Flow-based generative models have shown an excellent ability to explicitly learn the probability density function of data via a sequence of invertible transformations. Yet, learning attentions in generative flows remains understudied, while it has made breakthroughs in other domains. To fill the gap, this paper introduces two types of invertible attention mechanisms, i.e., map-based and transformer-based attentions, for both unconditional and conditional generative flows. The key idea is to exploit a masked scheme of these two attentions to learn long-range data dependencies in the context of generative flows. Reaching consensus-a macroscopic state where the system constituents display the same microscopic state-is a necessity in multiple complex socio-technical and techno-economic systems: their correct functioning ultimately depends on it. In many distributed systems-of which blockchain-based applications are a paradigmatic example-the process of consensus formation is crucial not only for the emergence of a leading majority but for the very functioning of the system. The two groups of the human-or-machine questions, whether AI-generated works are copyrightable and whether AI-generated works have human authors, are revisiting the current copyright law with the emergence of AI-generated works. These revisiting questions reveal that the current authorship requirement fails to provide a clear and operable standard on evaluating a human contributor’s intellectual labor for creative output. Such a defect of the current authorship requirement has to be fixed to respond to the technological change of artificial intelligence and the burgeoning prevalence of AI- or advanced computer program-generated works.

Background
Estimating tumor purity is especially important in the age of precision medicine. Purity estimates have been shown to be critical for correction of tumor sequencing results, and higher purity samples allow for more accurate interpretations from next-generation sequencing results. Molecular-based purity estimates using computational approaches require sequencing of tumors, which is both time-consuming and expensive.
Methods
Here we propose an approach, weakly-supervised purity (wsPurity), which can accurately quantify tumor purity within a digitally captured hematoxylin and eosin (H&E) stained histological slide, using several types of cancer from The Cancer Genome Atlas (TCGA) as a proof-of-concept.

To communicate information securely, the sender and recipient of the information need to have a shared, secret key. Quantum key distribution (QKD) is a proposed method for this and takes advantage of the laws of quantum mechanics. The users, Alice and Bob, exchange quantum information in the form of entangled qubits over a quantum channel as well as exchanging measurement information over a classical channel. A successful QKD algorithm will ensure that when an eavesdropper has access to both the quantum and classical information channels, they cannot deduce the key, and they will be detected by the key generators. Poisson’s equations and Laplace’s equations are important linear partial differential equations (PDEs)
widely used in many applications. Conventional methods for solving PDEs numerically often need to
discretize the space first, making them less efficient for complex shapes. The random walk on spheres
method (WoS) is a grid-free Monte-Carlo method for solving PDEs that does not need to discrete the
space. We draw analogies between WoS and classical rendering algorithms, and find that the WoS
algorithm is conceptually identical to forward path tracing.

This study examines the effect of monetary policy rate (MPR) on market interest rates in Nigeria. For parsimony, we develop two indexes called the short-term interest rate (SINT) and Lending interest rate (LINT) to represent deposit and lending rates respectively. The nonlinear autoregressive distributed lag (NARDL) and threshold regression models are adopted. The study uses monthly data from 2002:M1 to 2019:M12. The results of the threshold regression model indicate that the degree of the effect of MPR on SINT and LINT above the estimated threshold of 11 and 13 percent respectively is greater and significant than if MPR were to …

This study investigates the implication of the social dimension of inclusive growth on poverty reduction in Economic Community of West African States (ECOWAS) countries. It specifically examines how social indices of inclusive growth comprising of income inequality, education, and health outcomes affect poverty reduction. The study uses a panel dataset of the six (6) lower-middle income countries in ECOWAS which was analysed via panel Difference Generalised Method of Moment (D-GMM). The results show that GDP per capita exerts significant negative effect on poverty while inequality, education and health outcomes do not show significant effect on poverty. The aim of this study is to examine the effect of FDI on employment in ECOWAS sub region between 1990 and 2019. The study utilizes a panel autoregressive distributed lag model to analyse the short run and long run relationship between FDI and employment across ECOWAS sub region. In the short run, the impact of FDI on employment is negative and statistically not significant. Meanwhile, in the long run FDI has a positive and statistically significant impact on employment rate. This study examines the impact of the COVID-19 pandemic on sectoral stock prices in Nigeria stock market using daily data covering from February 28, 2020 to June 26, 2020. Applying the autoregressive distributed lag (ARDL) bounds test, the study finds that COVID-19 pandemic had adverse impact on the stock market indices in the short run. Furthermore, the study documents negative response of sectoral stock prices to the pandemic while the stock prices of the banking sub-sector are the worst hit. Software plays a central role in modern societies, with its high economic value and potential for advancing societal change. In this paper, we characterise challenges and opportunities for a country progressing towards entering the global software industry, focusing on Papua New Guinea (PNG). By hosting a Software Engineering workshop, we conducted a qualitative study by recording talks (n=3), employing a questionnaire (n=52), and administering an in-depth focus group session with local actors (n=5). Researchers have proposed multimodal deep learning classification methods to perform hateful meme detection. In the quest to achieve better response times in dense urban environments, law enforcement agencies are seeking AI-driven planning systems to inform their patrol strategies. In this paper, we present a framework, OFFICERS, for deployment planning that learns from historical data to generate deployment schedules on a daily basis. We accurately predict incidents using ST-ResNet, a deep learning technique that captures wide-ranging spatio-temporal dependencies, and solve a large-scale optimization problem to schedule deployment, significantly improving its scalability through a simulated annealing solver. Data mixing (e.g., Mixup, Cutmix, ResizeMix) is an essential component for advancing recognition models. In this paper, we focus on studying its effectiveness in the self-supervised setting. By noticing the mixed images that share the same source images are intrinsically related to each other, we hereby propose SDMP, short for Simple Data Mixing Prior, to capture this straightforward yet essential prior, and position such mixed images as additional positive pairs to facilitate self-supervised representation learning. This paper presents a Generative prior ReciprocAted Invertible rescaling Network (GRAIN) for generating faithful high-resolution (HR) images from low-resolution (LR) invertible images with an extreme upscaling factor (64×). Previous researches have leveraged the prior knowledge of a pretrained GAN model to generate high-quality upscaling results. However, they fail to produce pixel-accurate results due to the highly ambiguous extreme mapping process. We remedy this problem by introducing a reciprocated invertible image rescaling process, in which high-resolution information can be delicately embedded into an invertible low-resolution image and generative prior for a faithful HR reconstruction. Due to rapid changes in software applications, especially incorporating the demands of self-regulating technologies becomes a major challenge in software projects. This research focuses on technological, managerial, and procedural challenges, which are believed to be the most significant factors contributing to projects failure. To address these issues, this study proposes Monolithic Ontological Methodology (MOM) which addresses the weakness in the existing benchmark methodologies including PRINCE2, Extreme Programming, and Scrum in terms of project management, quality control, and stakeholder involvement. The need for a smart city is more pressing today due to the recent pandemic, lockouts, climate changes, population growth, and limitations on availability/access to natural resources. However, these challenges can be better faced with the utilization of new technologies. The zoning design of smart cities can mitigate these challenges. It identifies the main components of a new smart city and then proposes a general framework for designing a smart city that tackles these elements. To improve the power consumption of parallel applications at the runtime, modern processors provide frequency scaling and power limiting capabilities. In this work, a runtime strategy is proposed to maximize energy savings under a given performance degradation. Machine learning techniques were utilized to develop performance models which would provide accurate performance prediction with change in operating core-uncore frequency. Experiments, performed on a node (28 cores) of a modern computing platform showed significant energy savings of as much as 26% with performance degradation of as low as 5% under the proposed strategy compared with the execution in the unlimited power case.

Eye blinking is closely related to human physiology and psychology. It is an effective method of communication among people and can be used in human–machine interactions. Existing blink monitoring methods include video-oculography, electro-oculograms and infrared oculography. However, these methods suffer from uncomfortable use, safety risks, limited reliability in strong light or dark environments, and infringed informational security. In this paper, we propose an ultrasound-based portable approach for eye-blinking activity monitoring. Low-power pulse-echo ultrasound featuring biosafety is transmitted and received by microelectromechanical system (MEMS) ultrasonic transducers seamlessly integrated on glasses. Deep-learning based video models, which have remarkable performance on action recognition tasks, are recently proved to be vulnerable to adversarial samples, even those generated in the black-box setting. However, these black-box attack methods are insufficient to attack videos models in real-world applications due to the requirement of lots of queries. To this end, we propose to boost the efficiency of black-box attacks on video recognition models. Although videos carry rich temporal information, they include redundant spatial information from adjacent frames.
