Traffic congestion has been a pervasive problem in many urban areas of this country. This paper studies the potential of carpooling among unrelated partners (i.e., inter-household carpooling) for demand reduction during peak commute hours. Basic questions about this potential include the following. Can the current population density, origin-destination distribution, tolerable pick-up and drop-off delays, departure time distribution, and the tolerance for deviation from preferred departure time support a sizable carpooling population that can make a significant contribution to traffic demand reduction? Caltrans began a systematic investigation into the role of air cargo in California’s goods movement, as part of the larger development effort for a statewide goods movement strategy, and funded a research project in 1997 for the Institute of Transportation Studies at U.C. A gap exists between theoretical stances that acknowledge the importance of dialogue as a dynamic within socially constructed structures, and "steersmanship" of those constructs--e.g., directing, intervening or transforming organizations. A "mechanism" which links theory with practice is missing, leaving practitioners with an acknowledgment of dialogue's central position, but without tools to enact this centrality in practice or research. This research constructs a conceptual model of dialogue, derived from the literature. This paper presents a unit commitment algorithm which combines the Lagrangian relaxation (LR), sequential unit commitment (SUC), and optimal unit decommitment (UD) methods to solve a general hydro-thermal optimization (HTO) problem. We argue that this approach retains the advantages of the LR method while addressing the method''s observed weaknesses to improve overall algorithm performance and quality of solution. The proposed approach has been implemented in a version of PG&E''s HTO program, and test results are presented.

The paper presents a transmission-constrained unit commitment method using a Lagrangian relaxation approach. The transmission constraints are modeled as linear constraints based on a DC power flow model. The transmission constraints, as well as the demand and spinning reserve constraints, are relaxed by attaching Lagrange multipliers. The authors take a new approach in the algorithmic scheme. A three-phase algorithm is devised including dual optimization, a feasibility phase and unit decommitment. A test problem involving more than 2500 transmission lines and 2200 buses is tested along with other test problems

As software costs become an increasingly higher percentage of total computer system costs, it becomes increasingly more important for software development managers to have the ability to predict development costs with reasonable accuracy early in the software development cycle. Software development cost estimates are based in large measure on software size. Function points are considered by many to be a de facto industry standard as a size metric. Almost every professional presentation includes some form of graphics. Many previous researchers have analyzed the relative effectiveness of graphical decision aids, such as pie charts or bar graphs. Very little research, however, has been conducted to determine the effects of extraneous graphics, such as pictures and logos, on decision making. This study employed an experiment to determine whether extraneous graphics hinder or enhance a decision maker's ability to obtain the pertinent information from a professional presentation. This research applied sociotechnical systems theory to explore the process used by two elected bodies to decide upon adoption of a complex technical engineering proposal. The research used a modified sociotechnical systems conceptual framework that was developed by Pava (1983) for application to non-traditional work settings. Pava applied the conceptual framework to what he termed non-routine office work which is characterized by non-linear conversion flow, multiple, concurrent conversion processes and vocational separatism (Pava, 1983).

The concept of Automated Highway Systems is based on the belief that integration of sensing, communication, and control technologies into vehicles and highways can lead to a large improvement in capacity and safety without requiring a significant amount of additional highway right-of-way. This paper describes a Lagrangian relaxation-based method to solve the short-term resource scheduling (STRS) problem with ramp constraints. Instead of discretizing the generation levels, the ramp rate constraints are relaxed with the system demand constraints using Lagrange multipliers. Three kinds of ramp constraints, startup, operating and shutdown ramp constraints are considered. The proposed method has been applied to solve the hydro-thermal generation scheduling problem at PG&E. An example alone with numerical results is also presented

The mission of the Cassini spacecraft is a unique opportunity to gain insights into major scientific questions about Saturn, the creation of the solar system, and the conditions that led to life on Earth. In preparation for the launch, NASA's Jet Propulsion Laboratory developed a software simulator to emulate the hardware data-control system of the spacecraft. Its primary use is to validate and verify commands that will be transmitted to the spacecraft. To improve the performance of the simulator, we used the SIMAN simulation language to model numerous queue-scheduling policies. This report defines a framework for comparing dynamic traffic models. It emphasizes four dimensions: functionality, traffic dynamics, route choice dy namics, and overall network performance. The first dimension compares the models through a check-list of model functions. Regarding the last three comparison dimensions, a total of five networks and twelve scenarios are defined. These test scenarios are designed to accentuate model properties and differences. Also included in the report are a list of performance measures for comparison purpose, and a discussion of the interpretation of results.

Dynamic traffic assignment through analytical modeling and optimization has been widely accepted by the IVHS R&D community as a promising traffic control tool for understanding and relieving traffic congestion on conventional highways and city streets. Due to the completely controlled nature of AHS traffic, dynamic assignment of AHS traffic is even more promising. One added dimension of complexity associated with AHS dynamic traffic assignment is lane assignment. A dual convex programming approach to solving linear programs with inequality constraints through entropic perturbation is derived. The amount of perturbation required depends on the desired accuracy of the optimum. The dual program contains only non-positivity constraints. An ϵ-optimal solution to the linear program can be obtained effortlessly from the optimal solution of the dual program. Since cross-entropy minimization subject to linear inequality constraints is a special case of the perturbed linear program, the duality result becomes readily applicable. This paper proposes a conceptual framework for designing a traffic control scheme. It adopts a top-down approach to defining major design steps starting with high-level feature definition. With the desired features defined, the top-down approach then identifies and defines moves and related planning and movement functions that are required for supporting the desired features. The purpose of this research was to study and analyze the Norfolk Naval Shipyard's manufacturing methods of determining part families and generating part process plans for parts in the machine shop. A knowledge-based decision support system was designed based on knowledge acquired from machinist experts and documented sources of the Norfolk Naval Shipyard. The system interprets specific part information provided by the user, categorizes parts into part families and generates process plans to manufacture the parts. The system was evaluated and tested for parts provided by Norfolk Naval Shipyard.

This paper consists of two components. The First component addresses a key AHS infrastructure support issue—providing eight extra connector ramps, in addition to the eight existing highway-to-highway connector ramps for the conventional manual traffic, at a highway-to-highway interchange for accommodating continuous automated driving from one highway to the crossing highway. The proposed staggered-diamond design requires only four, instead of eight, separate structures and hence greatly increases the feasibility of AHS infrastructure support. However, the reduced infrastructure complexity at such interchanges could still constrain considerably the design, operation and evolution of AHS. This is the focus of the second component. The …
