Implications Of Native Title Legislation For Fisheries Management And The Fishing Industry In Western Australia, Patricia Summerfield

Fisheries Management Papers

This paper seeks to examine the key issues of both State and Commonwealth native title legislation for the fishing industry and fisheries management in Western Australia. Considerations for Aboriginal involvement in the industry and long-standing as well as recent concessionary arrangements for traditional usage of fish resources are examined. Industry reactions and future plans to accommodate native title in a positive framework are explored.

Between a free market and a governmental approach, the operation of market forces often proceeds more rapidly and more effectively in responding to serious problems than do the more ponderous decision-making mechanisms of the public sector. Indeed, often the reduction of governmental impediments to competition represents the most efficient and least costly solution. Medical care is no exception.

The mined area was laid by the District Police and Militia to protect a dyke from attack. The reconnaissance team warned of booby trapped 60mm mortars and B40 RPGs. At 13:45 on the day of the accident Victim No.1 located a device similar to one that had been found two hours before. He called his Section Commander to identify it. Implementing Community Policing: A Documentation And Assessment Of Organizational Change, Emmajean Williams

Dissertations and Theses

Four research questions guided this documentation and assessment of the Portland Police Bureau's conversion to community policing. These questions generated a description of the events and circumstances that created the perceived need for change in the Bureau's role and function; a search for justification for selecting community policing as an alternative policing approach; a comparative analysis of past attempts to implement innovative change of a similar dimension in police organizations; and an assessment of the process by which the Bureau implemented this new policing strategy.

The Deputy Country Director was interviewed by the researcher on 18th November 1998 and later send a one page summary of the accident and two others (dated 01/11/95). He said that the victim had initiated a PMN mine at approximately 12:45 whilst prodding with his three-pronged fork. At the time an internal investigation [not made available] concluded that he had not used his detector in that area prior to the accident, which was against instructions from his supervisors. “If he had been using the detector the accident would probably have been avoided.”

The victim set off an OZM-72 bounding fragmentation mine at about 12:27, and was killed. An internal investigation concluded that he had been rolling up a trip-wire as he was working his way towards the mine. This contravened safety procedures, according to which deminers should not touch trip-wires at all but should call a supervisor.

Ocean Transport Of Containerized Liner Cargo In The United States-Mexico Trade, Carl Joseph Williams

Commerce between the United States and Mexico will continue to grow due to the incremental benefits of the North American Free Trade Agreement. This growth, however, will be slowed at least temporarily by the recent Mexican Peso crisis. Ocean transportation currently only moves about 8.5 percent of US-Mexico cargo by value even though it is the most efficient mode of transport over longer distances. This study hypothesized that the underutilized ocean transport sector has captured significant high-growth general cargo that is amenable to containerized transport from the air and/or trucking and rail sectors of the US-Mexico trade. Given the issue's importance—the Army's future as an effective 21st-century warfighting institution—Tofflerian theory attributes that are conceptually flawed should be forcefully acknowledged. With this perspective in mind, I posit that the war forms developed in War and Anti-War, specifically First and Second Wave war, are overgeneralized and distort Western warfare's historical development. As such, the war forms do not significantly further RMA theory and potentially pose a great liability. Still, these terms are becoming accepted by Army scholars because of the Tofflers' great theoretical influence.
