Nebraska looked to be one of the leading states in the nation, if not the leading state, in job growth during much of 1991. Each month, reports of Nebraska's continued job growth made it appear that the state had somehow managed to escape the national recession.

Nebraska's apparent economic vitality caught the attention of the national media. The Wall Street Journal, citing Arizona State University, noted that "Nebraska increased non-farm employment at a faster pace than any state during March and April. ... Militarywide Survey Of Whole-Grain Food Products And Total Dietary Fiber Analysis Of The Military Ration, John Paul Warber

Loma Linda University Electronic Theses, Dissertations & Projects

Numerous scientific bodies have made the recommendation to increase consumption of whole-grain breads and cereals. This study used a telephone survey to assess the availability of whole-grain foods in a random selection of 109 military installations and 30 military hospitals. Surveyed installations represent over 70% of the active duty military population assigned in the continental United States.

Military food service specialists were asked questions regarding the availability of the following whole-grain products: bread, rolls, buns, flour, pancake mix, brown rice, and ready-to-eat cereals (RTE). The victim was working in an area covered with tall grass and bushes. The soil was heavily contaminated by metal, so detectors were only used to detect trip-wires. He was not using a detector at the time of the accident. The procedure for trip-wires was to report a find to a supervisor and not to touch it. The victim had been tested on this and the procedure had been followed for previous finds in the area.

The writing of Maine's transportation policy represents an innovative approach to broad based citizen participation in a policy arena (transportation) where public involvement has traditionally been limited. Through consensus building and shared stakeholder power, environmental concerns were integrated into transportation policy planning at the state level. The process offers a possible alternative to the gridlock and high expense associated with the use of litigation to resolve conflict.

The Journal of Sociology & Social Welfare

Welfare use is a highly stigmatized behavior in American society. The word itself conjures up various images of disdain in the minds of most Americans. Yet how do the recipients of welfare discern and react to being on public assistance? The focus of this paper is on understanding the manner in which recipients view their own situation, how they perceive the general public's attitudes toward themselves, and their views on fellow welfare recipients. Also examined are how such attitudes influence recipients' behavior towards welfare. These perceptions and behaviors are explored in detail through the use of in-depth, open-ended qualitative interviews …

An analysis traces the development of ship registration in Singapore and examines the underlying motivation behind changes in policies over the last 3 decades. For the better part of the 1970s Singapore was classified as a flag of convenience (FOC) country as it pursued an FOC policy that emphasized the quantitative growth of its merchant fleet. Beginning in 1979 Singapore tightened maritime standards as well as ownership disclosure rules, requiring a foreign shipowner to incorporate a company in Singapore. It is regarded today as a quasi-FOC country - a term associated favorably with countries offering tax incentives to shipowners. The …

This study examines the impact of collective bargaining on the civil service merit system in the State of Oregon. Four topics of current interest are explored. The first is a discussion of the status of collective bargaining and the civil service merit system legislation. The second topic is an analysis of the extent to which the day-to-day administration of public sector personnel functions is determined by the relative influence of collective bargaining agreements and civil service rules.
