Persistence Of Poverty Across Generations: A Comparison Of Anglos, Blacks, And Latinos, Anna M. Santiago, Yolanda C. Padilla

New England Journal of Public Policy

Utilizing data from the National Longitudinal Survey of Youth, this study examines the impact of children's growing up in poverty on the probability of their remaining in poverty during young adulthood. The primary goals of the research are to examine racial, ethnic, and gender differences in patterns of persistent poverty and to identify predictors of poverty status in young adulthood. The results suggest that both women, regardless of their race, ethnicity, or adolescent poverty status, and black men who grew up in poverty are more likely to be poor as young adults than Anglo men. Logistic regression analyses reveal that …

The objective of the research described here is to assess how recent changes in the organization of industry and discrimination in the workplace affect the employment of Latinos. One of the most important developments in labor markets during the past two decades is the erosion of internal labor markets. Employers are responding to intensified competitive conditions that developed during the 1980s: increased international competition in domestic markets and deregulation in telecommunications, banking, insurance, and other industries. The term docuverse was first developed by Apple Computer guru Allen Kay in the late 1960’s. The underlying idea can be traced back decades earlier, to the visionary Vannevar Bush and the Memex (Bush, 1945). According to Kay, a docuverse is a set of related documents together with the linkages between them. In this paper, a docuverse is conceived as a collection of related scholarly documents together with the links, ties and bonds that can bring them together into an integrated logical and conceptual whole. At approximately 11:20 the victim discovered a mine. This was his third that day and the first day that he had found any at that site. Instead of informing his Section Leader as he was required to do, he investigated it on his own. "For some reason the mine (or perhaps mines) detonated leaving him very seriously injured". Instead of returning to the rest area he walked along the adjacent cleared lane and tried to move a branch lying in an uncleared part of the road to the side of the lane. Least-Cost Transportation Planning In Odot: Feasability Report, Anthony M. Rufolo, Lois M. Bronfman, James G. Strathman

Least Cost Planning or Integrated Resource Planning is used in the electric utility industry to broaden the scope of choices to meet service requirements. This typically includes methods to reduce the demand for electricity as well as the more traditional electric generation options. Techniques have been developed to compare the cost of electricity generation with the cost of meeting service requirements by reducing electricity usage. In addition to cost considerations, utilities typically take account of uncertainty associated with forecasts and a variety of other considerations in specifying their least cost plan.

At 08:20 the victim located a mine and bent down to place a marker. At that point he had a dizzy spell and fell towards the mine, initiating it with the side of his head. He suffered serious injuries to his head and eyes and a broken arm (photographs elsewhere in the file also showed small bandages applied to his abdomen and right knee).

Homelessness is a major problem in Portland. Many people here cannot afford housing of any kind. Although the total number of homeless people in the city is not known, an estimated 14,000 Multnomah County residents spent time in homeless shelters during some part of 1993.

The goal of our group, which came together in November of 1994 in Portland State University's Planning Workshop, was to find ways to "improve the lives of homeless campers." This study examines patterns of news coverage of five West Virginia mining disasters in local, regional and national news media. It grew out of an effort to follow up an earlier study of relief efforts at the Monongah mine disaster of 1907. One of the principal findings is that local newspapers consistently provided limited coverage of mining disasters and almost no coverage of relief efforts carried on in the wake of disasters. National coverage, by the New York Times and regional coverage by the Pittsburgh Post-Gazette reveals a number of persistent themes and some important differences.

This thesis develops a methodology to evaluate how dissimilar military systems support the accomplishment of the United States? counterproliferation objectives. The overall scope is to develop a model of the counterproliferation decision process that enables systems to be evaluated against common criteria. By using decision analysis, an influence diagram model is developed which represents military activities in the counterproliferation process. The key questions which must be asked in evaluating counterproliferation systems are highlighted. An analysis of perfect intelligence, perfect defensive, and perfect offensive systems reveal that a perfect intelligence system provides the greatest potential to meet the United States' counterproliferation …

The Section Commander was doing the prodding himself because he considered the work dangerous and wanted to be sure it was done properly. He was working in a kneeling position and not wearing safety spectacles. He did not use water to soften the ground despite the fact that it was very hard. "The explosion occurred when the Section Commander was prodding a mine 50cm outside the safe lane, his prodding tool slipped from the grassroots and landed on a Type 72 mine". He was said to have sustained temporary vision loss.
