At the Annual Management Meeting of the Shark Bay Snapper Limited Entry Fishery held on 22 July 1994 industry put forward a proposal that supplementary and non-transferable quota that was "lost" to the fishery when a licence holding non-transferable quota was transferred should be retained by the Fisheries Department and leased back to licence holders on an annual basis. As a result of this proposal and the fact that the management arrangements for the fishery are extremely complex and in need of simplification, the Minster for Fisheries approved the establishment of a Working Group to examine the lease-back proposal and …

In mid 1994, the Fisheries Department of Western Australia announced that it would prepare a discussion paper setting out options for future management of the demersal scalefish fishery off the Kimberley coast. This paper, which was to be the start of a wider consultative process, was also to include options for possible further development of the trap and line fisheries. This paper is only the first step in a process for developing formal long term management arrangements under the new fisheries legislation, the Fish Resources Management Act 1994. As a result of community concern regarding trawling, the current management rules for the South West Trawl Limited Entry Fishery were finalised in February 1989 and the final plan was gazetted in October of that year. However, there was public disquiet about this trawling, and as a result of this disquiet, a research program was initiated by the Fisheries Department with funding received from both the Commonwealth and State Governments. Now that the peace process, however fragile and tenuous, has stayed the course, despite some serious obstacles and setbacks, and talks between the British government and Sinn Fein are taking place, it is a time to reflect on the nature of the divisions that have scarred our lives and psyches.

Putting The Minimum Wage Debate In A Historical Context: Card And Krueger Meet George Stigler, Richard V. Burkhauser, Kenneth A. Couch, David Wittenburg

Half a century ago George Stigler stated that evaluation of minimum wage policy should revolve around two questions: Does such legislation diminish poverty? Are there efficient alternatives? We argue that historically these were and continue to be appropriate questions to ask with respect to this policy. We then replicate and evaluate the analysis in Chapter 9 of Myth and Measurement: The New Economics of the Minimum Wage with regards to these questions. Given the evolution of the Earned Income Tax Credit we conclude that, aside from nostalgia, it is hard to explain the continued support for increasing the minimum wage …

Work began on 18th May 1995 and one side was cleared that day, with a POMZ-2 located and destroyed. On 19th May 1995 the section started clearing the other side. At about 10:00 a mine exploded in a cleared lane about two minutes after a deminer walked there. No injuries occurred. Work continued and a further three mines were found using detectors. On completion the victim went to destroy the mines.

This thesis traces the historical evolution of one of the early responses to youth crime and violence -- public school police. In addition, this thesis addresses the lack of information about the creation and implementation of a public school police force, specifically the Portland Public School Police and School District No. 1, during its formative years, 1937 to 1953. Finally, the thesis intends to address two principal questions: A) Why did the Portland Board of Education find it necessary to create their own police agency?
