Since the new bag and size limits were introduced in December 1991, there have been many suggestions for refinement and improvement of these regulations. This paper includes the summary of submissions to Fisheries Management Paper No 52 - Review of Bag and Size Limit Proposals for Western Australian Recreational Fishers and details new regulations which will come into force on 1 July 1995.

The Australian Society for Fish Biology Workshop topic for its 1994 Conference was Recreational Fishing - What's the Catch. It was acknowledged at the ASFB conference that there were generally poor levels of information and for the lower value commercial and recreational fisheries there may be no way to gather definitive research data for the foreseeable future. In keeping with his promise to make government work better for the people of Maine, Governor Angus King commissioned the Task Force on Regional Options for Better Government. The Governor charged the task force with recommending some alternative regional arrangements for the delivery of government services currently provided by state or local government. The task force evaluated three services in which regionalism offered some advantages: economic development; demand response transportation; and municipal management information systems.

Labor Earnings And Household Income Mobility In Reunified Germany: A Comparison Of The Eastern And Western States, Richard Hauser, Holger Fabig

Using data from the German Socio-Economic Panel (GSOEP) we compare the economic mobility of persons living in the eastern and western states of Germany between 1990 and 1995. We find that gross individual labor income mobility was initially much higher in the east than in the west following reunification, but by 1995 the gap had been greatly reduced. We find similar results when we change our measures to more accurately reflect economic well-being. Gross equivalent labor income and net equivalent income mobility were initially higher in the eastern states than in the western states but there has been convergence over …

In New York City's water supply watersheds, controversy over water quality protection underscores both the need to expand the scope of water resource management and the challenges to doing so. This paper describes the response of watershed residents to !'Jew York City's efforts to avoid filtration mandated by the 1986 Safe Drinking Water Act Amendments and 1989 Surface Water Treatment Rule. The emergence of a spectrum of stakeholder groups representing land owners, sport fishermen, businesses, environmental groups and local communities has brought social and economic issues not previously part of the City's water management program to the center of the …

The victim was investigating the source of a detector reading in an area where the ground had a high level of natural soil contamination. The victim was reported to have been lying down to work. He used his prodder, but because the ground was very hard he also used a trowel to break up the surface. At 11:27 he initiated a Type 72A mine. After first aid the victim was taken by ambulance to Battambang Provincial Hospital, arriving at 12:40.

The purpose of this study was to determine how agricultural education instructors and their administrators viewed the importance of the current and future instructional areas as part of the agricultural education curriculum in Nebraska. The population of the study included all agricultural teachers, principals, and superintendents of secondary schools in Nebraska which offered agricultural education during the 1989-1990 school year (n=381). A random sample of forty schools were selected from the population. The respondents were asked to rate the importance of topics in both the current and future agricultural education curriculum. In 1986, the Fund for the Improvement of Postsecondary Education (FIPSE), U.S. Department of Education, issued its first call for innovative approaches to solve the problem of reward for teaching in American universities. The FIPSE Board of Directors and staff recognized that the greatest disparity in the postsecondary reward system occurred in research-oriented universities where research garnered more rewards than teaching. They concluded that if teaching in American universities was going to improve, the reward structures in higher education needed to change. William A. Niskanen's (1971, 1975) theory of bureaucracy has been a source of much debate and research.^ The theory assumes that utility-maximizing bureaucrats will seek to maximize their agency's discretionary budget. A central implication of this theory is that bureaus will supply output inefficiently or in quantities greater than that desired by citizens.

The authors test Niskanen's hypothesis by examining the decision of cities to contract out for services. Their premise is that city managers fit the characteristics of the greedy bureaucrat Niskanen describes. Competitive Long-Distance Running And Its Effect On The Self-Concept Of Emotionally Disturbed Adolescents: An Evaluative Study, Elizabeth R. Rogers

This study focuses on the effectiveness of the "Runaway" program, a competitive long-distance running program, in meeting the program goals for the treatment of emotionally disturbed adolescents. The study reviews Piers-Harris Self Concept Scale (SCS) scores of clients in a long-term in-patient treatment facility. A Post-test only research design was used to compare the scores of those who participated in the program to the scores of those who did not. A statistically significant difference in the self-concept of runners and non-runners tested was obtained . The program met the goal of improving the patients' self-concept.

The gray wolf once inhabited a wide variety of habitats throughout most of the northern hemisphere north of 20°N latitude. Because the animal preyed on livestock and competed with humans for wild prey, it was extirpated from much of its range outside of wilderness areas. Environmental awareness in the late 1960s brought for the wolf legal protection, increased research, and favorable media coverage. The species has increased in both Europe and North America, is beginning to reoccupy semiwilderness and agricultural land, and is causing increased damage to livestock. The protection of water quality at its source — the watershed — recognizes that minimizing land use impacts and allowing natural processes to provide in situ biological treatment can complement conventional engineering methods. Transitions Between Child Care Arrangements For German Pre-Schoolers, Jan Ondrich, C. Katharina Spiess

This study uses a descriptive statistical approach to analyze the dynamics of child care for German pre-schoolers of all ages. Age-specific and duration-specific hazard rates for leaving informal care and for leaving formal care are calculated for various risk groups. Differences in the hazard rates across risk groups indicate the presence of important factors affecting transitions. The factors that we examine relate to household characteristics, the employment status of the mother, and regional supply. We find strong support for the hypotheses that households with fewer pre-schoolers and working mothers have greater demand for pre-school formal care. This demand also appears …

Will the information superhighway – like its concrete counterpart, the interstate highway system – turn out to be a good idea but too expensive to maintain properly? This paper will explore issues associated with the initial and ongoing costs of adopting information technology for nonprofit community service organizations, with particular attention to access and use of the information superhighway. Several possible explanations for the lag in adoption of internet technology will be explored. In Anglo-American traditions, the concept of a commons has historically been most frequently attached to shared land in joint use by a village or community. The common theory of voluntary action presents organized collective action as consisting of shared purposes, shared resources and voluntary participation resulting in an evolving sense of mutuality, and moral order, consisting of shared norms of fairness and participation.
