the ‘whole person’ concept of education, including leadership, personal and interpersonal skills,” (National Summit on Agricultural Education, 1989, p. 4).

Who influences students’ decisions to enroll in traditional and/or nontraditional programs? Encouragement from parents to succeed in math, science and technology is critical in a girl’s decision to enroll in these courses (Parsons, 1980). Beck (1989) contended that the greatest influence on anyone’s career decision, regardless of gender, is the mother. Kotrlik and Harrison (1987) reported in their study that “for agricultural education students as well as other seniors, parents influenced the students’ career choices more than any other person, with the mother being more influential than the father.” Guidance counselors had almost no impact on informing students about what …

The research explored whether or not a relationship existed between the performance appraisal criteria used by the Social Security Administration and actual performance between 1984 and 1990. The issue was whether or not either of the diverse sets of performance appraisal criteria was more effective in improving performance than the other and whether or not base pay should be tied to the results of the performance appraisal system.

The organizational culture in a Veteran's Administration Medical Center (VAMC) was described using triangulated methods which included both secondary quantitative survey data, and internal documentary data sources. The initial survey data collected, from staff and elder veterans revealed an overall positive perception from both samples regarding the quality of life for elder veterans living on extended care wards. The study investigated the extent to which the VAMC's organizational culture affected these perceptions of quality of life.

Documentary data were collected from a variety of VAMC sources regarding behaviors, ideologies, leadership trends, mechanisms of control, and the formal organizational structure. A …

Defense Contractor Buyer-Seller Relationships: Theoretical Approaches, Carl R. Templin

This article examines the applicability of three theoretical approaches to defining defense buyer-seller relationships. Economic Free-Market Theory explains the relative economic power of the participants but ignores the legal, political, and socioeconomic aspects so pervasive in defense acquisitions. Transaction Cost Economics provides a framework for determining the most cost-effective type of contract governance for each transaction. Systems theory explores the degree of interdependence between the buyers and sellers systems. Each theory contributes unique insights into defense buyer-seller relationships that can be used to judge the appropriateness of contracting laws, regulations, policies, and management approaches for specific acquisition environments.

Mortality Effects Of Regulatory Costs And Policy Evaluation Criteria, W. Kip Viscusi

Risk regulations directly reduce risks, but they may produce offsetting risk increases. Regulated risks generate a substitution effect, as individuals' risk-averting actions will diminish. Recognition of these effects alters benefit-cost criteria and the value-of-life estimates pertinent to policy analysis. Particularly expensive risk regulations may be counterproductive. The expenditure level that will lead to the loss of one statistical life equals the value of life divided by the marginal propensity to spend on health. Regulations with a cost of $30 million to $70 million per life saved will, on balance, have a net adverse effect on mortality because of these linkages.

The present study seeks to determine the extent to which formalist ideas in public administration are evident in the practice of managerial performance as perceived by city managers and assistant city managers in the three states of Arizona, Colorado, and Virginia. While numerous studies demonstrate how administrative practices vary in different socio-political environments, the International City Management Association contends that certain basic features of public management nevertheless should be widely applied in different settings.

The following remarks were made as the closing keynote address at the conference, "Mainland Puerto Ricans: Myths and Realities on Poverty," held at Yale University in New Haven, Connecticut, on October 22 and 23, 1993.

There are two "stories" frequently cited to explain the causes of the poverty among Puerto Ricans: the first suggests that Puerto Ricans are poor because they are going through a transition as they move toward full assimilation; the second proposes that Puerto Ricans are becoming part of an urban "underclass." Neither of these explanations stands the test of reality.

If Francis Lieber (1798-1872) had been a tinkerer, like Thomas Alva Edison or George Westinghouse, he might be remembered today for patenting a great variety of inventions. Yet he was an innovator in several fields. His active concerns as a political economist, scholar, and writer ranged through the industrial as well as the liberal arts. Lieber was an early advocate of an international copyright. He urged Congress to establish an office of statistics to aid scientific research. Later he took a lead in military and legal reform, drafting the first formal code of military conduct, which predated and influenced both …

Post-war metropolitan development in the United States has been mainly due to suburban growth which resulted in dispersal of population, retailing, manufacturing, wholesaling and services. What is known about service suburbanization is primarily derived from survey research on location choices done in localized cases. There has been no comprehensive work done using secondary data on revealed behavior.

This dissertation attempts that comprehensive study. The research analyzes the dynamics of locational structure of services in U.S. metropolitan areas from 1969 to 1989.
