Flight safety is a critical design and engineering consideration within the United States Department of Defense (DoD) and particularly the United States Air Force (USAF). This study conducts an independent evaluation of the airworthiness assessment process used by the United States Air Force’s Engineering Directorate through modeling and simulation. The airworthiness process is examined for its ability to effectively verify sound engineering design and efficiency with respect to the implementation of new software-based assessment tools and its impact on timeliness of reviews and resource utilization. This dissertation makes contributions to the problem of Long-Term Appearance-Based Place Recognition. We present a framework for place recognition in a collaborative scheme and a method to reduce the impact of dynamic objects on place representations. We demonstrate our findings using a state-of-the-art place recognition approach.

We begin in Part I by describing the general problem of place recognition and its importance in applications where accurate localization is crucial. We discuss feature detection and description and also explain the functioning of several place recognition frameworks.

Centralized communication-based control is one of the main methods that can be implemented to achieve autonomous advanced energy management capabilities in DC microgrids. However, its major limitation is the fact that communication bandwidth and computation resources are limited in practical applications. A new type of fully-holonomic aerial vehicle is identified and developed that can optionally utilize automatic cancellation of excessive thruster forces to maintain precise control despite little or no throttle authority. After defining the physical attributes of the new vehicle, a flight control mixer algorithm is defined and presented. This mixer is an input/output abstraction that grants a flight control system (or pilot) full authority of the vehicle's position and orientation by means of an input translation vector and input torque vector. Inter-rater reliability can be regarded as the degree of agreement among raters on a given item or a circumstance. Multiple approaches have been taken to estimate and improve inter-rater reliability of the United States Department of Defense Human Factors Analysis and Classification System used by trained accident investigators. In this study, three trained instructor pilots used the DoD-HFACS to classify 347 U.S. Air Force Accident Investigation Board (AIB) Class-A reports between the years of 2000 and 2013. In the ASEM-IAC 2012, Cotter (2012) identified the gaps in knowledge that statistical engineering needs to address, explored additional gaps in knowledge not addressed in the prior works, and set forth a working definition of and body of knowledge for statistical engineering. In the ASEM-IAC 2015, Cotter (2015) proposed a systemic causal Bayesian hierarchical model that addressed the knowledge gap needed to integrate deterministic mathematical engineering causal models within a stochastic framework. STORM (System-Theoretic and Technical Operational Risk Management) is a systems security engineering (SSE) methodology for assuring missions and managing risk. Fully consistent with the System Security Engineering principles and objectives as described in NIST SP 800-160, STORM addresses the shortcomings of compliance-centric approaches by providing rigorous, behavior-focused tools applicable at both leadership and technical levels.

STORM integrates two principal components: STPA-Sec (System-Theoretic Process Analysis for Security) and CSBD (Certified Security by Design). This paper contains the description of a successful system dynamics (SD) modeling approach used for almost a quarter-century in secondary schools, both in algebra classes and in a year-long SD modeling course. Secondary school students have demonstrated an ability to build original models from the news, write technical papers explaining their models, and present a newfound understanding of dynamic feedback behavior to an audience. "In this thesis, methods for evaluating the fetal state are compared to make predictions based on Cardiotocography (CTG) data. The first part of this research is the development of an algorithm to extract features from the CTG data. A feature extraction algorithm is presented that is capable of extracting most of the features in the SISPORTO software package as well as late and variable decelerations. The resulting features are used for classification based on both U.S. National Institutes of Health (NIH) categories and umbilical cord pH data. At the simplest dynamical level, neurons can be understood as integrators. That is, neurons accumulate excitation from afferent neurons until, eventually, a threshold is reached and they produce a spike. Here, we consider the control of integrative processes in neural circuits in two contexts. First, we consider the problem of extrinsic neurocontrol, or modulating the spiking activity of neural circuits using stimulation, as is desired in a wide range of neural engineering applications. Gas analysis is an important part of our world and gas sensing technology is becoming more essential for various aspects of our life. A novel approach for gas mixture analysis by using portable gas chromatography in combination with an array of highly integrated and selective metal oxide (MOX) sensors has been studied. We developed a system with small size (7 x 13 x 16 inches), low power consumption (~10 W) and absence of special carrier gases designed for portable field analysis (assuming apriori calibration).
