In this study I argue that a holistic approach is better than an individualistic approach for interpreting the United States Endangered Species Act (ESA). I propose that the use of a holistic ethical framework, based on fundamental environmental philosophy, is better in that it more effectively fulfills the ESA's goals of species and ecosystem conservation. Holistic ethics is based on concern for a community as a whole, while individualistic ethics is based on concern for the individual. A holistic approach, I argue, is more beneficial to nature than is an individualistic approach or other non-holistic approaches. I set up basic …

Wolves in the Northern Rocky Mountains (Idaho, Montana and Wyoming) continue to increase in distribution and numbers (Figures 1,5). Estimates of wolf numbers at the end of 2001 were 261 wolves in the Central Idaho Recovery Area, 218 in the Greater Yellowstone Recovery Area, and 84 in the Northwest Montana Recovery Area (Figure 1, Tables 1,2,3,4). By state boundaries, there were an estimated 251 wolves in the state of Idaho, 189 in Wyoming and 123 in Montana. Of the 63 groups of 2 or more wolves, at least 34 wolf packs met the definition of “breeding pair,” an adult male …

The use of chromate as a corrosion inhibitor in primer paint is an essential component for the protection of aluminum-skinned aircraft and the primary source of hexavalent chromium (Cr (VI)) exposure to USAF aircraft painters. The objective of this research was to quantify the dissolution of chromate from freshly sprayed paint particles into a simulated lung fluid (SLF). Two primer paints were sprayed with a paint spray gun to generate overspray particles for collection into impingers filled with SLF. Particles were allowed to soak in SLF for 24 and 48 hours and then the particles were removed by centrifugation. The …

In addition to their aesthetic value, lakes and ponds provide important habitats for aquatic and terrestrial wildlife. The attraction of the lake's natural beauty, however, can increase recreational pressures that may lead to human induced eutrophication. Lake George and Oaks Pond were chosen as the Colby Environmental Assessment Team's (CEAT) study sites due to the concern about potential human induced eutrophication of both water bodies. The Environmental protection Authority has indicated that terrestrial fauna surveys as undertaken for the purpose of preparing Environmental Impact Assessment (EIA) are not providing adequate information to enable decision-makers to assess development impacts on biodiversity and ecosystems. In the absence of a protocol to assess current standards of terrestrial fauna surveys, 'best practice' was defined through discussions held with an 'expert panel', and quantified through a questionnaire. Dinoflagellates can be classified both botanically and zoologically; however, they are typically put in the botanical division Pyrrhophyta. As a group they appear most related to the protistan ciliates and apicomplexans at the ultrastructure level. Within the Pyrrhophyta are both unarmored and armored forms of the dominant, motile flagellated stage. Unarmored dinoflagellates do not have thecal or wall plates arranged in specific series, whereas armored species have plates that vary in thickness but are specific in number and arrangement. In armored dinoflagellates, the plate pattern and tabulation is a diagnostic character at the family, subfamily, and even genus levels. In …

"Phthalate Esters" ("PEs") are considered as major industrial wastes that can cause pollution in the river water. A study of determination of the PEs in the Klang River water by the application of "Gas Chromatography'' ("GC'') with "Flame-Ionisation Detector" ("FID") will be carried out in this project. "Mass-Selective Detector" ("GC-MSD") will be used in the identification of phthalates compoW1d. A BP-5 non-polar capillary column will be used for the river water analysis. ln the first part of the study, the characteristics of the leachate from Ampang landfill, collected before and after the landfill closure was analysed. In general, the characteristics of the Ampang landfill leachate was found to be typical of other landfill leachates in the Klang Valley. The analysis reveals that the Ampang landfill leachate during its active life had high contents of sodium, potassium, chloride and ferum, with concentrations of 687 ppm, 785 ppm, 2500 ppm and 45 ppm respectively. The solvent-extractable hydrocarbons were identified in PM 10 airborne particles and roadside soil particles collected at eight locations in the city center and the suburb of Kuala Lumpur, Malaysia during the period from November 1998 to January 1999. Airborne particles were collected using high-volume PM1o sampler on glass fiber filters over 24 h average sampling period. After ultrasonic agitation with dichloromethane, the extracts were concentrated and fractionated on an alumina-silica column into three major fractions (aliphatics, aromatics and polar compounds). The aliphatics and aromatics fractions were then subjected to gas chromatography-mass spectrometric (GCMS) analysis. The major hydrocarbons identified in these …

The New England Environmental Finance Center (NE/EFC) has been conceived as a knowledge-based clearinghouse, training, and change-agent program aimed at helping EPA's constituencies find financially successful approaches to environmental improvements. The NE/EFC will develop approaches to needs of particular priority in New England and potentially useful throughout the nation; share such approaches through the EFC national network; and help make tools from that network accessible throughout New England. (First paragraph) This technical guidance document is based on the concept that bioassessment and biocriteria programs for estuaries and near coastal waters are interrelated and critical components of comprehensive water resource protection and management. Understanding how estuarine ecosystems function and respond to human activity requires a holistic approach to protection and management that integrates biological assessments into the more traditional chemical and physical evaluations. Section 101 of the Clean Water Act requires federal and state agencies to “restore and maintain the chemical, physical, and biological integrity of the nation’s waters.”

Massena, New York, located on the St. Lawrence River in upstate New York, is a small industrial town of 16,000 persons. The St. Lawrence River forms the international border between New York State and Ontario, Canada. Three major industries, General Motors, Reynolds Metals, and the Aluminum Company of America, operate large, primary aluminum smelting operations in Massena. Massena was the site selected for the first United Stated aluminum smelters near the Alcoa plant on the St. Lawrence River. All three aluminum smelters continue to operate today. This report provides an overview of the water quality problems and associated state and federal programs in the 40 counties that make up the PRIDE region. The 2000 Kentucky 305(b) stream assessment has identified over 1000 miles of impaired stream within the region. The major cause of pollution in the region is related to problems with pathogens. Much of these problems are related to straight pipes and failing septic and wastewater systems. It has been estimated that there are over 35,000 straight pipes and failing septic systems in the PRIDE region. A second major environmental impact in the region is …

Deer living on and around airports pose a threat to aircraft. The consequence of a deer-aircraft strike can be serious and potentially tragic. Nationally, cervids (deer) accounted for 67% of all reported mammal-aircraft strikes and have caused damage in 81% of deer strikes in the United States (Cleary et al. 1999). Due to the potential for damage, the Federal Aviation Administration and USDA-APHIS-Wildlife Services (WS) program recommend a zero-tolerance of deer on an airfield. The risk factor for U.S. airports continues to increase due to the steady rise in take-off/landings and bird populations. The focus of bird strike mitigation in the past has centered primarily on Wildlife Management techniques. Recently, an Avian Hazard Advisory System (AHAS) has been developed to reduce the risks of bird strikes to military operations.
